Sidhu’s new Awaaz: We will support third front

Punjab seems headed for a three-cornered contest with the recently launched Navjot Singh Sidhu-led Awaaz-e-Punjab tilting towards the Aam Aadmi Party (AAP). 
  Sidhu today said they had decided not to float a party lest it led to division of anti-incumbency votes, but would ally with those who wanted to serve the cause of Punjab.

Though none of the other members of Awaaz-e-Punjab — Jalandhar Cantt MLA Pargat Singh and the two Bains brothers — have announced support for AAP, Sidhu issued a statement this afternoon, stating: “We  have decided to ally with a political party that governs with a difference and does not believe in traditional politics as a way to earn money.”
The quartet had held a meeting in Delhi earlier this week. Sources said the Bains brothers were keen on fielding candidates in all 117 constituencies. But Sidhu and Pargat were unsure of setting up a party with the Assembly poll barely four months away. 
Claiming Awaaz-e-Punjab had received an astounding response, Sidhu said: “We don’t want Punjab’s voter to get confused and thus divide the anti-incumbency vote. This may indirectly benefit the corroborative and collusive Badal-Amarinder nexus which has plundered Punjab in the last 15 years. This will defeat our purpose of bringing a change for the betterment of Punjab.” 
If the quartet forges an alliance with AAP, it could enable Sidhu and the two Bains brothers to contest the elections. Sidhu is convicted in a road rage death case and cannot be allotted the AAP ticket. 
This would be a violation of the party’s constitution. The Bains brothers too cannot be fielded by AAP as the party has decided against allotting the ticket to two members of one family.  
When Sidhu’s statement was released, the Bains brothers were taken aback as was the breakaway group led by Sucha Singh Chhotepur. Pargat Singh, who echoed Sidhu’s viewpoint, said other than the SAD-BJP alliance, they were ready to forge an alliance with any party, including the Congress. He later rectified his stand, saying he agreed with Sidhu on forging an alliance with parties other than the SAD-BJP and the Congress. 
With the Bains brothers and Chhotepur turning jittery, Pargat drove from Jalandhar to Ludhiana, where he held separate meetings with both sides. Simarjit Singh Bains later told The Tribune that a meeting on forging a poll alliance would be held on Friday. Pargat too said it would be decided then as to which way Awaaz-e-Punjab would go.

Pargat says may ally with Cong, later alters stand

Jalandhar Cantonment MLA Pargat Singh today said it had been decided that the Awaaz-e-Punjab would not be converted into a party and could form an alliance with either the Congress or the Aam Aadmi Party.
While Navjot Singh Sidhu today criticised PPCC chief Capt Amarinder Singh in a press note, saying that the formation of a party could benefit “the Badal-Amarinder nexus”, Pargat spoke in favour of the Congress, saying that “the forum is open to supporting the Congress too”.
Asked why he took a different stand, Pargat said: "I am with Sidhu. He is our leader. Please do not take it as our divergent stand. We never said that we are not for any alliance. We have taken the decision of not forming a separate party just to silence our critics who had been calling us the B-team of the BJP. We want to tell them that we are not making any move that will give the ruling party any advantage. We want to tell everyone that we are not here for dividing any anti-incumbency votes, as has been the reaction of late. That's exactly the meaning of today's press note by Sidhu".
Asked about campaigning, Pargat said, "Please give us three-four days more. Sidhu is coming to Punjab after leaving his TV assignments.

RSS man, ex-Speaker’s son among IAS nominations

A close affiliate of RSS, son of former Speaker of Punjab Vidhan Sabha and the economic adviser to the Chief Minister are among the frontrunners for the post of IAS officer to be nominated by the state government.
The nominees are Puneet Girdhar, a close affiliate of the RSS; Shiv Karan Singh Kahlon, son of former Speaker Nirmal Singh Kahlon; Mohan Lal Sharma, economic advisor to CM; Bhupinder Pal Singh, considered close to Food Minister Adaish Pratap Singh Kairon; and Arshdeep Singh. All these persons will now have to appear for an interview on October 14 before a committee of officers nominated by the UPSC.
The five nominees, of whom one is to be selected, will be interviewed by a joint panel. Sources say that with the strong presence of Punjab cadre officers in the selection panel, the will of these officers and their political bosses could prevail in the selection.
Four candidates (except Arshdeep Singh) had applied for nomination to IAS on earlier occasions too. While Kahlon has applied for the sixth time, Girdhar has applied for the third time and Sharma for the second time.
Last year, Parampal Kaur, daughter-in-law of Sikander Singh Maluka, and Harish Nayar were nominated to the IAS. Punjab has a total cadre strength of 221 (against which 187 are posted in the state) and one person from among the non-PCS officers is inducted each year into the IAS.

Congress pays homage to Uri bravehearts

Congress leaders and workers today took out a candle march to pay homage to the 18 Indian soldiers who were martyred in the Uri attack. The march was started from Fire Briagade Chowk and passed through various places of the city.
The Congress demanded that the Union Government should take strict action against the Pakistan-based terrorist camps. PPCC general secretary Harmander Singh Jassi said the Army should be allowed to launch a crackdown on terrorists. Security along the Line of Control should be beefed up so that anti-social elements cannot repeat such incidents in future, he added. — TNS

Navjot Singh Sidhu says his front will not contest polls as it may split anti-SAD votes


CHANDIGARH: Cricketer-turned-politician Navjot Singh Sidhu has said Awaaz-e-Punjab will remain as a forum only and welcomed any alliance for “the betterment of Punjab”. He said that if he floated a new party, it would split the anti-incumbency vote and help the ruling Shiromani Akali Dal.Breaking silence after forming the forum,  Sidhu said, “Awaaz-e-Punjab will not be a political party.  We will not divide the anti-incumbency vote bank, which could indirectly benefit the corroborative and collusive Badal-Amarinder nexus which has plundered Punjab for the last fifteen years.
This will defeat our purpose of bringing a change for the betterment of Punjab.” He refrained from Sidhu added that the cofounders of Awaaz-e-Punjab—MLAs Balwinder Singh Bains and Simarjit Singh Bains and former hockey captain Pargat Singh—wanted to contest all 117 seats in the state.
“But I pondered over the fluid political situation in Punjab, weighed the pros and cons and have come to a conclusive decision that we will not play spoilsport and instead facilitate the Punjab election,” he said.
 “Politics is not a profession but a mission. There is no personal or political vendetta, just a burning desire to place Punjab ahead of us and reinforce the positive forces. May Punjab, Punjabiat and every Punjabi win,” Sidhu said.

Capt joins veterans against pay anomalies

Punjab Pradesh Congress Committee president Capt Amarinder Singh today joined the defence veterans’ march to Governor VP Singh Badnore to submit a memorandum. They stated that they supported the stand taken by three defence services’ chiefs against the alleged bias against defence personnel in the Seventh Pay Commission.The march was led by Lt Gen (retd) SS Brar, the seniormost amongst the veterans.Senior Congress leaders Ambika Soni, Asha Kumari and Harish Chaudhary too participated in the march.The memorandum addressed to the President, who is also the Supreme Commander of the Armed Forces, read, “The community of veterans across the country fully endorses the stand taken by the Chiefs of Army, Navy and Air Force with regard to the recommendations of the Seventh Central Pay Commission.”Capt Amarinder said such repeated “wrong” steps on the part of the government demoralised the defence forces. He said India could not afford to do that considering it had “a belligerent China and a mischievous Pakistan” as its neighbours. “Just because our soldiers are disciplined does not mean their rights should be trampled upon,” he said, saying that the anomalies should be removed at the earliest.

CHANDIGARH: Punjab Congress president Capt Amarinder Singh on Thursday joined the veterans’ march to governor VP Singh Badnore and submitted a memorandum supporting the stand taken by the three services chiefs against the bias towards defence services in the Seventh Pay Commission.
The veterans included Lt Gen SS Brar, Lt Gen Jasbir Singh Dhaliwal besides major generals, brigadiers, colonels, junior commissioned officers and soldiers. The memorandum addressed to the President Pranab Mukherjee, who is also the supreme commander of the armed forces, said, “The community of veterans across the country fully endorses the stand taken by the chiefs of the army, navy and air force with regard to the recommendations of the seventh central pay commission.”
“However, the Indian armed forces trusted their civilian brothers and opted to be subject of a common pay commission. But the trust so posed was shattered by gumption of bureaucrats who insinuated two formulae for working out the pay scale of armed forces vis-à-vis civilian employees, placing the former to disadvantageous positions,” the memorandum said.The ex-servicemen said that in the officer’s pay scale recommended by the fourth pay commission, at the time of its implementation, the government foisted provisions that fudged and diluted the pay scale to such an extent that the rank pay supposed to be paid over and above the recommended scale, was in fact included in the integrated pay scale, virtually depriving officers of their rank pay.

Briefing reporters, Capt Amarinder and other veterans said that it was the bias of the bureaucrats against the armed forces and the blind eye turned by the political parties running the government which has led to this situation. “We constitute the largest share of employees and pensioners and we have no say in the decisions made by a handful of bureaucrats which are imposed on the Armed Forces”, they said.
“The brazen and blatant discrimination against the defence forces has been continuing ever since Independence”, the veterans argued, adding, “the lowering our status in the Warrant of Precedence, lowering our pay scales vis-à-vis other government cadres, brining it below the police and now the central police organisations is a deliberate attempt to belittle the armed forces”.
Capt Amarinder said, such repeated wrong steps on part of the government can only demoralize the defence forces. He said, India cannot afford a demoralized defence service with a belligerent China and mischievous Pakistan being next door neighbours. “Just because our soldiers belong to a disciplined force does not mean their rights are trampled upon”, he said, while hoping that the better sense prevails on the government and the anomalies are removed at the earliest.
“Nobody among the bureaucrats knows about the hostile conditions in which our soldiers are made to work and that is the reason there is such a bias against the defence forces”, he said, pointing out, according to the recommendations while a soldier posted at Siachen Glacier will get Rs 38,000 extra salary, while an IAS officer posted in Assam will get Rs 58,000 extra.
“I have been suggesting to the Defence Minister that the bureaucrats who have habitually been creating hurdles and hindrances in providing better pay to the defence personnel should be made to serve in Siachen for at least a day so that they realise what a soldier goes through”, he said, while asking the Defence Minister to stand by the soldiers and get the anomalies removed at the earliest.
Capt Amarinder said, this is not only an issue of salary to the defence personnel, but their status vis-à-vis other civilian services including the police and the administrative. He said, the defence services have constitutionally to be put higher to the civil and police services. Once their salaries are less than those in corresponding ranks in the civil and police services, their status will get lowered down which is not in the national interest.
“If the Seventh Pay Commission recommendations are accepted as such, what will happen in a situation like Kashmir where army is assigned the job as a last resort, will it be asked to work under the local police and administration?” he asked.

The Solidarity Rally of yesterday was a grand success , the veterans from different political affiliations and organisation were seen to gather to prove beyond doubt that ESMs have Unity in Diversity . This was the first Solidarity Rally in India after the Three Chiefs rejected the 7CPC.
This has become a role model and we will see such Solidarity Rallies through out the country. If some is to be congratulated for this it is " The Spirit of Unity of every ESM participated and those who are extending their support. Please keep alive this spirit which will solve our issues .
Lt Gen  SS Brar  lead the March and  walked 2 Km to governors house in hot weather .
Captain Amrinder was there in support along with Ambika Soni w/o Naval Officer of 5 NDA and Asha Kumari Daughter-in-law  16 Dogra officer having two brother in armed corps and 10 family members in defence forces. The other Veteran lady who participated was Mrs Ranjit Dayal w/o late  Lt Gen Ranjit dayal and many more ladies accompanied their husbands..

The total Strength was approximately 250  including 100 officers at Boat club but only 40 ESM were permitted to enter Governor's  residence.
The Governor was very warm in welcoming all ESM.
He was briefed about the purpose  of Solidarity  March and later about the  anomalies and 7th CPC downgrading of defence forces status by Lt Gen Brar.
The Governor gave a patient hearing to all the Speakers.
The Memorandum was handed over to the governor by Lt Gen Brar.
All was followed by cup of Tea with the governor.
This was in nutshell for those well wishers who had reservations about the entry.
The Print media and electronic media was in full support.
The march also included number of ladies who walked along with ESM.
No slogans or display of  banners were carried except the main Banner in front.

A LETTER TO DEFENCE MINISTER PARRIKAR
As Recd on Face Book and stated by Capt Amrinder Singh MP ( who defeated Finance Minister Arun Jaitley at Amritsar  in the last election)
Mr Parikar, once again you have shown your inability to understand the services. You can order them in operational matters and they will do as ordered. On what grounds can you order them to accept the 7th pay commision? Is this Nazi Germany and are you Hitler to issue such a dictatorial order? The three Chiefs are reflecting the views of each and every soldier in uniform or out of it. Instead of you standing by your defence services you are toeing the line set by your Babus. Do you realize the implications of your attitude? You have a highly disciplined force, perhaps the only pillar in our democracy that works without ever commenting. Do you want a disgruntled service? If the services are to loose their standing by placing them below your Babus and police, that is exactly what you will have, and then God help our country with a beligerant China and Pakistan. Will you then lead your Babus into battle? Have you heard of a word called morale? If so, you are in the process of demolishing it. Put your act together Parikar and put your self above party, politics and Babus and stand by your forces. Demoralising them will effect the security of our nation. Either stand by your services or quit. Perhaps the PM can find another defence ministers out of the multitude he has on parliament. You too Mr Prime Minister look beyond those who lack foresight and personally intervene. This is a matter of national security and beyond that of the comprehension of Parikar. The three Chiefs are absolutely correct in their stand.Their officers and men expect nothing less from them. They have my complete admiration and total support.

MYSURU: News of the unhappiness of the Armed Forces (Fauj, for short) with the bureaucracy is old hat. The contempt in which the bureaucracy holds the Fauj is also old hat, reflected most recently in the 7CPC making the already unfavourable position of the Fauj even more unfavourable.
When the 7CPC recommendations were to be implemented for all government servants, all the three Service Chiefs went to THE government and asked the existing pay anomalies be rectified before the 7CPC recommendations were implemented for the Fauj.
That is, the 7CPC award was unacceptable to the Fauj as it was unjust. This move by the three Service Chiefs was in their understanding of the widespread outrage among the rank-and-file and the officers, that the 7CPC had given them a raw deal.
This outrage had already gone viral on social media, and the signal from Service Headquarters informing All Ranks that the matter has been referrred to government and that they should patiently await the outcome, was to pre-empt any overt demonstrations of outrage, which would go against military discipline.
Now the outcome of the Service Chiefs’ approaching the government is that Defence Minister Manohar Parrikar has overruled them and directed them to implement the 7CPC award for the defence services. This has created a very grave situation, in which there can be three possible outcomes, which we will consider along with the repercussions.
One, the Service Chiefs follow Parrikar’s directions. If this is done, they will have to face the fallout of their decision among the rank-and-file and the officers, who are already keyed-up with anger at continuing injustice from the Sarkar (the combination of politicians and bureaucrats). This is wholly unpredictable, and if the worst happens, it will have extremely serious repercussions on military functioning.
Two, if the Service Chiefs argue with the Defence Minister and insist on having anomalies are attended to before implementing the 7CPC award, it will amount to disobedience of orders. This would be a constitutional crisis of hitherto unseen magnitude, and in the worst case, may result in dismissal of the Service Chiefs.
Three, the Service Chiefs have the option of tendering their resignations. (One may presume that all three would do so, in the present circumstance). If government accepts their resignations, the officers next-in-line to take their places would be faced with the same situation.But if on the other hand, the government does not accept the resignations, it will possibly require a resignation from the Defence Minister.
In any of the three contingencies, the nation’s defence preparedness will be irretrievably compromised. All this is at the end of many happenings … Prime Minister Narendra Modi’s promises at Rewari when he addressed Veterans in the run-up to the 2014 election, and his subsequent promises after he assumed office, to get more for the military, have all been proven false.
PM Modi has probably not understood that the soldier is not a fool, and also that the Fauj is the nation’s instrument of last resort.
Defence Minister Parrikar’s contempt for the defence services is a matter of discussion within the serving and retired Fauji fraternity, who noted that he inspected a military guard of honour wearing chappals, that he “saluted” at the Amar Jawan Jyoti with his vest showing, and that he attended the International Fleet Review in February wearing casual clothes, whereas he dresses appropriately when he is abroad.
Parrikar’s peremptory direction to the three Service Chiefs to implement the 7CPC award without delay is the latest itdisplay of his dismissive approach to the Fauj. It is being said that both the Prime Minister and his Defence Minister are jointly responsible for the present contretemps.

The Cabinet Secretary’s Committee was formed to redress our grievances after 6th CPC and as expected again gave peanuts to the soldiers. Do you think that the soldiers will take your promise of sorting out the issues seriously? We can be fooled once, maybe twice but not every time.
Wonder if you are aware that there is a precedence to the Services refusing to implement a pay Commission award. After the 4th CPC Award the Services were not happy with the scales for JCOs & OR and the bureaucracy had tried to tweak officers’ salaries in their own favour. The Services accepted the award 4 months after it was paid to the civilians. It was the team of the RM, Mr VP Singh and MOS, Mr Arun Singh that fought the case out for us. Are you willing to stand by us or will the the babus’ case of being ‘heaven born’, supported by Mr Jaitley, prevail? After this will the government have the courage to ask the Army to come to its aid eg., in Tamil Nadu and Karnataka? The shocking scenes of total anarchy on our TV screens with the police forces invisible, will surely give confidence to the state and central governments. Luckily, the Centre has its pet CAPFs who will be able to bring the situation under control, like they did in Haryana!

Bail plea of Maj Gen (retd) Satbir, 2 others rejected

Gurgaon, Feb 29 (PTI) A Gurgaon court today rejected anticipatory bail application of Major Gen (retd) Satbir Singh and two others in a case registered earlier this month for alleged financial bungling in the accounts of Indian Ex-Servicemen Movement (IESM), a society for jawans and their widows.
The case was registered by the Gurgaon police on direction of the magistrate following a complaint by Lt Gen (retd) Raj Kadiyan, Chairman of the society who had alleged that the officer bearers had allegedly siphoned off Rs 14 lakh from the accounts of the organisation, which was spearheading agitation for One Rank One Pension (OROP).
The Additional District and Session Judge rejected the anticipatory bail application moved by Singh, Group Capt (retd) V K Gandhi and Wing Commander (retd) C K Sharma who had moved a plea before the court on February 11.The Gurgaon police had registered a case against these three on February 8 this year following a complaint by Kadiyan that they had allegedly taken a lot of cash from the society funds between January and July 2013.
The three are office bearers in the IESM, formed in 2008. The society account is being maintained at a private bank.
Col (retd) Anil Koul said they were not happy with the judgement and would be approaching higher judiciary soon against the court order.
"We have complete faith in the judiciary and I am sure that designs of vested interests would be defeated. We will be approaching High Court for seeking legal remedy against todays order," he said. PTI SKL VMN

Lt Gen Kadyan reinstated as IESM chairman


The court of additional registrar of societies (Haryana) on Wednesday reinstated Lt Gen Raj Kadyan (retd) as chairman of the Indian Ex-servicemen Movement (IESM).

Kadyan was removed in July at the behest of other faction led by Maj Gen Satbir Singh (retd), who was vice chariman.
Satbir Singh had then taken over as chairman.
After two hours discussion and arguments on Wednesday, the procedure adopted to remove Kadyan from the IESM's chairmanship was declared unceremonious and illegal as per law of societies.
Both Kadyan and Satbir Singh were present during the hearing.
The IESM is a leading organization of ex-servicemen in the country which is fighting for one-rank-one pension for defence forces.
About five years ago, both Kadyan and Satbir Singh formed the IESM and various other ex-servicemen groups also aligned with them.
Kadyan was removed as it was alleged that he was closer to the United Progressive Alliance (UPA) government. In an email by Brig Chander Kamboj (retd), a close confidante of Satbir Singh, to the members it was alleged, “Kadyan is playing very dirty trick of creating a divide among the officers, JCOs and Other Ranks among the ESM and families with a view to destroy their joint power to fight against injustice by the UPA Government and thus quickly reach the carrot hanging in front of him.”
Was support to Gen VK Singh behind the split?
Then in another e-mail by Group Captain VK Gandhi (retd), another confidante of Satbir Singh, to IESM members alleged that Kadyan was against IESM taking part in then Chief of Army Staff General VK Singh’s rally in Jhajjar on May 16, 2012. He alleged that it was a popular decision but he kept on issuing statements against the General.
Kadyan’s membership was quashed on July 25 this year by governing body which was termed illegal on Wednesday.
Though Kadyan could not be contacted but Maj Gen Satbir Singh said, “As for now he has been reinstated due to a technical problem. We will take further action against him.”
“This (reinstatement) may bring some relief, unity in the ex-servicemen community and some check on autocratic way of functioning. Founder and chairman of the Indian Ex-Servicemen Movement (IESM) Lt General Raj Kadyan (retd) has registered a FIR with the Delhi Police against three governing body members of the ex-servicemen society for alleged financial misappropriation.
In the FIR lodged against Major General (retd) Satbir Singh, Wing Commander (retd) CK Sharma and Group Captain (retd) VK Gandhi at Parliament Street Police station of New Delhi district, Lt General Kadyan (retd) has accused them of taking donations from ex-servicemen and widows without issuing receipts and also not depositing the money in the bank account of the society, during their protest for One Rank One Pension Scheme at Jantar Mantar in June 2015.
Kadyan, who was one of the founders of the society in 2008, alleged that Satbir Singh, CK Sharma and VK Gandhi are responsible for collecting donations in the name of IESM, without any authorisation during the protest at Jantar Mantar.
He further alleged that the society maintains an HDFC account but in order to collect unaccounted funds in cash, Captain VK Gandhi had emailed him falsely claiming that the bank account was blocked by the complainant.
“This was, however, a mere pretext to collect funds in cash as I had not blocked the account in any manner whatsoever,” alleged Kadyan.
He further said that there were instances when no receipts were issued to the donors, the FIR states.
Kadyan also alleged that veteran ex-armymen emailed him complaining about the problem. “An email from veteran Bahdur Almiya clearly shows that the entire accounting if any at Jantar Mantar was a hoax intended to make wrongful gains thus bringing a bad name to the IESM society. In a similar case, another veteran Ganju has complained that the receipt given to him after he donated money does not bear any stamp which renders it useless for the purpose of claiming tax rebate. Further as is evident, from the complaint of an eighty-year-old ex-serviceman's widow, Shakuntala Devi, recorded before the police, the three accused did not issue any receipts for Rs50,000 donated by her in cash,” alleged the complainant.
Kadyan alleged that a day's collection was coming up to Rs26,20,000 in cash and Rs3,86,500 in cheque and such collections went on for weeks and months.
A meeting of the governing body of the society was held to address this issue but the three accused chose to absent themselves from the meeting which prima facie shows that they are guilty and have malafide intentions of siphoning off huge amounts donated by the sincere es-servicemen and widows, alleged Kadyan.
The complainant further said that he had sent emails to all the three accused regarding the matter and also asked them not to spend the funds without the approval of the governing body but none of his emails were returned. Kadyan then finally registered an FIR against the three at Parliament Street Police station on Tuesday under sections of cheating and criminal conspiracy on Tuesday.
When asked about the FIR, the Additional Deputy Commissioner of Police Romil Baniya said, “We are investigating the matter and cannot comment on the nature of investigations.”
However, none of the persons named in the FIR have been summoned by police yet, sources said

Punjab Pradesh Congress Committee (PPCC) president Capt Amarinder Singh today justified his opposition to Arvind Kejriwal becoming the Chief Minister of Punjab, saying it is the question of Punjabi pride and self respect which won’t allow any Punjabi to be ruled by any outsider.
“It is a question of Punjab, Punjabi and Punjabiyat which only a Punjabi can feel and understand,” he said, while talking to reporters along the sidelines of the ‘Halke vich Captain’ programme today.
Capt Amarinder claimed that Kejriwal did not even have the basic knowledge that Amritsar and Anandpur Sahib were already officially declared ‘Holy Cities’ as he announced that his government will declare these as holy cities.
“This is encyclopaedic ignorance that is natural for someone who is alien to the history and culture of the place,” he said.
Promises galore
The PPCC president promised that all party workers, who were victimised and discriminated against by the Akalis, would get preferential treatment in his government.
Besides, all cases would be cancelled and those responsible for “false cases” would be punished, he said.
Capt Amarinder reiterated that the Congress government would waive off all loans of farmers, provide at least one job in each family, continue with atta-daal scheme and 300 units of free power to the poor and the downtrodden sections.
Prominent among those present during today’s programme included local MLA Amrik Singh Dhillon and former minister Tej Parkash Singh.
Controversy over invitations
The PPCC chief denied that any Congress leader was deliberately left out or not invited for the party function. Replying to a question that party MP Shamsher Singh Dullo had not been invited, Capt Amarinder clarified that the invitations were extended to all leaders, irrespective of their seniority.
“Moreover, Dullo is our Rajya Sabha member and it is out of question that he may not have been invited,” he said.
However, he added, no invitations were extended to anyone for the ‘Halke vich Captain’ programme.
Says Akalis have lost moral authority
Earlier interacting with people, Capt Amarinder said the Akalis had lost all moral authority to “wail and whine” over the discrimination with Punjab.
“It is the Akalis, Chief Minister Parkash Singh Badal in particular, who have repeatedly betrayed Punjab and compromised with its interests by successive betrayals,” he said.
When Capt met an old colleague.......that too after 53 years
Balbir Singh, an ex-serviceman of the 2 Sikh regiment met Capt Amarinder Singh after 53 years. Balbir Sing served in Capt Amarinder’s platoon in 1963.
Balbir specially travelled from Machhiwara to meet Amarinder at the ‘Halke vich Captain’ programme here on Saturday. When his name was called for asking a question, he said he had no question but only a desire to meet him which had been fulfilled. Capt Amarinder called Balbir Singh, who was sitting in the audience to come to the front row from where he was taken to the stage. 
The Capt asked for a chair and made him sit with him. Balbir sat with Capt Amarinder all through the programme. Capt Amarinder said it was indeed a moment of great joy for him to meet a colleague after 53 years and that too in the best of health. When the Capt asked him if he could do anything for him, Balbir replied in a negative, saying he only prayed that he becomes the Chief Minister once again.

The Congress was ready to take on its rivals without a tie-up with any party in the state assembly elections, said Punjab Congress chief Capt Amarinder Singh here today.
Talking to the media on the sidelines of his “Halke Vich Captain” programme, he said among the secular parties, the PPP had already merged with the Congress, the BSP had declared to contest all seats and the Left parties could not take any decision.
“The Congress is in a strong position and in case some party or group expresses its willingness to have alliance with us we have to see whether some seats could be spared for them,” he said.
He reiterated that he would send the Badals and Bikram Majithia behind bars if voted to power.
On Arvind Kejriwal's ongoing visit’s impact on the state politics, Amarinder said: “It has further exposed and disintegrated AAP. Kejriwal should come clean on the allegations of financial and sexual exploitation against some party leaders. In any case, we will probe and investigate the charges on coming to power,” he said.

100 Tarn Taran AAP activists resign

More than 100 office-bearers and activists of AAP under the leadership of Iqbal Singh Bhagowalia, former in charge of Khadur Sahib, resigned en masse from the party today.
They lodged their protest by burning an effigy of party’s national convener Arvind Kejriwal. Bhagowalia alleged that the party’s Delhi leaders exploited the local volunteers. They said they would stand side by former AAP state convener Sucha Singh Chhotepur.

Politics of accusation

Shift focus to Punjab’s long-term interestsThursday saw Punjab’s political scene hot up with Navjot Singh Sidhu and Arvind Kejriwal competing for media attention. Sidhu may be aware that poetic couplets won't take him far. If he wishes to be taken seriously, he will have to present an alternative agenda for Punjab and a party to implement it. That he decided against declaring Awaaj-e-Punjab a political party shows he is still testing the waters. Building a party takes time and requires organisational skills up to the ground level. The disillusioned AAP quitters and newcomers looking for a political career may join him only if there is a credible party in place. A forum has limited appeal. Besides, Sidhu's episodic appearance may fritter away whatever goodwill he has earned. 
Arvind Kejriwal’s AAP continues to occupy centre stage more because of controversies and rivals’ criticism than anything constructive it does. Bhagwant Mann has a knack for creating trouble for himself. From Sidhu, Sucha Singh Chhotepur, Capt Amarinder Singh, Sukhbir Badal to Chief Minister Badal — all are playing AAP-centric politics. They devote more of their time and energy attacking AAP than engaging in a serious discussion on issues the state faces. They perform for the media. While BJP women heckled Kejriwal at Delhi railway station after his travel schedule was leaked, the Akali Dal and the Congress deployed their women activists for the job at Ludhiana. Certain TV channels, particularly in Punjab, have declared a war against AAP. Politics of accusation, attack and counter-attack is at play. AAP leaders are not far behind in the game. Kejriwal talks of sending this or that Akali leader to jail. Loose talk is the order of the day.
Punjabis are spread all over the world. But small-minded leaders here raise the dangerous Punjabi vs non-Punjabi issue, which is against Punjabiat and the teachings of the Gurus. One group that stays away from daily bouts of mud-slinging and personality-dominated politics is that of Patiala MP Dharamvira Gandhi. He has prepared a vision document for Punjab. Divided, all the disparate groups and opponents of the SAD-BJP regime may do what the People’s Party of Punjab did in 2012: help the Badals return to power.

ਅੱਜ ਇੱਥੇ ‘ਹਲਕੇ ਵਿਚ ਕੈਪਟਨ’ ਪ੍ਰੋਗਰਾਮ ਮੌਕੇ ਪੱਤਰਕਾਰਾਂ ਨਾਲ ਗੱਲਬਾਤ ਕਰਦਿਆਂ ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਉਨ੍ਹਾਂ ਨੇ ਸ਼ੁਰੂ ਵਿੱਚ ਧਰਮ ਨਿਰਪੱਖ ਤਾਕਤਾਂ ਦੇ ਗਠਜੋੜ ਦੀ ਵਕਾਲਤ ਕੀਤੀ ਸੀ ਪ੍ਰੰਤੂ ਹੁਣ ਸਥਿਤੀ ਬਦਲ ਚੁੱਕੀ ਹੈ। ਕਾਂਗਰਸ ਹੋਰਨਾਂ ਪਾਰਟੀਆਂ ਤੋਂ ਕਿਤੇ ਅੱਗੇ ਹੈ ਅਤੇ ਇਸ ਦਾ ਕਿਸੇ ਵੀ ਧਿਰ ਨਾਲ ਕੋਈ ਮੁਕਾਬਲਾ ਨਹੀਂ ਹੈ। ਪੀਪਲਜ਼ ਪਾਰਟੀ ਆਫ ਪੰਜਾਬ ਤੇ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ (ਲੌਂਗੋਵਾਲ) ਦੋਵੇਂ ਕਾਂਗਰਸ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋ ਚੁੱਕੀਆਂ ਹਨ। ਬਸਪਾ ਨੇ ਸਾਰੀਆਂ ਸੀਟਾਂ ’ਤੇ ਚੋਣਾਂ ਲੜਨ ਦਾ ਐਲਾਨ ਕਰ ਦਿੱਤਾ ਹੈ  ਅਤੇ ਖੱਬੀਆਂ ਪਾਰਟੀਆਂ ਫ਼ੈਸਲਾ ਨਹੀਂ ਕਰ ਸਕੀਆਂ। ਇਸ ਲਈ ਕਾਂਗਰਸ ਨੇ ਇਕੱਲਿਆਂ ਚੋਣ ਲੜਨ ਲਈ ਆਪਣੀ ਲੜਾਈ ਭਖਾ ਦਿੱਤੀ ਹੈ।
‘ਆਪ’ ਦੇ ਕਨਵੀਨਰ ਅਰਵਿੰਦ ਕੇਜਰੀਵਾਲ ਵੱਲੋਂ ਅੰਮ੍ਰਿਤਸਰ ਅਤੇ ਸ੍ਰੀ ਆਨੰਦਪੁਰ ਸਾਹਿਬ ਨੂੰ ਪਵਿੱਤਰ ਸ਼ਹਿਰ ਐਲਾਨੇ ਜਾਣ ਦੇ ਦੱਤੇ ਗਏ ਬਿਆਨ ਬਾਰੇ ਕੈਪਟਨ ਨੇ ਕਿਹਾ ਕਿ ਕੇਜਰੀਵਾਲ ਨੂੰ ਪੰਜਾਬ ਬਾਰੇ ਕੁਝ ਪਤਾ ਹੀ ਨਹੀਂ ਕਿਉਂਕਿ ਸ੍ਰੀ ਆਨੰਦਪਰ ਸਾਹਿਬ ਅਤੇ ਅੰਮ੍ਰਿਤਸਰ ਦੇ ਅੰਦਰਲੇ ਸ਼ਹਿਰ ਨੂੰ ਪਹਿਲਾਂ ਹੀ ਪਵਿੱਤਰ ਸ਼ਹਿਰ ਐਲਾਨਿਆ ਜਾ ਚੁੱਕਿਆ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਪੰਜਾਬ ਵਿੱਚ ਚੌਥੇ ਮੋਰਚੇ ਦਾ ਕੋਈ ਆਧਾਰ ਨਹੀਂ ਹੈ ਕਿਉਂਕਿ ਤਿੰਨ ਵਿਧਾਇਕਾਂ ਨਾਲ ਕੋਈ ਮੋਰਚਾ ਨਹੀਂ ਬਣ ਜਾਂਦਾ। ਪਾਰਟੀ ਲਈ ਹੇਠਲੇ ਪੱਧਰ ਤੱਕ ਢਾਂਚਾ ਹੋਣਾ ਚਾਹੀਦਾ ਹੈ। ਕੈਪਟਨ ਨੇ ਕਿਹਾ ਕਿ ਕਾਂਗਰਸ ਵੱਲੋਂ  ਸੀਟਾਂ ਜਿੱਤਣ ਦੀਆਂ ਸੰਭਾਵਨਾਵਾਂ ਵਾਲੇ ਆਗੂਆਂ  ਨੂੰ ਹੀ ਟਿਕਟਾਂ ਦਿੱਤੀਆਂ ਜਾਣਗੀਆਂ ਅਤੇ ਜੇਕਰ ਕੋਈ ਮੌਜੂਦਾ ਵਿਧਾਇਕ ਅਜਿਹੀ ਸੰਭਾਵਨਾ ਨਹੀਂ ਰੱਖਦਾ ਤਾਂ ਉਸਦੀ ਥਾਂ ’ਤੇ ਨਵਾਂ ਚਿਹਰਾ ਉਤਾਰਿਆ ਜਾਵੇਗਾ। ਪਹਿਲਾਂ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ‘ਹਲਕੇ ਵਿੱਚ ਕੈਪਟਨ’ ਪ੍ਰੋਗਰਾਮ ਮੌਕੇ ਲੋਕਾਂ ਦੀਆਂ ਸ਼ਿਕਾਇਤਾਂ ਸੁਣੀਆਂ।
ਸਮਰਾਲਾ (ਪੱਤਰ ਪ੍ਰੇਰਕ): ਵਿਧਾਨ ਸਭਾ ਹਲਕਾ ਸਮਰਾਲਾ ਵਿੱਚ ‘ਹਲਕੇ ਵਿੱਚ ਕੈਪਟਨ’ ਪ੍ਰੋਗਰਾਮ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦਿਆਂ  ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਕਿਹਾ ਕਿ ਕਾਂਗਰਸ ਦੀ ਸਰਕਾਰ ਆਉਣ ’ਤੇ ਸਿਹਤ ਤੇ ਸਿੱਖਿਆ  ਵਿੱਚ ਸੁਧਾਰ ਕੀਤਾ ਜਾਵੇਗਾ। ਕਾਂਗਰਸ  ਸਰਕਾਰ ਬਣਨ ’ਤੇ ਕਿਸਾਨਾਂ ਦਾ ਕਰਜ਼ਾ ਮੁਆਫ਼ ਕਰਨਾ ਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਮੁੜ ਲੀਹ ’ਤੇ ਲਿਆਉਣਾ,  ਉਨ੍ਹਾਂ ਦਾ ਪਹਿਲਾ ਕੰਮ ਹੋਵੇਗਾ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਹਰੇਕ ਵਿਧਾਨ ਸਭਾ ਹਲਕੇ ਵਿੱਚ  ਪਾਰਟੀ ਦੇ ਕੱਦਵਾਰ ਆਗੂਆਂ ਵੱਲੋਂ 10 ਤੋਂ 12 ਮੀਟਿੰਗਾਂ ਕੀਤੀਆਂ ਜਾਣਗੀਆਂ ਅਤੇ ਪੰਜਾਬ  ਦਾ ਚੋਣ ਮੈਨੀਫੈਸਟੋ ਸਾਰੇ ਵਰਗਾਂ ਦੀ ਸਲਾਹ ਨਾਲ ਬਣਾਇਆ ਜਾਵੇਗਾ। ਕੈਪਟਨ ਨੇ ਕਿਹਾ ਕਿ ਜਦੋਂ ਸੂਬੇ ਵਿੱਚ ਕਾਂਗਰਸ ਦੀ ਸਰਕਾਰ ਸੀ, ਪੰਜਾਬੀ ਸੂਬਾ ਵਿਕਾਸ ਪੱਖੋਂ ਪਹਿਲੇ ਨੰਬਰ ’ਤੇ ਸੀ, ਅੱਜ ਅਕਾਲੀ-ਭਾਜਪਾ ਗਠਜੋੜ ਸਰਕਾਰ ਨੇ ਸੂਬੇ ਨੂੰ 19ਵੇਂ  ਸਥਾਨ ’ਤੇ ਲਿਆ ਦਿੱਤਾ ਹੈ। ਅਖੀਰ ਵਿੱਚ ਕੈਪਟਨ ਨੇ ਲੋਕਾਂ ਵੱਲੋਂ ਕੀਤੇ ਸਵਾਲਾਂ ਦੇ ਜਵਾਬ ਦਿੱਤੇ।
