Congress election panel takes along all

Congress president Sonia Gandhi today approved a 34-member Punjab Election Committee (PEC) to look at candidatures for 117 segments for 2017 state elections and forward panels to the state election screening committee announced a few days ago.
The panel will be led by state Congress president Capt Amarinder Singh with senior leaders Charanjit Singh Channi, Ambika Soni, Partap Singh Bajwa, Rajinder Kaur Bhattal, Sunil Jakhar and HS Hanspal among members.
Also on the panel, representing a mix of young and old leaders will be Rajya Sabha MP SS Dullo, former Puducherry LG Virender Kataria, former MP Mohinder Singh Kaypee, former state Congress chief Lal Singh, sitting Lok Sabha MPs Choudhry Santokh Singh and Ravneet Bittu, MLAs Ashwani Sekhri and Kuljit Nagra; KL Sharma; former Union ministers Manish Tewari and Preneet Kaur, ex-Finance Minister Manpreet Singh Badal and senior SC leader Raj Kumar Verka have also been included in the committee along with Surinder Singla, Brahm Mohindra, Vijay Inder Singla, Youth Congress president and Gidderbaha MLA Amrinder Raja Warring, Gurpreet Kanger, Rana Gurjeet and AS Bhatti.
Also in the list of members are Bharat Bhushan Ashu, Navtej Singh Cheema, and Punjab SC cell head Raj Kumar Chabbewal. Presidents of all Congress frontal organisations in Punjab, including Mahila Congress, Youth Congress, NSUI and Seva Dal, will be in the panel which will look at the list of candidates for the elections.
The PEC will send the panels to the Punjab Congress Screening Committee which will shortlist candidates and send the panel for a final decision to the Sonia-led central poll panel.
Akali leader rejoins Cong
Chandigarh: Ranjit Singh Rana, an Akali leader from Kapurthala, on Friday rejoined the Congress. Rana, who had joined the SAD in 2004, quit the party after being "completely disillusioned with its brand of criminal politics". A press statement issued by the PPCC said Rana, senior vice-president and press secretary of the Punjab Truck Operators' Union, felt the Congress was "the only viable alternative to the ruling party." — TNS

College under lens for alleged bungling of scholarship fund for SC students

Even as the Punjab Vigilance Bureau has begun a probe against the local VMS College for alleged misappropriation of post-matric scholarship funds meant for Scheduled Caste (SC) students, institute owner Ashwani Sekhri, who is the Congress MLA from Batala, has claimed that that his political opponents are raking up a controversy where none exists.
His political rival and BJP leader Jagdeesh Sahni, who is a former MLA, said that he had urged his party to initiate a comprehensive probe into the alleged bungling.
“The misappropriation of SC grants, running into lakhs of rupees, occurred in the 2010-11 academic session. The records of the succeeding years should also be checked. I have asked the Ministry of Social Empowerment and Justice to probe the matter. The students had to pay their fees because the scholarship amount was pocketed by the management,” alleged Sahni.
Scheduled Caste students of VMS College today held a press conference on the college premises to give their side of the story.
They said that they were being given free education by the college and added that they were not aware of any bungling.
Sekhri claimed that reports stating that the CBI had investigated the case were frivolous.
“No CBI official has contacted me or any staff member. Somebody had submitted an anonymous complaint during the 2010-11 session following which the state Vigilance Bureau started an investigation. There is a lobby within the local Congress which is trying to defame me and my college,” he said.

Refund fee collected for police job: Cong

Chandigarh: The youth wing of the state Congress on Friday announced to launch a major offensive against the state government, especially Deputy CM Sukhbir Badal, to force them to refund Rs 25 crore collected as application money from 6.5 lakh job seekers during the recruitment drive in the police department. Punjab Congress chief spokesman Sunil Jakhar termed the police recruitment as a “sham”, alleging that many eligible and genuine candidates had been left out. He said the party would run a helpline number on which the affected youths would be asked to make a missed call and the complaint and details of the caller would be registered. TNS

Atta-Dal Scheme: Villagers complain of rotten wheat supply

The people in the district, who get wheat under the Atta-Dal Scheme, have been receiving sub-standard grains. Depot holders at Chappa Ram Singh and Lalka Nagar villages on Mehta Road have been distributing rotten grains under the scheme. During a visit to the village, The Tribune team found that wheat delivered to beneficiaries of the scheme had turned black and was of poor quality. Grains were stinking and not fit for consumption. A number of Dalit families in the village complained that they received rotten food grains. 
When they complained to the depot holder, Ranjit Kaur, she refused to take back the stock. She said, “The government has sent grains. So, no one can return it.” 
Kameshwer Kumar, a resident of Lalka Nagar village, complained to the depot holder about sub-standard grains. Jaspal Singh Arora, husband of the depot holder allegedly misbehaved with complainants. Residents said the matter was brought to the notice of a social worker, Parmod Bali, who further raised the issue for beneficiaries. 
One of the beneficiaries Kameshwer Kumar said, “I have complained to the inspector concerned of the Food and Civil Supplies Department, but he did not pay any heed to our problem.” 
When contacted, Nimit Mahajan, Inspector, Food and Civil Supplies Department, said, “I did not receive any complaint from the village. We have sent standardised food. We deliver truck loads of grains to beneficiaries. If five to seven bags from a truck are rotten, then it is not a big issue.” 
Bali said, “There should be a quality check on food grains before it is supplied to beneficiaries. Grains distributed in several villages are not fit for consumption. It can’t be used even as cattle feed. Depot holders and inspectors are hand in glove. The authorities should take action against officials concerned.”
“The government distributes rotten food grains to poor beneficiaries. It is not fit for human consumption. We want to return it. The depot holder threatens us that she will cancel our Atta-Dal Scheme beneficiary card. We feel cheated when we receive sub-standard food grains,” said a beneficiary.
Sartaj Singh, District Food Supply Controller (DFSC), said, “I am not aware about the issue. I will check the matter and take action in this regard. It is our duty to provide quality food to beneficiaries. If the people find that grain is sub standard, they can return it.” 
Meanwhile, officials said as per the National Food Security Act depot holders had to deliver food grains to beneficiaries in the presence of observing committee, constituted at the village level. But, most beneficiaries were not aware about provisions and rules, they added. 

Congress protests against Rahul’s arrest

The District Congress Committee, headed by Jugal Kishore Sharma, burned an effigy of Prime Minister Narendra Modi in protest here today against arrest of the All India Congress Committee vice-president, Rahul Gandhi, in New Delhi.
Rahul was arrested when he went to meet family members of Ram Kishan Grewal, an ex-serviceman who ended his life.
The Army veteran committed suicide by consuming sulphas over One Rank One Pension (OROP) row yesterday, which led to a massive political showdown by the Congress and AAP, who accused the Narendra Modi government of betraying soldiers on its promise.
Sharma, who was also accompanied by Punjab Pradesh Congress Committee vice-president Om Parkash Soni, staged the protest outside the busy Hall Gate area. Earlier, they carried out a march from Congress Bhawan and reached Hall Gate. Congress leaders raised slogans against Modi-led BJP government.
Speaking on the occasion, Soni and Sharma said the Modi government had betrayed soldiers, who laid down their lives for the country at the international border.
They said the incident has exposed the autocratic face of Modi, who ordered arrest of Rahul Gandhi. The incident should be condemned in strongest possible words, they added.
Meanwhile, Congress workers of the Amritsar East Assembly constituency, led by PPCC vice-president Jasbir Singh Dimpa, blocked the traffic on GT Road, near Taarawala Pul, to protest against detention of Gandhi and ill treatment meted out to family members of ex-serviceman Ram Kishan Grewal in Delhi. They raised slogans against Modi and burned his effigy.
While lambasting Modi, Dimpa claimed, “The PM is high on theatricals and low on action. In Indian history, he has become the first PM, who has politicised Indian military. He has used senior officers to sing his paeans and do political manoeuvring for him, by which he is pushing Indian Army on footsteps of their Pakistani counterparts, who always have open political appends, which is a threat to democratic polity of our nation.”

A day after SAD-BJP workers burnt effigies of Congress leaders in relation to the 1984 riots, members of the District Congress Committee today burnt effigies of Prime Minister Narendra Modi and the Delhi police for the alleged ‘detention’ of All-India Congress Committee vice-president Rahul Gandhi in Delhi.
The protest was organised at Fire Brigade Chowk under the leadership of Narender Bhuleria and Mohan Lal Jhumba.
Rahul Gandhi was allegedly ‘detained’ by the Delhi police last evening and taken around the city for a few hours, before letting him off.
The police detained the Congress vice president to prevent him from moving towards Jantar Mantar from India Gate during a protest in favour of ‘One Rank One Pension’.
Congress leader Ajaib Singh Bhatti took a jibe at the BJP’s ‘Acche Din’ refrain and said, “These are the real ache din when Army veterans are committing suicides to put pressure on the government to approve their ‘One Rank One Pension’ demand. The suicide by an Army veteran has brought shame to the country and this has happened due to the BJP’s anti-people policies.”
“This unfortunate incident will be written in the history books in black letters and the BJP-led government at the Centre is to be blamed for it. Soldiers who didn’t think about their own lives while safeguarding the country’s borders are left with no choice but to commit suicide. Owing to this, the Prime Minister must submit his resignation on moral grounds since it has happened during his tenure,” Kangar said.
The Congress leaders also alleged that the BJP had brainwashed the voters during the Lok Sabha elections in 2014 by making hollow promises.
They said the BJP’s alliance with SAD in Punjab was a bane for the residents of the state.
“Leaders of the ruling alliance are favouring privatisation in all fields, including education and power. After bringing the farmers on the road to suicide in the state, the government is now testing the patience of contractual employees working in several departments of the government,” they said.

GMADA floats scheme sans forms!

27 days on, applicants a harassed lot

Twenty-seven days have passed since GMADA floated an affordable housing scheme for Punjab Government employees, but not a single person has applied for the flats so far!
Reason: GMADA has not issued any brochure or application form, resulting in harassment to applicants at selected associated banks, including Punjab National Bank, Axis Bank, IDBI, Punjab State Cooperative Bank, ICICI Bank and HDFC Bank, and at the GMADA office.
Call it shortsightedness, carelessness or a faux pas, the authorities floated the scheme for allotment of 2,000 multi-storeyed flats of four types in Sector 66 and 67, and Sector 11, Eco City II, New Chandigarh, on October 8 with November 11 as the closing date but without releasing any application form till date.  
A senior official of GMADA claimed that no application forms had been printed so far.  “There was some issue with the eligibility criteria, which is being changed. After these changes, the brochures/application forms will be sent for printing”, said the official. 
He said the scheme would be extended. Meanwhile, applicants are facing harassment at bank branches due to GMADA’s faux pas. 
“I have made rounds of almost all associated banks to get a form, but to no avail. I got to know about the faux pas when I visited the GMADA office. Like me, many others are facing harassment,” said Kulwant Singh, a Punjab Government employee.

Age ceiling: Ministers Chunni Lal, Mittal set to pass baton to sons

CHANDIGARH: Two ministers of Bharatiya Janata Party (BJP) in the state cabinet–Bhagat Chunni Lal (83) and Madan Mohan Mittal (77)— will not contest the forthcoming assembly polls due in February next year, it is learnt.
Sources said both the leaders were projecting their sons as the party had set 75 years as the maximum age for fighting elections. Industries minister Mittal comparatively is still agile, but Bhagat, who holds forests and wildlife portfolio, appears physically weak and his mental faculties have also slowed down. Though he remained BJP’s legislature party leader, but he played a negligible role.
“This principle laid down by Prime Minister Narendra Modi is for every state. I am sure all will abide by it,” said state BJP president Vijay Sampla.
“I am ready to move on,” said Mittal, a MLA from Anandpur Sahib, who has decided to hand over the baton to his elder son Arvind Mittal (48), a lawyer. “My son has risen through the ranks in the party, he has worked in the party’s student wing and had also attended shakhas of Rashtriya Swayamsewak Sangh (RSS) for many years. My party has also made him in-charge of Anandpur Sahib halqa,” the minister said.These days, Mittal is camping in Nangal, garnering support for his son and Arvind has opened an office in Anandpur Sahib.
Jalandhar-west MLA Bhagat Chunni Lal’s son Mahinder Bhagat (59), who has been functioning as the de facto minister for five years, is active in the constituency. “I am working hard in the constituency by meeting people door to door and am pollready,” Mahinder said.
However, the decision on their political aspirations will be decided by the party high command.

Haven for addicts, ‘chitta’ flies off shelf in Daulewala

Easy drugs in Moga village bring it under EC scanner

Motorcycle-borne youngsters, mostly in their teens or early 20s, zip through the kutcha roads of this village. It’s noon, and all shops in the village except one are closed. The lone open one has a thick iron grille with a small window, big enough only to let out a hand from inside. It’s here that half a dozen vehicles are parked and scores of youngsters are queuing up. At first, it seems that the shop is selling items of daily use, but a closer look reveals that on sale is “samaan”, known as “chitta” (drugs) in common parlance.


As one moves around the village, one sees youngsters huddled together, consuming drugs. Used syringes are seen strewn in every nook and cranny of the village. On a small plot, two youths are lying, heads down, apparently in an inebriated condition. A girl in her early twenties, who says that she is from Galoti village, near here, begs for Rs 200, saying that it’s important to save her life.
A six-foot-tall man, who was once a hotelier with a happy family in Harike, sits dejected, waiting for someone in the village to keep last night’s leftover food before him, even as he waits to regain his senses. Once sober, he recalls how a regular customer at his hotel got him addicted to drugs.
This village, where at least one-fifth of the residents are involved in the drug trade – particularly smack and heroin — has been on the radar of the Election Commission (EC). Daulewala and the nearby village of Nurpur Hakima have gained notoriety as the “drug capital” of Malwa. At a recent meeting with an EC delegation, the district civil and police officers pointed out that these villages needed to be kept under vigil because of the rampant drug supply from here.
The drug business is brisk here, even as there are no cops around. Some of the residents who spoke to The Tribune said most of the village women were also involved in the drug trade, especially now that their men had been arrested. A few months ago, the police were deployed here, but a raid by a senior officer at night found the cops in an inebriated condition, themselves offering to sell “chitta” to the officer. The next day, the deployment was withdrawn. Since then, the village’s infamy has spread, with many youngsters from Ludhiana coming here in swanky cars to buy contraband.
This has also became a law and order issue for the administration. Several villages in Dharamkot have reported incidents of snatching by addicts. Jaswant Singh of Badduwal village says that women no longer wear jewellery while going out of the house. He alleges that even LPG cylinders are stolen.
A government official posted in the village, requesting anonymity, told The Tribune that there had been several instances in which little children had mistakenly consumed smack lying in their houses and died. “The village is thronged by addicts, but the villagers themselves are peddlers. They are in the drug trade because there is no economic development here and they have no source of income. With drugs coming from across the border, which is just 40 km away, these villagers have found it an easy way to earn a livelihood,” he says.
A dera in the village tried to wean the people away from the drug business. Its head, Baba Avtar Singh, said their anti-drug campaign met with stiff resistance from the peddlers. “Even local MLA Tota Singh has often tried to make people shun the business, but no one minds making a quick buck,” he says.

Economic development a must: DGP

  • DGP Suresh Arora, who recently launched an anti-drug campaign in the village, said the police were making efforts to curb the drug trade. “In the past two months, we have arrested 80 people here and registered 70 cases. But the only long-term solution is to ensure economic development, which will help people quit the drug trade,” he added.

Framed AAP MLA at cops’ behest, alleges key accused

Vijay Kumar, the main accused in the Quran desecration case that took place on June 24 at Malerkotla, today alleged that the Punjab Police was forcing him to implicate Naresh Yadav, Aam Aadmi Party (AAP) MLA from Delhi, in the case.
Otherwise, the police were threatening to book him for murder, he claimed.

Talking to mediapersons after appearing in the court of Additional Sessions Judge KK Singla here today, Vijay Kumar said that they had enough evidence to prove in court that they were innocent and they had neither desecrated the Quran nor insulted any religion.
On why he had said earlier that they had committed the crime on Yadav’s instructions, Vijay said he had given the statement due to the pressure exerted by the police.
AAP MLA Naresh Yadav said Vijay’s statement today had exposed the SAD-BJP government’s designs to defame the AAP in view of the upcoming Assembly elections. “I have been saying all along that it is a political conspiracy hatched by the SAD-BJP government,” Yadav said.
Naresh Yadav, Vijay Kumar, Nand Kishor Goldy and his son Gaurav, all accused in the case, today appeared in the court of Additional Sessions Judge KK Singla here. The court fixed December 1 as the next date of hearing.
Harpal Singh Cheema, counsel for Naresh Yadav, said that they had today moved an application in the court to provide them a copy of the statement of co-accused Vijay Kumar, recorded under Section 164 of the CrPC. Besides, they have also demanded the phone call details of the accused that had been collected by the police during investigation.
Cheema said that on their application, the court has directed the state to give its reply on December 1.

Liquor vend favouritism caused Rs 2-crore loss: HC

In an embarrassment to the Punjab Government, the Punjab and Haryana High Court today held that the state suffered a loss of more than Rs 2.27 crore by cancelling the process of allotting a liquor vend in Bathinda district “with a view to favouring some persons”.
Setting aside the allotment in favour of three successful applicants, a Division Bench also rapped the state for its attempts to mislead the court by producing fabricated record. The conduct of the Deputy Excise and Taxation Commissioner for producing fabricated record would be examined by the competent authority, Justice Rajesh Bindal and Justice Darshan Singh ruled.
“If the manner in which the authorities conducted themselves in the process of cancellation of allotments, re-grouping and fresh allotments is examined on the touch-stone of the law laid down by the Supreme Court, it can safely be opined that the same suffers from unreasonableness and arbitrariness. There was discriminate application of the rules as well as the policy, apparently with a view to favour some persons...
“As in the entire process, the state suffered loss on account of adjustment of application fee, non-deduction of processing fee and non-forfeiture of allotment money paid by the successful allottees who defaulted, an inquiry shall be conducted and responsibility fixed,” the Bench added.
Allowing with Rs 1 lakh costs the petitions filed by Harish Kumar Aggarwal through counsel HS Brar, the Bench added that the state would be at liberty to recover the amount from the guilty officer/official on fixing responsibility.
Aggarwal was seeking the setting aside of order dated March 29, vide which the allotment in his favour was not approved. A direction was also sought to allot the liquor vend in Kotfatta to him.
The court was told that the petitioner was successful in the draw of lots held on March 27 for group number 11, comprising Kotfatta. But the department had “certain other motives in mind”. Raising the plea of chaos, the process was stopped and suspended on the ground that three of the earlier successful applicants for groups eight to 10 had not deposited the fee and had run away from the spot with money.
The Bench held the process continued for all districts, even after earlier allottees failed to deposit the licence fee. Exception was carved out only in Bathinda district by raising the issue of chaos.
The Bench added the application fee was neither refundable nor adjustable. “By taking a decision apparently with a view to favour some of the persons by cancelling the process of allotment, the State in fact, suffered loss of Rs 2, 27, 85,000 received as application fee.
“Everything was done in such a hurry that the department decided to adjust the entire application money received, whereas even in the eventuality of cancellation of allotment procedure, Rs 2,000 per application were to be deducted as processing fee….
“The allotment of liquor vends in favour of three respondents is set aside. The competent authority is directed to re-allot vends for the remaining period strictly in terms of the Rules and the policy”.

2,500 personnel guarding 900 VIPs, police tell EC

Many IG, DIG-level officers getting security above sanctioned limit

Around 900 persons in the state, a majority of them politically active and connected, are guarded by over 2,500 personnel of the state police.
This is the official figure as mentioned in a list prepared by the police and submitted to the Election Commission. Sources, however, say unofficially at least 4,000 police personnel are deputed on such duty.
As per the police, over 10 per cent of the police force is protecting VIPs instead of maintaining law and order. Many IG and DIG-level officers, many of them retired, are getting security over and above their sanctioned limit.
Amritsar tops the list with 212 policemen deployed on security duty. It is followed by Jalandhar 209 and Ludhiana 152.
“On an average, a police district has 1,200 to 3,500 personnel on its rolls, of which officially 10 per cent is deployed on the security of VIPs. Unofficially, another 5 per cent of the force is given to self-styled VIPs,” said an SSP-rank officer.
“Sometimes we have a few men to run a police station effectively, while these self-styled VIPs approach our seniors in Chandigarh through their political bosses and manage to get security. We are left with no option in such cases,” he said.
As per norms, the Z+ category comprises over 36 guards, Z 22 and Y 11. At least, 36 VIPs fall in these three categories, while several lesser-known leaders in every district continue to avail security ranging from one to 12 personnel.
VK Singh, Chief Electoral Officer, Punjab, said they had sought a complete list, but “it does not mean that the police need to prune the security cover immediately”. “Once the election code of conduct comes into force, we will decide every case on merit,” he said.
On the authenticity of the list, VK Singh said: “We believe that the SSPs will not keep us in the dark and submit a factual list. We have means to check the authenticity of VIPs availing security”.
Despite repeated attempts, no senior police officer was willing to comment on the issue. Additional DGP (Security) BK Bawa could not be contacted.

During his 2012 election campaign, Mittal used to say, “Press the button [on voting machine], and a minister will come out!” That turned out to be true as he got a cabinet berth. But he failed to check illegal mining that is rampant in the area. He regularly meets people from his constituency, but his temper is what many people fear. He failed to provide basic supply of drinking water to 24 villages of Changar area. A few tubewells were installed but there is no electricity connection for these. He, however, claims to have solved the problem of lack of clean drinking water in the constituency by installing tubewells. A first-time MLA but senior nonetheless in the SAD, the doctor is among the more educated members of the cabinet. He got the education portfolio after Sikander Singh Maluka came under fire for some scams in the department. He makes sure that no calls on his phone go unattended, with a staff member noting down all numbers even when he is busy, so that he can call back. He got funds for water supply and sewerage works, a long-pending demand. A project for revamp of the Pinkcassia Tourist Complex was given to a firm, but that failed to take off. Even the promise of a new bus stand hangs fire, though the town has seen works such as a bypass, strengthening of roads, and upgrade of schools.

Recently, he made headlines after climbing a pole and restoring power connection of some panchayats that had been disconnected over non-payment of dues. He has been regularly raising issues and holding protests, though people say his performance dipped after he was made Congress legislature party (CLP) leader. Despite being in opposition for both his terms, he has been able to make a mark by getting sewerage and lighting works done. A long-pending demand of repair of the road connecting Chamkaur Sahib with Morinda is hanging fire. He led many agitations for it. He is known to be accessible and uses social media well. He has been taking up issues and sitting on dharnas to press for residents’ demands. But being a legislator of the opposition, he has not been able to make much change due to lack of funding. He did succeed in getting done the construction of a causeway at the Khanpur bridge, bringing much relief from traffic jams there. He counts this as a prime achievement of his tenure. Most of the development works carried out in Kharar have been through SAD leaders, thus Kang has not got credit. He says that despite having worked hard to get supply of water to Kurali and Kharar from the Kajauli water works, it remains one of his major projects that could not be completed.

Punjabi Suba was 2nd Partition: Capt

Terming the Punjabi Suba’s creation as the second Partition for Punjabis after 1947, PPCC president Capt Amarinder Singh today accused the Akalis of truncating the state to fulfil their sectarian agenda.
On the golden jubilee celebrations, Amarinder asked what was the point of celebrating an occasion which had laid the foundation for the continuous decline of the state.
He said Punjab not only lost out on land tracts spanning 80 lakh acres but also had to give up precious resources such as water, hydroelectric power, forests and tourism to Himachal Pradesh, while large and well-planned industrial belts went to Haryana.
“While Haryana prospered through industrial growth, particularly in Faridabad, Gurugram and Panipat, Punjab was left struggling with a legacy of festering disputes, including the demand for Chandigarh as its exclusive capital and a commitment to provide Haryana with “our precious water,” said Amarinder.
He added that the Akalis were sharing the dais with leaders of the BJP, the new face of the erstwhile Jan Sangh that had opposed the formation of the Punjabi Suba.
Channi flays celebrations
Congress Legislature Party leader Charanjit Singh Channi questioned the rationale behind the celebration of the 50th anniversary of the “second partition” of Punjab, saying it had left the state “poorer”. He called upon Badal to explain to people as to why his party had launched the Dharam Yudh Morcha in 1982 that “pushed” the state in more than a decade-long period of turmoil in which about 30,000 people were killed. He said if the re-organisation of Punjab was a cause for celebration, he should apologise to the people of the state.
Another let-down: Jakhar
Abohar: Congress leader Sunil Jakhar said BJP president Amit Shah and Union Finance Minister Arun Jaitley had again disappointed Punjabis, who were expecting a bonanza on the occasion of Punjabi Suba’s celebrations. He said both tried their best to paint a rosy picture of the state that was considered a topper in drugs and suicides by debt-ridden farmers.

Cong alleges doublespeak by CM on SYL

The Punjab Congress today alleged that Chief Minister Parkash Singh Badal was resorting to hypocritical doublespeak on the SYL issue with an eye on the forthcoming Assembly elections.
PPCC leaders Ravneet Bittu, Sukh Sarkaria, Kuljit Nagra and Randeep Nabha referred to the document released some time ago by PPCC chief Capt Amarinder Singh to show that Badal had been “instrumental” in acquiring land for the canal, thus weakening the state’s position in the prolonged dispute. — TNS

Congressmen protest ‘false’ case at SAD leader’s behest

Congressmen, led by Harminder Singh Gill, general secretary, PPCC, began an indefinite dharna in front of the police station at Patti, 25 km from here.
They were protesting against the registration of a “false” case of attempt to murder against some party men.
Gill, while addressing the party workers, alleged that the Patti police have registered a case under Section 307 (attempt to murder), 427, 148, 149 IPC, 25, 27, 54, 59 of the Arms Act against party men at the behest of the SAD leader.
The accused in the case have been identified as Dalbir Singh Shekhon, president of the city unit of the party, his brother Gurbir Singh Shekhon, their three sons and other members of the family. Gill said that their protest would continue till the case was withdrawn. — OC

Farmers dump paddy outside Gidderbaha SDM’s office

Farmers, led by Gidderbaha MLA Amrinder Singh ‘Raja Warring’, dumped paddy crop outside the office of SDM, Gidderbaha, today.
The protesters were demanding ‘resumption’ of procurement of paddy, alleging that the FCI had stopped the purchase a few days ago. “I have been contacting DC Muktsar and SDM Gidderbaha daily about the problems being faced by farmers in ‘mandis’. The FCI has stopped procurement in some ‘mandis’. But the DC and SDM are only making empty promises. So, we started a protest outside the SDM office today. It will continue until procurement resumes in mandis,” said Warring.
Meanwhile, Anand Sagar Sharma, SDM, Gidderbaha, met the protesters and tried to pacify them, saying the issue would be resolved soon. But the farmers continued to protest. The farmers also raised anti-government slogans.
Anand Sagar Sharma told The Tribune, “The FCI’s storage has become full. So there is some problem in one or two ‘mandis’. Today, we have shifted the Peori focal point to Pungrain from the FCI. Besides, the FCI is sending 80,000 bags of paddy tomorrow to some other station on a special train. It will create enough space. There is no problem with any other agency.”
Meanwhile, a meeting was held between the SDM and Congress MLA at the SDM’s office in which he assured that the procurement would resume tomorrow. The SDM left for his residence late in the evening but the protesters stayed put outside his office till the filing of this report.

No money, old-age pension delayed

The Punjab Department of Social Security has been struggling to pay the old-age pension to more than two-thirds of around 17 lakh beneficiaries in the state for the past two months.
Sources said the department was yet to disburse pension for September in most of the districts as the cash-strapped government had delayed the release of the monthly budget, which is in the range of Rs 85-90 crore.
The department managed to give pension for August to beneficiaries registered only in 10 districts, as the government had released around Rs 44 crore.
“The pension for September has been disbursed in a few districts, using the budget released for the previous month. In around 12 districts, beneficiaries received it last for July,” said a senior officer. Gurloveleen Singh Sidhu, Director of the department, declined to comment on the issue.
Cabinet Minister Surjit Kumar Jyani said the Finance Department released the pending amount for disbursal today.
The government pays Rs 500 per month as the old-age pension to women aged 60 years or above and men aged 65 or above, provided the monthly income of the beneficiary is not more than Rs 1,000 per month. Till last year, the state was paying Rs 250 per month to the eligible ones.

About Chandigarh’s birth and the Punjab tangle

The fateful day of November 1, 1966, dawned and proved to be a red-letter day in the history of Punjab, which was already a remnant of the Partition of India in 1947.
On November 1, 1966, Haryana was carved out of Punjab and hundreds of Punjabi-speaking villages were transferred to Haryana. Besides, Punjab districts of Shimla and Kangra were merged with Himachal Pradesh on topographical grounds. Simultaneously, the capital was sanctioned away from Punjab and the whole of Chandigarh region with its 22 surrounding villages were promulgated into a separate unit called the Union Territory of Chandigarh under the Central Rule.
Thus, in a factual way, Punjab province was trifurcated overnight and the new order came into force with effect from November 1, 1966.
Events that followed
Punjab people were naturally very much aggrieved at the exclusion of Chandigarh from the state. Justice Gurdev Singh Dutt, one of the three members sof the Punjab Boundary Commission, had put in a strong dissenting note logically advocating that Chandigarh ought to go to Punjab. An intensive perusal of that note attached to the Boundary Commission's verdict is a must-read even now.
A perusal demonstration, the like of which was never witnessed before, was organised by the late Sant Fateh Singh who was even bent upon immolating himself to get Chandigarh restored to Punjab until the then Speaker Hukam Singh brought then Prime Minister Indira Gandhi's solemn word that Chandigarh would be given over to Punjab. Again, Punjab people cannot forget the supreme sacrifice made by Sardar Pheruman by fasting unto death for conscience sake that Chandigarh should have been retained in Punjab.

Unkept promises
  • Thanks to Punjab's continued pressure and persistent demand, Indira Gandhi gave her promised award in 1971-72 that Chandigarh would be given to Punjab in lieu of Fazilka-Abohar while Hindi-speaking area in Punjab to be given simultaneously to Haryana.
  • Even on the eve of Operation Blue Star, Indira Gandhi, in her broadcast to the nation on the night of June 2, 1984, appealed for the withdrawal of the Sikh agitation, re-assuring that she had already given Chandigarh to Punjab. The military operation on the Akal Takht in Amritsar gave rise to new problems and challenges and altered the entire situation and scenario not only in Punjab but all over the country.
  • The successor Prime Minister Rajiv Gandhi, with the help of the then Punjab Governor Arjun Singh, tried to settle the Punjab tangle. He struck an historic agreement called the Punjab Accord on July 24, 1985, with the popular Sikh leader Sant Harchand Singh Longowal.
  • Article 7.1 of the Accord 
  • “The Capital Project Area of Chandigarh will go to Punjab. Some adjoining areas, which were previously part of Hindi or Punjabi regions, were included in the Union Territory. With the Capital region going to Punjab, the areas, which were added to the Union Territory from the Punjabi region of the erstwhile state of Punjab, will be transferred to Punjab and those from the Hindi region to Haryana. The entire Sukhna Lake will thus go to Punjab.”
  • In pursuance of this clause in the Punjab Accord, the then Prime Minister Rajiv Gandhi declared that Chandigarh would be transferred to Punjab on January 26, 1986, but he backed out at the eleventh hour and all necessary preparations for the merger came to a naught. Presumably, Rajiv Gandhi felt excessively threatened and cowed down by the Haryana demonstration before the Parliament House led by Chaudhary Devi Lal.

She claims that, in the 286 villages under her constituency, youth and sports clubs were set up to divert attention of the youth away from the drugs. Power supply has improved in the region with the upgradation of four supply sub-stations. The MLA claimed that the first sub-station of solar power was also set up in her constituency.

Although Arora defeated former BJP minister Tikshan Sud in the elections, Sud continued to rule the roost owing to his affiliation with the ruling party. All development grants were routed through Sud. Yet, Arora managed to deliver either from his own pocket or through the MPLAD funds of Congress’ Rajya Sabha member Ambika Soni. He claims to have spent around `2 crore of MPLAD grant on parks, dharamshalas, road repair, cremation grounds and solar lights. As district Congress president, he consolidated his position but at the same time also faced opposition from within. On account of his philanthropy and clean image, he enjoys goodwill of the public.

He claims to provide `50 lakh every year for sports promotion and infrastructure. But he failed to provide building for Mehtiana police station and adequate staff for upgraded health institutions. He claims to have got sanction and funds for construction of a building for Chabbewal police station.

It was due to sheer goodwill among the public that he won two consecutive elections when other Congress leaders in the district struggled. Despite being in the opposition, he managed to install his own men as civic body chiefs for three terms. He never misses a public gathering. He claims credit for at least seven major roads and a bridge worth `18 crore. At the same time, he candidly admits he could not undertake any development in the current tenure for lack of support from the Centre and the state governments. He pressed the state government to build a stadium with the money it got from the National Highways Authority of India for 2.5 acres that former minister Kartar Singh donated; but the efforts failed.

PATTI: Condemning the registration of a case against the local party leader and his kin, hundreds of Congress members led by state secretary Harminder Singh Gill on Tuesday launched an indefinite dharna outside the city police station here.Dalbir Singh Sekhon, who is the president of the party’s local unit, was booked along with his son, brother and other kin for attempt to murder (Section 307 of the Indian Penal Code) on the complaint of one Ram Parkash of Mohalla Barada on Monday.
Ram accused Sekhon and his kin of opening fire and injuring him on being asked not make mischief while bursting crackers on Diwali night.
Carrying placards, Congress workers shouted slogans against the police authorities and the ruling Shiromani Akali Dal (SAD) leaders. They alleged the party leader was falsely implicated as part of political vendetta.
“To suppress the voice of the opposition, Akali leaders are playing dirty tricks. This is daylight ‘gundagardi’ (hooliganism) by the ruling party leaders,” said Gill, while alleging the case had been registered on the directions of an influential Akali minister based in Patti.
Youth Congress leader Harpreet Singh Sandhu said the protest would continue till the police cancel the case. Other party leaders protesting outside the police station are Jagtar Singh Burj, Hardip Singh Patti, Sukhwinder Singh Sidhu, Navreet Singh Jalewal, Wazir Singh Paras and Sadhu Singh.
