The Congress today kicked off its much-awaited reshuffle by naming senior parliamentarians Ghulam Nabi Azad and Kamal Nath as party general secretaries in charge of crucial poll-bound states.

While 67-year-old Azad, Leader of the Opposition in Rajya Sabha, has been appointed Congress general secretary in charge of Uttar Pradesh, Kamal Nath replaces Shakeel Ahmed (currently in Canada) as general secretary handling Punjab and Haryana. Punjab and UP both go to the polls next year.

The re-entry of Kamal Nath, 69, into the Congress organisation as general secretary, Punjab, has triggered a controversy, given his alleged role in the 1984 anti-Sikh riots. The Lok Sabha MP from Chhindwara in Madhya Pradesh, who was accused of leading a mob at Gurdwara Rakabganj Sahib that killed two Sikh youths on November 1, 1984, was let off by the Nanavati Commission after questioning for want of evidence of instigating. The Aam Aadmi Party was quick to slam the appointment with HS Phoolka, Sikh riot victims’ lawyer, saying, “By appointing Kamal Nath as Punjab incharge, the Congress has sprinkled salt on the wounds of the 1984 Sikh riot victims.” The SAD too criticised the appointment. “The Punjabis want to know why the Gandhi family continues to honour perpetrators of the 1984 genocide with plum party posts,” asked Daljit Singh Cheema, SAD secretary.

In Haryana, Kamal Nath will have to address factionalism with the distrust between the Bhupinder Singh Hooda camp and state party chief Ashok Tanwar growing. In Punjab, he will have to keep the party united under state president Amarinder Singh.

Congress’UP general secretary Madhusudan Mistry, a confidant of vice-president Rahul Gandhi, has been relieved of the post. He will remain “incharge”, Congress poll committee. With Azad donning a new role, he may be replaced as Leader of the Opposition in the Rajya Sabha, said a senior leader. Azad, a nine-time Congress general secretary and a long-standing member of the party’s working committee, has handled UP twice earlier and is known for his organisational skills.

Meanwhile, sources said Priyanka Gandhi could be drafted for an expanded role in UP where she has so far concentrated on Amethi and Rae Bareli. Chief spokesman Randeep Surjewala termed it “mere speculation”.

Aam Aadmi Party (AAP) leader HS Phoolka said here today that the Centre’s move to reopen cases of the anti-Sikh riots was a political gimmick aimed at benefiting the SAD-BJP alliance in the Punjab Assembly elections.

“The alliance always raises this issue close to any elections but unfortunately forgets it after the polls,” he said.

According to reports, of the 237 riot cases that were closed because of non-availability of victims or lack of evidence, 75 are to be reopened. The special investigation team (SIT) will issue advertisements regarding these cases and ask the victims and the witnesses to join the probe.

“It’s a farce that the SIT first wasted one year and three months and will now give advertisements when the victims and the accused have already been traced. Its role was to carry out a time-bound investigation and file a chargesheet against the accused,” said Phoolka.

The advocate stated that the Centre was forced to act as AAP convener Arvind Kejriwal had written to the Modi government on February 10, 2015, that if the existing SIT was not functioning, it should be wounded up and AAP be allowed to set up a fresh SIT to reinvestigate the 237 cases.

Phoolka said the SIT was supposed to file its report on August 12, 2015, but to no avail.

Muktsar: Amid the uproar over the drug menace in Punjab, the ruling Shiromani Akali Dal (SAD) has started a damage-control campaign on the social media. Several Akali activists are uploading messages on Facebook and Instagram, such as: “I live in Punjab and I am not a drug addict. Stop defaming us Punjabis.” The idea is to portray a ‘clean’ image of Punjab and Punjabis. Misleading?

Patiala operating in Muktsar mode

Muktsar: Going by the current postings of bureaucrats in Patiala district, it seems that the royal city is being run from Muktsar. The key posts of Deputy Commissioner (DC), Additional Deputy Commissioner (ADC) and Subdivisonal Magistrate (SDM) are held by officers who earlier served in Muktsar district. DC Rambir is a former ADC (D), Muktsar; ADC Kumar Saurabh Raj worked as Assistant Commissioner (under training), Muktsar, and the Gidderbaha SDM; and SDM Harpreet Singh Sudan has also served as Assistant Commissioner (under training) in the CM’s district. All three are IAS officers (regular recruits).

Promising to release funds for the overall development of Patiala and other cities ignored by the SAD-BJP government for the paucity of funds, Punjab Pradesh Congress Committee (PPCC) president Capt Amarinder Singh said proper planning to utilise funds was the need of the hour.

Addressing a meeting of party workers and leaders from Patiala urban and rural, he announced that the Congress would work out a permanent solution for settling the debt of farmers so that the problem was solved once for all and no farmer was forced to resort to desperate measures such as suicide.

Interacting with the party workers of Patiala district here late yesterday evening, Capt Amarinder said during his previous term between 2002 and 2007, he had waived debts worth about Rs 75,000 crore. He would solve the problem in a similar manner after the Congress forms government in the state.

“I know it is a difficult task, but I have taken it as a challenge because we can’t keep on watching our farmers killing themselves without doing anything,” he said.

“It is a tragedy that those who fed the entire nation are being left to die in debt and we need to do something,” he said.

The PPCC president agreed that the trade and industry had also suffered massive losses in Punjab in the past nine years and most of the industrial units were either shutting down or moving out. This, he said, had not only led to loss of employment but also massive loss of revenue as well.

“That is why I have thought of providing incentive and stimulus to the industry for revival,” he said.

On the employment front, Capt Amarinder said he had already announced to provide at least one job in each family so that every family in Punjab had a regular and reasonable monthly income to sustain itself.

“Like in my previous term, I had got mega projects with 2,000 jobs for each Rs 100 crore project, we will encourage investment by way of incentives to generate jobs in the state,” he said.

The former Chief Minister reiterated that all welfare schemes will be continued with enhanced allocations.

Besides, he said, the Shagun Scheme would be enhanced to Rs 51,000 and old-age, widow and handicapped pension would be enhanced to Rs 2,000 a month. ਪੰਜਾਬ ਦੀ ਸਿਆਸੀ ਰਾਜਧਾਨੀ ਬਠਿੰਡਾ ਵਿੱਚ ਸੰਘਰਸ਼ਸ਼ੀਲ ਬੇਰੁਜ਼ਗਾਰ ਅਧਿਆਪਕਾਂ ਉੱਤੇ ਪੁਲੀਸ ਵੱਲੋਂ ਬੇਰਹਿਮੀ ਨਾਲ ਕੀਤੇ ਗਏ ਲਾਠੀਚਾਰਜ ਤੋਂ ਜਾਪਦਾ ਹੈ ਕਿ ਅਕਾਲੀ-ਭਾਜਪਾ ਸਰਕਾਰ ਆਪਣੇ ਹੱਕ ਮੰਗਦੇ ਲੋਕਾਂ ਦੀ ਡਾਂਗਾਂ ਨਾਲ ਸੇਵਾ ਕਰਨ ਦੇ ਰਾਹ ਪੈ ਗਈ ਹੈ। ਗ਼ੌਰਤਲਬ ਹੈ ਕਿ ਇਨ੍ਹਾਂ ਅਧਿਆਪਕਾਂ ਨੇ ਕਈ ਵਰ੍ਹੇ ਪਹਿਲਾਂ ਰੁਜ਼ਗਾਰ ਲਈ ਲੋੜੀਂਦਾ ਟੈਸਟ ਪਾਸ ਕੀਤਾ ਹੋਇਆ ਹੈ ਪਰ ਪੋਸਟਾਂ ਖਾਲੀ ਹੋਣ ਦੇ ਬਾਵਜੂਦ ਸਰਕਾਰ ਉਨ੍ਹਾਂ ਨੂੰ ਨੌਕਰੀਆਂ ਨਹੀਂ ਦੇ ਰਹੀ। ਉਨ੍ਹਾਂ ਵੱਲੋਂ ਪਿਛਲੇ ਕਈ ਸਾਲਾਂ ਤੋਂ ਸਰਕਾਰ ਨੂੰ ਰੁਜ਼ਗਾਰ ਲਈ ਨਾ ਕੇਵਲ ਫ਼ਰਿਆਦਾਂ ਕੀਤੀਆਂ ਜਾ ਰਹੀਆਂ ਹਨ ਬਲਕਿ ਸਮੇਂ-ਸਮੇਂ ’ਤੇ ਸ਼ਾਂਤੀਪੂਰਵਕ ਢੰਗ ਨਾਲ ਚਿਤਾਵਨੀ ਵੀ ਦਿੱਤੀ ਜਾਂਦੀ ਰਹੀ ਹੈ ਪਰ ਸਰਕਾਰ ਟੱਸ ਤੋਂ ਮੱਸ ਨਹੀਂ ਹੋਈ। ਹੁਣ ਸਰਕਾਰ ਵੱਲੋਂ ਤੀਹ ਹਜ਼ਾਰ ਅਧਿਆਪਕ ਭਰਤੀ ਕਰਨ ਦਾ ਐਲਾਨ ਕੀਤਾ ਗਿਆ ਸੀ ਪਰ ਅਸਿੱਧੇ ਢੰਗ ਨਾਲ ਉਹ ਉਸ ਤੋਂ ਵੀ ਭੱਜ ਰਹੀ ਹੈ ਜਿਸ ਕਰਕੇ ਬੇਰੁਜ਼ਗਾਰ ਅਧਿਆਪਕਾਂ ਨੂੰ ਪਾਣੀ ਵਾਲੀਆਂ ਟੈਂਕੀਆਂ ’ਤੇ ਚੜ੍ਹਨ ਤੋਂ ਇਲਾਵਾ ਧਰਨਿਆਂ-ਮੁਜ਼ਾਹਰਿਆਂ ਅਤੇ ਰਸਤਾ ਰੋਕੋ ਜਿਹੇ ਸ਼ਾਂਤਮਈ ਅਤੇ ਜਮਹੂਰੀ ਢੰਗ ਤਰੀਕਿਆਂ ਨਾਲ ਆਪਣੇ ਸੰਘਰਸ਼ ਨੂੰ ਤੇਜ਼ ਕਰਨ ਲਈ ਮਜਬੂਰ ਹੋਣਾ ਪੈ ਰਿਹਾ ਹੈ। ਬੇਰੁਜ਼ਗਾਰ ਅਧਿਆਪਕਾਂ ਨੂੰ ਰੁਜ਼ਗਾਰ ਦੇਣ ਦੀ ਥਾਂ ਸਰਕਾਰ ਵੱਲੋਂ ਉਨ੍ਹਾਂ ਨੂੰ ਕੁੱਟਣ ਦਾ ਰਾਹ ਅਖ਼ਤਿਆਰ ਕਰਨਾ ਦਰੁਸਤ ਨਹੀਂ ਕਿਹਾ ਜਾ ਸਕਦਾ।
ਨਾ ਕੇਵਲ ਬੇਰੁਜ਼ਗਾਰ ਅਧਿਆਪਕਾਂ ਬਲਕਿ ਲਾਈਨਮੈਨਾਂ, ਠੇਕਾ ਆਧਾਰ ’ਤੇ ਕੰਮ ਕਰਦੇ ਮੁਲਾਜ਼ਮਾਂ, ਆਂਗਣਵਾੜੀ ਵਰਕਰਾਂ, ਕਿਸਾਨ ਜਥੇਬੰਦੀਆਂ ਅਤੇ ਜ਼ਮੀਨ ਦੇ ਹੱਕ ਦੀ ਮੰਗ ਕਰ ਰਹੇ ਦਲਿਤਾਂ ਸਮੇਤ ਵੱਖ ਵੱਖ ਸੰਘਰਸ਼ੀ ਧਿਰਾਂ ਉੱਤੇ ਸਰਕਾਰੀ ਹੁਕਮਾਂ ਤਹਿਤ ਪੁਲੀਸ ਵੱਲੋਂ ਡੰਡਾ ਵਰ੍ਹਾਉਣ ਦਾ ਵਰਤਾਰਾ ਹੁਣ ਆਮ ਹੋ ਗਿਆ ਹੈ। ਮੌਜੂਦਾ ਅਕਾਲੀ-ਭਾਜਪਾ ਸਰਕਾਰ ਦੇ ਕਾਰਜਕਾਲ ਦੌਰਾਨ ਤਾਂ ਇਸ ਕੰਮ ਲਈ ਜਥੇਦਾਰਾਂ, ਰਸੂਖ਼ਵਾਨਾਂ ਅਤੇ ਪਾਰਟੀ ਦੇ ਮੋਹਰਿਆਂ ਨੇ ਵੀ ਹੱਕ ਮੰਗਦੇ ਲੋਕਾਂ ਦੀ ‘ਸੇਵਾ’ ਕਰਨ ਵਿੱਚ ਪੁਲੀਸ ਦੀ ਮਦਦ ਕਰਨੀ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤੀ ਹੈ। ਆਪਣੀ ਸਰਕਾਰ ਵਿਰੁੱਧ ਬੋਲਣ ਵਾਲਿਆਂ ਦੀ ਜ਼ੁਬਾਨ ਬੰਦ ਕਰਨ ਲਈ ਕਾਨੂੰਨ ਨੂੰ ਆਪਣੇ ਹੱਥ ਵਿੱਚ ਲੈਣਾ ਉਨ੍ਹਾਂ ਅਤੇ ਸਰਕਾਰ ਲਈ ਸ਼ਾਇਦ ਕੋਈ ਅਪਰਾਧ ਨਹੀਂ ਹੈ। ਇੱਕ ਪਾਸੇ ਸਰਕਾਰ ਵੱਲੋਂ ਲੋਕਾਂ ਨੂੰ ਆਪਣੀਆਂ ਸ਼ਿਕਾਇਤਾਂ ਅਤੇ ਮੰਗਾਂ ਸਰਕਾਰੇ-ਦਰਬਾਰੇ ਪਹੁੰਚਾਉਣ ਲਈ ਈ-ਮੇਲ, ਟੌਲ ਫਰੀ ਨੰਬਰ ਅਤੇ ਆਨਲਾਈਨ ਸਿਸਟਮ ਆਦਿ ਮੁਹੱਈਆ ਕਰਵਾਉਣ ਦਾ ਜ਼ੋਰ-ਸ਼ੋਰ ਨਾਲ ਪ੍ਰਚਾਰ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ, ਦੂਜੇ ਪਾਸੇ ਸੰਘਰਸ਼ ਦਾ ਹਰ ਸ਼ਾਂਤਮਈ ਢੰਗ ਵਰਤਣ ਦੇ ਬਾਵਜੂਦ ਵੀ ਪੀੜਤਾਂ ਦੀ ਸੁਣਵਾਈ ਨਹੀਂ ਹੋ ਰਹੀ। ਮੁੱਖ ਮੰਤਰੀ ਪ੍ਰਕਾਸ਼ ਸਿੰਘ ਬਾਦਲ ਵੀ ਮਹੀਨੇ ਵਿੱਚ ਕਈ ਕਈ ਦਿਨ ਸੰਗਤ ਦਰਸ਼ਨ ਕਰਦੇ ਰਹਿੰਦੇ ਹਨ ਪਰ ਹੱਕ ਮੰਗਦੇ ਲੋਕਾਂ ਦੀਆਂ ਮੰਗਾਂ ਪ੍ਰਤੀ ਉਨ੍ਹਾਂ ਵੀ ਖ਼ਾਮੋਸ਼ੀ ਧਾਰੀ ਹੋਈ ਹੈ। ਇੱਕ ਪਾਸੇ ਸਰਕਾਰ ਪੰਜਾਬੀ ਸੂਬਾ ਮੋਰਚੇ ਦੀ 50ਵੀਂ ਵਰ੍ਹੇਗੰਢ ਮਨਾਉਣ ਲਈ ਪੱਬਾਂ ਭਾਰ ਹੋਈ ਪਈ ਹੈ, ਦੂਜੇ ਪਾਸੇ ਹੱਕੀ ਮੰਗਾਂ ਲਈ ਮੋਰਚੇ ਲਾਉਣ ਵਾਲਿਆਂ ਦੀ ਡਾਂਗਾਂ ਨਾਲ ਸੇਵਾ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ। ਜਿਸ ਪਾਰਟੀ ਦਾ ਇਤਿਹਾਸ ਜਮਹੂਰੀ ਮੰਗਾਂ ਮਨਵਾਉਣ ਲਈ ਡਾਂਗਾਂ ਖਾਣ ਅਤੇ ਹੋਰ ਤਸੀਹੇ ਝੱਲਣ ਵਾਲਾ ਰਿਹਾ ਹੋਵੇ, ਉਸ ਵੱਲੋਂ ਹੁਣ ਸੰਘਰਸ਼ਸ਼ੀਲ ਧਿਰਾਂ ਪ੍ਰਤੀ ਰਤਾ ਵੀ ਸੰਵੇਦਨਾ ਨਾ ਦਿਖਾਉਣਾ ਹਕੂਮਤੀ ਨਸ਼ੇ ਦਾ ਪ੍ਰਮਾਣ ਹੈ। ਵੱਡੇ ਪੱਧਰ ਉੱਤੇ ਪੋਸਟਾਂ ਖਾਲੀ ਰੱਖਣ ਨਾਲ ਸਰਕਾਰੀ ਸਕੂਲਾਂ ਵਿੱਚ ਪੜ੍ਹ ਰਹੇ ਹਜ਼ਾਰਾਂ ਹੀ ਬੱਚਿਆਂ ਦੇ ਭਵਿੱਖ ਨਾਲ ਖਿਲਵਾੜ ਵੀ ਹੋ ਰਿਹਾ ਹੈ। ਸਮੇਂ ਸਿਰ ਅਧਿਆਪਕ ਨਾ ਮਿਲਣ ਨਾਲ ਹੋਏ ਪੜ੍ਹਾਈ ਦੇ ਨੁਕਸਾਨ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਤੋਂ ਸਰਕਾਰ ਭੱਜ ਨਹੀਂ ਸਕਦੀ। ਸਿੱਖਿਆ ਵਰਗੇ ਮਹੱਤਵਪੂਰਨ ਖੇਤਰ ਵਿੱਚ ਹਰ ਆਸਾਮੀ ਖਾਲੀ ਹੋਣ ਤੋਂ ਬਾਅਦ ਤੁਰੰਤ ਭਰਨ ਦੀ ਬਜਾਏ ਰੁਜ਼ਗਾਰ ਮੰਗਣ ਵਾਲਿਆਂ ’ਤੇ ਡਾਂਗ ਵਰ੍ਹਾਉਣੀ ਸਰਕਾਰ ਦੀ ਲੋਕਾਂ ਪ੍ਰਤੀ ਵਾਅਦਾਖ਼ਿਲਾਫ਼ੀ ਹੈ।
ਜਮਹੂਰੀਅਤ ਵਿੱਚ ਆਪਣੇ ਹੱਕਾਂ ਅਤੇ ਮੰਗਾਂ ਲਈ ਸ਼ਾਂਤਮਈ ਢੰਗ ਨਾਲ ਸੰਘਰਸ਼ ਕਰਨ ਦਾ ਮੁਲਕ ਦੇ ਹਰ ਨਾਗਰਿਕ ਦਾ ਬੁਨਿਆਦੀ ਹੱਕ ਹੈ। ਸਰਕਾਰ ਵੱਲੋਂ ਅਜਿਹੇ ਸੰਘਰਸ਼ ਨੂੰ ਪੁਲੀਸ ਦੇ ਡੰਡੇ ਨਾਲ ਦਬਾਉਣ ਦੀ ਥਾਂ ਸੰਘਰਸ਼ਸ਼ੀਲ ਲੋਕਾਂ ਦੀਆਂ ਜਾਇਜ਼ ਮੰਗਾਂ ਮੰਨਣ ਲਈ ਸਾਰਥਿਕ ਕਦਮ ਪੁੱਟਣ ਦੀ ਜ਼ਰੂਰਤ ਹੈ। ਦੂਜੇ ਪਾਸੇ ਸੰਘਰਸ਼ਸ਼ੀਲ ਧਿਰਾਂ ਨੂੰ ਵੀ ਆਪਣੀਆਂ ਮੰਗਾਂ ਮੰਨਵਾਉਣ ਲਈ ਆਪਣੇ ਅੰਦੋਲਨ ਨੂੰ ਇਸ ਤਰ੍ਹਾਂ ਵਿਉਂਤਣ ਦੀ ਜ਼ਰੂਰਤ ਹੈ ਜਿਸ ਨਾਲ ਆਮ ਜਨਜੀਵਨ ਵਿੱਚ ਕੋਈ ਵਿਘਨ ਨਾ ਪਵੇ ਅਤੇ ਸਰਕਾਰ ਨੂੰ ਤਸ਼ੱਦਦ ਕਰਨ ਦਾ ਕੋਈ ਬਹਾਨਾ ਵੀ ਨਾ ਦਿੱਤਾ ਜਾਵੇ। ਜਮਹੂਰੀਅਤ ਵਿੱਚ ਹਰ ਪੰਜ ਸਾਲ ਬਾਅਦ ਆਪਣਾ ਰੋਸ ਵੋਟ ਸ਼ਕਤੀ ਰਾਹੀਂ ਜ਼ਾਹਿਰ ਕਰਨ ਦਾ ਲੋਕਤੰਤਰੀ ਉਪਬੰਧ ਵੀ ਸੰਘਰਸ਼ਸ਼ੀਲ ਧਿਰਾਂ ਲਈ ਕਾਫ਼ੀ ਮਦਦਗਾਰ ਸਾਬਤ ਹੋ ਸਕਦਾ ਹੈ।

ਹਰ ਸਾਲ ਜੂਨ ਦੇ ਪਹਿਲੇ ਹਫ਼ਤੇ ਪੰਜਾਬ ਦੇ ਸਾਰੇ ਸ਼ਹਿਰਾਂ ਦੇ ਚੌਂਕਾਂ ਵਿੱਚ ਪੰਜਾਬ ਪੁਲੀਸ ਅਤੇ ਕੇਂਦਰੀ ਸੁਰੱਖਿਆ ਬਲਾਂ ਦੇ ਜਵਾਨ ਤਾਇਨਾਤ ਹੋ ਜਾਂਦੇ ਹਨ। ਇਸ ਸਰਹੱਦੀ ਸੂਬੇ ਦੇ ਮਾਹੌਲ ਵਿੱਚ ਕੁਝ ਗਰਮੀ ਤੇ ਧੂੜ ਉੱਠਦੀ ਹੈ ਪਰ ਇਸ ਨੂੰ ਪੁਰਾਣੇ ਖਿਡਾਰੀਆਂ ਅਤੇ ਕੁਝ ਗਰਮ ਖ਼ਿਆਲੀ ਨੌਜਵਾਨਾਂ ਦੇ ਰਵਾਇਤੀ ਡਰਾਮੇ ਵਜੋਂ ਅੱਖੋਂ ਪਰੋਖੇ ਕਰ ਦਿੱਤਾ ਜਾਂਦਾ ਹੈ। ਪਿਛਲੇ ਸਾਲ ਪਹਿਲੀ ਜੂਨ ਤੋਂ ਬਰਗਾੜੀ ਤੋਂ ਸ਼ੁਰੂ ਹੋਈਆਂ ਸ੍ਰੀ ਗੁਰੂ ਗ੍ਰੰਥ ਸਾਹਿਬ ਦੀ ਬੇਹੁਰਮਤੀ ਦੀਆਂ ਘਟਨਾਵਾਂ ਦੀ ਲੜੀ, ਪੁਲੀਸ ਦੀ ਕਥਿਤ ਗ਼ੈਰ-ਹਰਕਤੀ ਅਤੇ ਰੋਸ ਦੇ ਸਿਖ਼ਰ ਵਜੋਂ ਪੁਲੀਸ ਦੁਆਰਾ ਗੋਲੀ ਚਲਾਉਣ ਨਾਲ ਦੋ ਸਿੱਖ ਨੌਜਵਾਨਾਂ ਦੀ ਮੌਤ ਦੇ ਨਾਲ ਸਰਕਾਰ ਨੂੰ ਨਰਮਾ ਪੱਟੀ ਦੇ ਕਿਸਾਨਾਂ ਦੇ ਸੰਘਰਸ਼ ਨੂੰ ਠੱਲ੍ਹ ਪਾਉਣ ਵਿੱਚ ਮਦਦ ਮਿਲੀ। 15 ਨਵੰਬਰ 2015 ਦੇ ਸਰਬੱਤ ਖ਼ਾਲਸਾ ਵਿੱਚ ਪਾਸ ਕੀਤੇ ਗਏ ਮਤਿਆਂ ਨੇ ਸਿੱਖ ਭਾਈਚਾਰੇ ਵਿੱਚ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ (ਬਾਦਲ) ਅਤੇ ਇਸ ਦੇ ਸ਼੍ਰੋਮਣੀ ਗੁਰਦੁਆਰਾ ਪ੍ਰਬੰਧਕ ਕਮੇਟੀ ਅਤੇ ਅਕਾਲ ਤਖ਼ਤ ’ਤੇ ਜਕੜ ਤੋਂ ਛੁਟਕਾਰੇ ਦੀ ਭਾਵਨਾ ਨੂੰ ਸਾਹਮਣੇ ਲਿਆਂਦਾ। ਇਸ ਨਾਲ ਇੱਕ ਵਾਰ ਫਿਰ ਖਾੜਕੂਵਾਦ ਦਾ ਡਰ ਵਧਦਾ ਜਾਪਿਆ। ‘ਦੇਸ਼ ਧਰੋਹ’ ਦੇ ਦੋਸ਼ਾਂ ਹੇਠ ਸਰਬੱਤ ਖ਼ਾਲਸਾ ਦੁਆਰਾ ਨਿਯੁਕਤ ਕੀਤੇ ਜਥੇਦਾਰਾਂ ਦੀ ਗ੍ਰਿਫ਼ਤਾਰੀ ਅਤੇ ਨਜ਼ਰਬੰਦੀ ਦੇ ਸਖ਼ਤ ਕਦਮਾਂ ਅਤੇ ਮੁੱਖ ਮੰਤਰੀ ਦੁਆਰਾ ਪੰਜਾਬ ਵਿੱਚ ਸ਼ਾਂਤੀ ਲਈ ਉਸ ਵਿੱਚ ਭਰੋਸਾ ਰੱਖਣ ਦਾ ਵਿਸ਼ਵਾਸ ਪਿਛਲੇ ਦਿਨੀਂ ਸ਼ਿਵ ਸੈਨਾ ਅਤੇ ਗਰਮ ਖ਼ਿਆਲੀ ਸਿੱਖਾਂ ਵਿੱਚ ਪੈਦਾ ਹੋਏ ਤਣਾਅ ਨਾਲ ਖਿੰਡ-ਪੁੰਡ ਗਿਆ। ਇਨ੍ਹਾਂ ਘਟਨਾਵਾਂ ਨੇ ਚੋਣ ਰਾਜਨੀਤੀ ਨਾਲ ਰਲਗੱਡ ਹੋ ਕੇ ਪੰਜਾਬ ਦਾ ਸਿਆਸੀ ਸਮਾਜਿਕ ਮਾਹੌਲ ਗਰਮਾ ਦਿੱਤਾ। ਪੰਜਾਬ ਦੇ ਦ੍ਰਿਸ਼ ’ਤੇ ਇੱਕ ਨਵੀਂ ਸਿਆਸੀ ਧਿਰ, ਆਮ ਆਦਮੀ ਪਾਰਟੀ (ਆਪ) ਇੱਕ ਬਦਲਾਅ ਦੀ ਪਾਰਟੀ ਵਜੋਂ ਉੱਭਰੀ। ਪਿਛਲੀਆਂ ਲੋਕ ਸਭਾ ਚੋਣਾਂ ਦੌਰਾਨ ਇਸ ਦੇ ਧਮਾਕੇਦਾਰ ਦਾਖ਼ਲੇ ਨੇ ਪਿਛਲੇ ਸਾਰੇ ਸਮਾਜਿਕ-ਸਿਆਸੀ ਸਮੀਕਰਨਾਂ ਨੂੰ ਬਦਲ ਕੇ ਰੱਖ ਦਿੱਤਾ। ਬਦ-ਕਿਸਮਤੀ ਨਾਲ ਇਸ ਦੇ ਕੁਝ ਕੇਂਦਰੀ ਨੇਤਾਵਾਂ ਦੇ ਰਾਜਨੀਤੀ ਵਿੱਚ ਅਨਾੜੀ ਹੋਣ ਕਰਕੇ ਅਤੇ ਸੰਗਠਨਾਤਮਕ ਅਸੂਲਾਂ ਅਤੇ ਰਾਜਾਂ ਦੇ ਆਪਣੀ ਸਿਆਸੀ ਵਿਸਾਤ ਖ਼ੁਦ ਵਿਛਾਉਣ ਦੇ ਅਧਿਕਾਰ ਤੇ ਫੈਡਰਲ ਢਾਂਚੇ ਦੀ ਭਾਵਨਾ ਨਾਲ ਖਿਲਵਾੜ ਕਰਨ ਕਰਕੇ ਇਹ ਪੰਜਾਬ ਦੇ ਮੁੱਦਿਆਂ ਨੂੰ ਸਮਝਣ ਤੇ ਪਕੜ ਬਣਾਉਣ ਵਿੱਚ ਫੇਲ੍ਹ ਹੋ ਗਈ। ਸਥਾਪਿਤ ਪਾਰਟੀਆਂ ਇਸ ਦੀਆਂ ਕਮਜ਼ੋਰੀਆਂ ਦਾ ਲਾਹਾ ਲੈ ਕੇ ਸਿਆਸੀ ਖੇਤਰ ਵਿੱਚ ਇਸ ਨੂੰ ਮਹਿਜ ਇੱਕ ਹੋਰ, ਨਾ ਕਿ ਇੱਕ ਵੱਖਰੀ ਕਿਸਮ ਦੀ ਪਾਰਟੀ ਵਜੋਂ ਸਾਬਤ ਕਰਨ ਵਿੱਚ ਹੌਲੀ-ਹੌਲੀ ਕਾਮਯਾਬ ਹੋ ਰਹੀਆਂ ਹਨ। ਇਸ ਲਈ ਪੰਜਾਬ ਦੇ ਲੋਕਾਂ ਨੇ, ਇੱਕੀਵੀਂ ਸਦੀ ਦੇ ਦੂਜੇ ਦਹਾਕੇ ਵਿੱਚ ਤਬਦੀਲੀ ਦੀ ਜੋ ਤਾਂਘ ਦੇਖੀ ਸੀ ਉਸ ਦੇ ਵੀਹਵੀਂ ਸਦੀ ਦੇ ਆਖੀਰਲੇ ਦਹਾਕਿਆਂ ਦੇ ਕਾਲੇ ਵਰ੍ਹਿਆਂ ਵਾਂਗ ਪਿਛਾਂਹ ਨੂੰ ਖਿਸਕਣ ਦੀਆਂ ਸੰਭਾਵਨਾਵਾਂ ਬਣਦੀਆਂ ਜਾ ਰਹੀਆਂ ਹਨ।

ਅੱਜ ਪੰਜਾਬ ਦੀ ਚਲੰਤ ਸਿਆਸਤ ਅੰਦਰ ਵੀਹਵੀਂ ਸਦੀ ਦੇ ਆਖ਼ੀਰਲੇ ਚਾਰ ਦਹਾਕਿਆਂ ਦੀਆਂ ਉਹ ਸਾਰੀਆਂ ਉਲਝਣਾਂ ਦਿਖਾਈ ਦੇ ਰਹੀਆਂ ਹਨ, ਜਿਨ੍ਹਾਂ ਨੇ ਪੰਜਾਬੀ ਸੂਬੇ ਅਤੇ ਦਰਿਆਈ ਪਾਣੀਆਂ ਵਰਗੇ ਮੁੱਦਿਆਂ ਨੂੰ ਫ਼ਿਰਕੂ ਤੰਗ-ਨਜ਼ਰੀ ਸੰਘਰਸ਼ਾਂ ਵਿੱਚ ਬਦਲ ਦਿੱਤਾ ਸੀ। ਇਸ ਭੂਤ ਤੋਂ ਖਹਿੜਾ ਛੁਡਾਉਣ ਦਾ ਇੱਕੋ-ਇੱਕ ਹੱਲ ‘ਸਚਾਈ, ਇਨਸਾਫ਼ ਅਤੇ ਮੁੜ-ਭਰੋਸਗੀ ਕਮਿਸ਼ਨ’ ਦੀ ਸਥਾਪਨਾ ਕਰਨਾ ਹੈ ਕਿਉਂਕਿ ਅਜਿਹਾ ਕਮਿਸ਼ਨ ਹੀ ਪ੍ਰਸ਼ਾਸਨਿਕ, ਗੁਪਤ ਕਾਨੂੰਨੀ ਤੇ ਸ਼ਾਸਨਵਾਦੀ ਪਹੁੰਚ ਤੋਂ ਖਹਿੜਾ ਛੁਡਾਉਣ ਵਿੱਚ ਮਦਦ ਕਰ ਸਕਦਾ ਹੈ। ਇਸ ਲਈ ਲੋੜ ਹੈ ਕਿ ਸਾਰੇ ਭਾਈਚਾਰਿਆਂ, ਜਮਾਤਾਂ, ਸੰਸਥਾਵਾਂ, ਸਰਕਾਰ, ਸਿਆਸੀ ਪਾਰਟੀਆਂ ਅਤੇ ਧਾਰਮਿਕ ਜਥੇਬੰਦੀਆਂ ਸਮੇਤ ਸਾਰੀਆਂ ਪ੍ਰਭਾਵਿਤ ਧਿਰਾਂ ਨੂੰ ਧਿਰ ਬਣਾ ਕੇ ਸਾਰੇ ਮੁੱਦਿਆਂ ਅਤੇ ਘਟਨਾਵਾਂ ਨੂੰ ਲੇਖੇ-ਜੋਖੇ ਵਿੱਚ ਸ਼ਾਮਿਲ ਕੀਤਾ ਜਾਵੇ ਤਾਂ ਕਿ ਇਤਿਹਾਸ ਦੇ ਇਸ ਦੁਖਦ ਅਧਿਆਏ ਨੂੰ ਸਹੀ ਤਰੀਕੇ ਨਾਲ ਬੰਦ ਕੀਤਾ ਜਾ ਸਕੇ।
ਅਰਧ-ਧਾਰਮਿਕ ਰਾਜ ਪਾਕਿਸਤਾਨ ਨੂੰ ਤਸਲੀਮ ਕਰਕੇ ਆਪਣੇ ਮੱਥੇ ਉੱਤੇ 1947 ਵਿੱਚ ਫ਼ਿਰਕੂ ਵੰਡ ਦੇ ਇਤਿਹਾਸਕ ਕਲੰਕ ਦਾ ਧੱਬਾ ਲੈ ਕੇ ਜੰਮਿਆ ਭਾਰਤੀ ਗਣਤੰਤਰ ਸਮੁੱਚੇ ਉਪ ਮਹਾਂਦੀਪ ਵਿੱਚ ਇੱਕ ਖ਼ੂਨੀ ਇਤਿਹਾਸ ਤੇ ਕੁੜੱਤਣ ਭਰੇ ਮਾਹੌਲ ਤੋਂ ਅਜੇ ਤਕ ਖਹਿੜਾ ਨਹੀਂ ਛੁਡਾ ਸਕਿਆ। ਭਾਰਤ ਦੀ ਵੰਡ ਲਈ ਸਹਿਮਤ ਹੋਣ ਤਕ ਹਿੰਦੂ, ਮੁਸਲਿਮ ਅਤੇ ਸਿੱਖ ਤਿੰਨੋਂ ਭਾਈਚਾਰਿਆਂ ਨੇ ਬਰਤਾਨਵੀ ਸ਼ਾਸਕਾਂ ਨਾਲ ਅਤੇ ਆਪਸ ਵਿੱਚ ਲਮਕਵੀਂ ਅਤੇ ਕਈ ਵਾਰ ਤਲਖ ਗੱਲਬਾਤ ਚਲਾਈ। ਭਾਰਤ ਦੇ ਪਹਿਲੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਜਵਾਹਰ ਲਾਲ ਨਹਿਰੂ ਵੱਲੋਂ ਸਿੱਖਾਂ ਨੂੰ ਆਜ਼ਾਦੀ ਦੀ ਭਾਵਨਾ ਦੇ ਅਹਿਸਾਸ ਵਾਲਾ ਅਤੇ ਇੱਕ ਅਰਧ-ਖ਼ੁਦਮੁਖ਼ਤਿਆਰ ਇਕਾਈ ਵਜੋਂ ਵਿਚਰਨ ਦੀ ਇਜਾਜ਼ਤ ਵਾਲਾ ਖਿੱਤਾ ਬਣਾਉਣ ਦਾ ਯਕੀਨ ਦਿਵਾਉਣ ਨਾਲ ਹਿੰਦੂ ਅਤੇ ਸਿੱਖਾਂ ਦੇ ਇਕੱਠੇ ਰਹਿਣ ਨੇ ਨਵੇਂ ਗਣਤੰਤਰ ਨੂੰ ਧਰਮ ਨਿਰਪੱਖ ਅਤੇ ਜਮਹੂਰੀ ਕਿਰਦਾਰ ਮੁਹੱਈਆ ਕਰਵਾਇਆ। ਇਸ ਤੋਂ ਬਾਅਦ ਸੰਵਿਧਾਨ ਘੜਨੀ ਸਭਾ ਦੁਆਰਾ 9 ਦਸੰਬਰ 1946 ਨੂੰ ਪਾਸ ਕੀਤੇ ਮਤੇ ਵਿੱਚ ਭਾਰਤੀ ਸੰਘ ਨੂੰ ‘ਆਵੰਡੀਆਂ ਸ਼ਕਤੀ ਵਾਲੀਆਂ ਖ਼ੁਦ-ਮੁਖਤਿਆਰ ਇਕਾਈਆਂ ਵਾਲੇ ਇੱਕ ਆਜ਼ਾਦ ਪ੍ਰਭੂਸੱਤਾ ਸੰਪੂਰਨ ਗਣਤੰਤਰ’ ਵਜੋਂ ਚਿਤਵਿਆ ਗਿਆ ਸੀ। ਪੰਜਾਬ ਅੰਦਰ ਪਿਛਲੀ ਸਦੀ ਦੇ ਅੰਤਲੇ ਦਹਾਕਿਆਂ ਦੇ ਕਾਲੇ ਦੌਰ ਦੌਰਾਨ ਵਾਪਰੇ ਰਾਜਨੀਤਕ ਘਟਨਾਕ੍ਰਮ ਨੇ, ਭਾਰਤੀ ਗਣਤੰਤਰ ਦੇ ਇਸ ਅਕਸ ਨੂੰ ਬੁਰੀ ਤਰ੍ਹਾਂ ਢਾਹ ਲਾਈ ਹੈ ਅਤੇ ਇੰਜ ਨਾ ਹੋਵੇ ਕਿ ਵਰਤਮਾਨ ਹਾਲਤਾਂ ਕਾਰਨ ਭਾਰਤ ਦੀ ‘ਹੋਣੀ ਨਾਲ ਮਿਲਣੀ’ ਵੀ ਇੱਕ ਵਾਰ ਫਿਰ ਖਟਾਸ ਵਾਲੀ ਹੋ ਜਾਵੇ। ਇਹ ਇਤਿਹਾਸਕ, ਸਮਾਜਿਕ, ਰਾਜਨੀਤਕ ਅਤੇ ਸਮਕਾਲੀਨ ਸਿਆਸੀ ਪ੍ਰਸੰਗ ਵੀ ‘ਸੱਚ, ਇਨਸਾਫ਼ ਤੇ ਮੁੜ ਭਰੋਸਗੀ ਕਮਿਸ਼ਨ’ ਦੀ ਮੰਗ ਲਈ ਲੋੜ ’ਤੇ ਆਧਾਰ ਮੁਹੱਈਆ ਕਰ ਰਿਹਾ ਹੈ।
ਸਚਾਈ, ਕੋਈ ਆਦਰਸ਼ ਜਾਂ ਪੂਰਨ ਸੱਚ ਨਹੀਂ ਸਗੋਂ ਇਸ ਦਾ ਭਾਵ ਕਾਲੇ ਦਹਾਕੇ ਤੋਂ ਪਹਿਲਾਂ, ਦੌਰਾਨ ਅਤੇ ਬਾਅਦ ਵਿੱਚ ਵਾਪਰੇ ਸਾਰੇ ਘਟਨਾਕ੍ਰਮ ਵਿੱਚ ਹਰ ਇੱਕ ਧਿਰ ਦੇ ਰੋਲ ਨੂੰ ਉਜਾਗਰ ਕਰਨ ਵਾਲਾ ਸੱਚ ਹੈ। ਇਹ ਜਾਣਨਾ ਜ਼ਰੂਰੀ ਹੈ ਕਿ ਸਮੂਹ ਭਾਈਚਾਰਿਆਂ ਦੇ ਪੂਜਣਯੋਗ ਹਰਿਮੰਦਰ ਸਾਹਿਬ ’ਤੇ ਹੋਏ ਨੀਲਾ ਤਾਰਾ ਅਪ੍ਰੇਸ਼ਨ ਨੇ ਸਾਰੇ ਪੰਜਾਬੀਆਂ ਦੀ ਰੂਹ ਨੂੰ ਝੰਜੋੜਿਆ। ਬੱਸਾਂ ਅਤੇ ਗੱਡੀਆਂ ਵਿੱਚ ਯਾਤਰਾ ਕਰਦੇ ਨਿਰਦੋਸ਼ ਹਿੰਦੂਆਂ ਦੇ ਕੀਤੇ ਕਤਲਾਂ, ਅਪ੍ਰੇਸ਼ਨ ਨੀਲਾ ਤਾਰਾ ਦੌਰਾਨ ਮਾਰੇ ਗਏ ਸ਼ਰਧਾਲੂਆਂ ਦੇ ਨਾਂ ’ਤੇ ਗਿਣਤੀ, ਜਾਂ 1984 ਵਿੱਚ ਦਿੱਲੀ ਅਤੇ ਹੋਰ ਥਾਵਾਂ ’ਤੇ ਕੀਤੀ ਸਿੱਖਾਂ ਦੀ ਨਸਲਕੁਸ਼ੀ ਦੌਰਾਨ ਮਾਰੇ ਗਏ ਹਜ਼ਾਰਾਂ ਸਿੱਖਾਂ ਜਾਂ ਫਿਰ ਗ਼ੈਰ-ਕਾਨੂੰਨੀ ਢੰਗ ਨਾਲ ਕਤਲ ਕਰਕੇ ਅਤੇ ਅਣਪਛਾਤੇ ਕਹਿ ਕੇ ਖਪਾ ਦਿੱਤੇ ਗਏ ਸਿੱਖ ਨੌਜਵਾਨਾਂ ਅਤੇ ਪੁਲੀਸ ਵਾਲਿਆਂ ਦੇ ਬੇਗੁਨਾਹ ਪਰਿਵਾਰਕ ਮੈਂਬਰਾਂ ਨੂੰ ਮੌਤ ਦੇ ਘਾਟ ਉਤਾਰੇ ਜਾਣ ਦਾ ਸੱਚ ਕੀ ਸੀ? ਸਭ ਤੋਂ ਸਾਜ਼ਿਸ਼ਾਨਾ ਜਸਵੰਤ ਸਿੰਘ ਖਾਲੜਾ ਦਾ ਨਿਰਦਈ ਕਤਲ ਸੀ ਜੋ ਕਿ ਝੂਠੇ ਮੁਕਾਬਲਿਆਂ ਵਿੱਚ ਮਾਰੇ ਗਏ ਨੌਜਵਾਨਾਂ ਦੀ ਗਿਣਤੀ ਦਾ ਹਿਸਾਬ ਲਾਉਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕਰ ਰਿਹਾ ਸੀ। ਇਨ੍ਹਾਂ ਘਟਨਾਵਾਂ ਦੇ ਰਹੱਸ ’ਤੇ ਪਰਦਾ ਪਾਉਣ ਨਾਲ ਇਹ ਗੱਲ ਛੁੱਪ ਜਾਂਦੀ ਹੈ ਕਿ ਇਹ ਘਟਨਾਵਾਂ ਕਿਉਂ ਤੇ ਕਿਵੇਂ ਵਾਪਰੀਆਂ ਸਨ। ਜਦੋਂ ਤਕ ਸੱਚ-ਕੁੱਲ ਲਿਖਤਾਂ, ਸਰਕਾਰ ਜਾਂ ਸਰਕਾਰੀ ਏਜੰਸੀਆਂ ਤੇ ਦੁਖਾਂਤ ਵਿੱਚ ਸ਼ਾਮਿਲ ਧਿਰਾਂ ਦੇ ਸਮੁੱਚੇ ਰਿਕਾਰਡ ਤੇ ਦਸਤਾਵੇਜ਼ਾਂ ਅਤੇ ਹਿੰਸਾ ਦਾ ਸ਼ਿਕਾਰ ਹੋਏ ਵਿਅਕਤੀਆਂ ਦੇ ਖੁੱਲ੍ਹ ਕੇ ਬਿਆਨੇ ਬਿਰਤਾਂਤਾਂ ਰਾਹੀਂ ਉਜਾਗਰ ਨਹੀਂ ਹੁੰਦਾ, ਇਤਿਹਾਸ ਦੁਆਰਾ ਪੈਦਾ ਕੀਤੇ ਅਜੇ ਵੀ ਅੱਲ੍ਹੇ ਜ਼ਖ਼ਮਾਂ ਨੂੰ ਬਿਨਾਂ ਢੁੱਕਵੀਂ ਦਵਾਈ ਜਾਂ ਮੱਲ੍ਹਮ ਲਾਏ ਬਗੈਰ, ਸੁੱਕੀ ਪੱਟੀ ਬੰਨ੍ਹ ਕੇ ਠੀਕ ਨਹੀਂ ਕੀਤਾ ਜਾ ਸਕਦਾ।
ਤਿੰਨ ਦਹਾਕੇ ਬੀਤਣ ਦੇ ਬਾਵਜੂਦ ਕੁਝ ਕੇਸਾਂ ਨੂੰ ਛੱਡ ਕੇ ਇਨਸਾਫ਼ ਦੀ ਸੰਘੀ ਘੁੱਟੀ ਗਈ ਹੈ। ਸਾਰੇ ਨਾਟਕ ਦੇ ਦੁਆਲੇ ਗੁਪਤਤਾ ਦੀ ਦੀਵਾਰ ਹੀ ਨਹੀਂ ਖੜ੍ਹੀ ਕੀਤੀ ਗਈ, ਸਗੋਂ ਕਾਨੂੰਨ ਲਾਗੂ ਕਰਨ ਵਾਲੀਆਂ ਏਜੰਸੀਆਂ ਦੀ ਮੁਕੰਮਲ ਅਸਫਲਤਾ ਵੀ ਉਜਾਗਰ ਹੁੰਦੀ ਹੈ। ਦਿੱਲੀ ਕਤਲੇਆਮ ਅਤੇ ਹੁਣ ਪੀਲੀਭੀਤ ਕਾਂਡ ਦੇ ਸਾਹਮਣੇ ਆਏ ਸੱਚ ਨੇ ਸਪਸ਼ਟ ਕਰ ਦਿੱਤਾ ਹੈ ਕਿ ਸਾਰੀਆਂ ਸਰਕਾਰਾਂ ਵੱਲੋਂ ਇਨਸਾਫ਼ ਵਿੱਚ ਰੋੜਾ ਅਟਕਾਉਣ ਦੀਆਂ ਕੋਸ਼ਿਸ਼ਾਂ ਕੀਤੀਆਂ ਗਈਆਂ ਹਨ। ਉਨ੍ਹਾਂ ਕਾਲੇ ਦਿਨਾਂ ਦੌਰਾਨ ਸਾਰੇ ਭਾਈਚਾਰਿਆਂ ਦੇ ਕਈ ਪਰਿਵਾਰਾਂ ਦੇ ਪਰਿਵਾਰ ਖ਼ਤਮ ਕਰ ਦਿੱਤੇ ਗਏ। ਸਭ ਤੋਂ ਵੱਧ ਦੁੱਖ ਔਰਤਾਂ ਨੇ ਭੋਗੇ, ਚਾਹੇ ਉਨ੍ਹਾਂ ਦੇ ਬਲਾਤਕਾਰ ਹੋਏ ਹੋਣ ਜਾਂ ਕਤਲ ਜਾਂ ਫਿਰ ਦੋਵੇਂ ਹੀ। ਪੁਲੀਸ ਮੁਲਾਜ਼ਮਾਂ ਦੇ ਪਰਿਵਾਰਾਂ ਦੇ ਬੇਗੁਨਾਹ ਅਤੇ ਅਚੇਤ ਮੈਂਬਰਾਂ ਨੂੰ ਉਨ੍ਹਾਂ ਦਾ ਕੋਈ ਦੋਸ਼ ਨਾ ਹੋਣ ਦੇ ਬਾਵਜੂਦ ਵੀ ਮੌਤ ਦੇ ਘਾਟ ਕਿਉਂ ਉਤਾਰਿਆ ਗਿਆ? ਮਨੁੱਖ ਦੀ ਵਿਅਕਤੀਗਤ ਅਤੇ ਮਨੁੱਖਤਾ ਦੀ ਸਮੂਹਿਕ ਲੋੜ ਅਤੇ ਅੱਗੇ ਵਧਣ ਲਈ ਇਹ ਜ਼ਰੂਰੀ ਬਣ ਜਾਂਦਾ ਹੈ ਕਿ ਜਿਵੇਂ ਅਸੀਂ ਹਰ ਮਨੁੱਖ ਦਾ ਇੱਕ ਇੱਜ਼ਤ ਨਾਲ ਸੰਸਕਾਰ ਕਰਦੇ ਹਾਂ ਅਤੇ ਭੋਗ ਪਾਉਂਦੇ ਹਾਂ, ਇਸੇ ਤਰ੍ਹਾਂ ਇਸ ਕਾਲੇ ਅਧਿਆਏ ਦਾ ਸਹੀ ਢੰਗ ਨਾਲ ਭੋਗ ਪਾਇਆ ਜਾਵੇ। ਉਸ ਦੌਰ ਵਿੱਚ ਜੋ ਮਾਰੇ ਗਏ, ਸਾੜੇ ਗਏ, ਅਪਾਹਜ ਕੀਤੇ ਗਏ ਜਾਂ ਅਪਮਾਨਤ ਕੀਤੇ ਗਏ, ਨੂੰ ਇਨਸਾਫ਼ ਮਿਲਣਾ ਜ਼ਰੂਰੀ ਹੈ, ਤਾਂ ਹੀ “ਰੂਹਾਂ” ਨੂੰ ਸ਼ਾਂਤੀ ਮਿਲ ਸਕਦੀ ਹੈ।
ਕੇਵਲ ਮੁੜ ਭਰੋਸਗੀ ਹੀ ਭਾਈਚਾਰਿਆਂ ਅਤੇ ਵਿਅਕਤੀਆਂ ਵਿਚਕਾਰ ਫ਼ਿਰਕੂ ਵੰਡ ਨੂੰ ਮੇਟ ਸਕਣ, ਉਨ੍ਹਾਂ ਨੂੰ ਇੱਕ ਦੂਜੇ ਦੇ ਨਜ਼ਦੀਕ ਲਿਆ ਕੇ ਆਪਸੀ ਮਿਲਵਰਤਣ ਤੇ ਸਹਿਹੋਂਦ ਦਾ ਵਾਤਾਵਰਣ ਪੈਦਾ ਕਰਕੇ ਉੱਜਲ ਭਵਿੱਖ ਵੱਲ ਲਿਜਾਣ ਦੀ ਦਿਸ਼ਾ ਵੱਲ ਤੋਰ ਸਕਦੀ ਹੈ। ਮੁੜ ਭਰੋਸਗੀ ਵਿੱਚ ਪਸ਼ਚਾਤਾਪ, ਮੁਆਫ਼ ਕਰਨਾ, ਭੁੱਲ ਜਾਣਾ ਅਤੇ ਇਸ ਤੋਂ ਅਗਾਂਹ ਇੱਕ ਨਵੀਂ ਸ਼ੁਰੂਆਤ ਕਰਨਾ ਸ਼ਾਮਿਲ ਹੁੰਦਾ ਹੈ ਅਤੇ ਇਹ ਦਰਿਆਦਿਲੀ ਤੇ ਖੁੱਲ੍ਹ ਦਿਲੀ ਨੂੰ ਅਪਣਾਉਣਾ ਹੈ। ਇਨ੍ਹਾਂ ਗੁਣਾਂ ਨੂੰ ਅਪਣਾਉਣਾ ਕੋਈ ਪਹਿਲੀ ਵਾਰ ਨਹੀਂ ਹੋਵੇਗਾ। ਦਹਿ-ਸਦੀਆਂ ਦੌਰਾਨ ਮਨੁੱਖੀ ਸਮਾਜ ਨੇ ਵਿਅਕਤੀਆਂ ਅਤੇ ਨੀਤੀਵਾਨਾਂ ਦੇ ਅਜਿਹੇ ਕਾਰਜਾਂ ਰਾਹੀਂ ਹੀ ਮਨੁੱਖੀ ਸਮਾਜਾਂ ਨੂੰ ਅੱਗੇ ਤੋਰਿਆ ਹੈ। ਦੱਖਣੀ ਅਫ਼ਰੀਕਾ ਵਿੱਚ ਨਸਲੀ ਵਿਤਕਰੇ ਤੋਂ ਬਾਅਦ ਬਣਾਇਆ ਗਿਆ ਸਚਾਈ ਅਤੇ ਮੁੜ ਭਰੋਸਗੀ ਕਮਿਸ਼ਨ ਸਾਡਾ ਰਾਹ ਦਸੇਰਾ ਬਣ ਸਕਦਾ ਹੈ। ਸਮੂਹ ਇਨਸਾਫ਼ਪਸੰਦ ਧਿਰਾਂ ਦੀ ਮੰਗ ਹੈ ਕਿ ਇਸ ਕਮਿਸ਼ਨ ਦੀ ਤਰਜ ’ਤੇ ਪਰ ਇਸ ਵਿੱਚ ਇਨਸਾਫ਼ ਦੇ ਤਕਾਜ਼ੇ ਦੇ ਮੱਦੇਨਜ਼ਰ ਕੁਝ ਹੋਰ ਮੱਦਾਂ ਜੋੜ ਕੇ ਪੰਜਾਬ ਅਤੇ ਪੰਜਾਬ ਤੋਂ ਬਾਹਰ ਵਾਪਰੀਆਂ ਅਜਿਹੀਆਂ ਘਟਨਾਵਾਂ ਦੀ ਸਚਾਈ ਨੂੰ ਉਜਾਗਰ ਕਰਨ ਲਈ ਸਚਾਈ ਅਤੇ ਮੁੜ ਭਰੋਸਗੀ ਕਮਿਸ਼ਨ ਬਣਾਇਆ ਜਾਵੇ। ਪੰਜਾਬ ਅਤੇ ਪੰਜਾਬੀਆਂ ਦੇ ਇਸ ਸੰਤਾਪ ਨੂੰ ਘਟਾਉਣ ਲਈ ਸਚਾਈ, ਇਨਸਾਫ਼ ਅਤੇ ਮੁੜ ਭਰੋਸਗੀ ਕਮਿਸ਼ਨ ਦੀ ਸਥਾਪਨਾ ਕਰਨਾ ਅੱਜ ਦੇ ਸਮੇਂ ਦੀ ਮੁੱਖ ਲੋੜ ਹੈ। ਲਗਪਗ ਦੋ ਦਹਾਕੇ ਪਹਿਲਾਂ ਸੇਵਾਮੁਕਤ ਜੱਜ ਜਸਟਿਸ ਕੁਲਦੀਪ ਸਿੰਘ ਦੀ ਅਗਵਾਈ ਹੇਠ ਸਥਾਪਿਤ ਕੀਤੇ ਲੋਕ ਕਮਿਸ਼ਨ ਦਾ ਹਾਈ ਕੋਰਟ ਵਿੱਚ ਕਾਨੂੰਨੀ ਕਾਰਵਾਈ ਰਾਹੀਂ ਅੱਧ ਵਿਚਾਲੇ ਭੋਗ ਪਾ ਦਿੱਤਾ ਗਿਆ ਸੀ। ਇਸ ਲਈ ਨਵਾਂ ਬਣਾਇਆ ਜਾਣ ਵਾਲਾ ਇਹ ਕਮਿਸ਼ਨ ਸਿਆਸੀ ਅਤੇ ਸੰਵਿਧਾਨਕ ਕਾਰਜ ਵਿਧੀ ਰਾਹੀਂ ਸਰਕਾਰੀ ਤੌਰ ’ਤੇ ਸੰਸਦ ਰਾਹੀਂ ਕਾਨੂੰਨ ਪਾਸ ਕਰਕੇ ਸਥਾਪਿਤ ਕੀਤਾ ਜਾਵੇ। ਇਸ ਵਿੱਚ ਸਾਰੇ ਪ੍ਰਭਾਵਿਤ ਵਰਗਾਂ ਦੇ ਉੱਘੇ ਵਿਅਕਤੀਆਂ ਅਤੇ ਵੱਖ ਵੱਖ ਪੀੜਤਾਂ ਦੇ ਪ੍ਰਤੀਨਿਧ ਸ਼ਾਮਿਲ ਕੀਤੇ ਜਾਣ। ਸਾਰੇ ਸਰਕਾਰੀ ਦਸਤਾਵੇਜ਼ ਸਮੇਤ ਏਜੰਸੀਆਂ ਦੇ ਰਿਕਾਰਡ ਜਨਤਕ ਕਰਕੇ ਉਪਲਬਧ ਕਰਵਾਏ ਜਾਣ ਤਾਂ ਜੋ ਕਮਿਸ਼ਨ ਦੁਆਰਾ ਘੋਖੇ ਜਾ ਸਕਣ। ਇਹ ਕਮਿਸ਼ਨ ਹਰ ਕਿਸਮ ਦੇ ਸਿਆਸੀ ਆਗੂਆਂ, ਨੀਤੀਵਾਨਾਂ, ਪ੍ਰਸ਼ਾਸਨਿਕ ਅਧਿਕਾਰੀਆਂ ਅਤੇ ਭਾਈਚਾਰੇ ਦੀ ਅਸਫਲਤਾ ਤੇ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦੀ ਉਲੰਘਣਾ ਬਾਰੇ ਸਚਾਈ ਨੂੰ ਉਜਾਗਰ ਕਰਨ ਵਾਲਾ ਹੋਵੇ ਅਤੇ ਅਫ਼ਵਾਹਾਂ ਦੇ ਬਾਜ਼ਾਰ ਵਿੱਚ ਚਲਦੀਆਂ ਸ਼ਾਜਿਸ਼ਾਂ ਬਾਰੇ ਸੱਚ ਨੂੰ ਸਥਾਪਿਤ ਕਰੇ। ਇਹ ਕਮਿਸ਼ਨ ਕੁਝ ਦਿਸ਼ਾ-ਨਿਰਦੇਸ਼ਾਂ ਦਾ ਖਰੜਾ ਤਿਆਰ ਕਰੇ ਅਤੇ ਵਿਗਿਆਨ, ਤਕਨੀਕ, ਸੰਚਾਰ, ਵਿਸ਼ਵੀਕਰਨ ਅਤੇ ਇਸ ਨਾਲ ਜੁੜੀਆਂ ਸਮਾਜਿਕ ਤਬਦੀਲੀਆਂ ਵਿੱਚ ਹੋਏ ਵਿਕਾਸ ਨੂੰ ਮੱਦੇਨਜ਼ਰ ਰਖਦੇ ਹੋਏ ਸੁਧਾਰਾਂ ਦੀਆਂ ਸਿਫ਼ਾਰਸ਼ਾਂ ਕਰੇ। ਅਜਿਹਾ ਕਮਿਸ਼ਨ ਹੀ ਨਫ਼ਰਤ ਦੀਆਂ ਕੰਧਾਂ ਨੂੰ ਢਾਹੁਣ ਦੇ ਨਾਲ ਨਾਲ ਭਾਈਚਾਰੇ ਅਤੇ ਦੋਸਤੀ ਨੂੰ ਪ੍ਰਫੁੱਲਤ ਕਰਨ ਦਾ ਸਬੱਬ ਬਣ ਸਕਦਾ ਹੈ। ਇਸ ਨਾਲ ਲੋਕਤੰਤਰ ਦੀਆਂ ਨੀਹਾਂ ਵੀ ਮਜ਼ਬੂਤ ਹੋਣਗੀਆਂ।

ਕਾਂਗਰਸ ਨੇ ਜਥੇਬੰਦੀ ’ਚ ਫੇਰਬਦਲ ਕਰਦਿਆਂ ਅੱਜ ਸੀਨੀਅਰ ਆਗੂ ਕਮਲ ਨਾਥ ਨੂੰ ਪੰਜਾਬ ਅਤੇ ਰਾਜ ਸਭਾ ਮੈਂਬਰ ਗ਼ੁਲਾਮ ਨਬੀ ਆਜ਼ਾਦ ਨੂੰ ਉੱਤਰ ਪ੍ਰਦੇਸ਼ ਦਾ ਜਨਰਲ ਸਕੱਤਰ ਇੰਚਾਰਜ ਬਣਾ ਦਿੱਤਾ ਹੈ। ਸ੍ਰੀ ਕਮਲ ਨਾਥ (69) ਦੀ ਨਿਯੁਕਤੀ ਨਾਲ ਵਿਵਾਦ ਖੜ੍ਹਾ ਹੋ ਗਿਆ ਹੈ ਕਿਉਂਕਿ ਉਨ੍ਹਾਂ ’ਤੇ 1984 ਦੇ ਸਿੱਖ ਕਤਲੇਆਮ ’ਚ ਸ਼ਮੂਲੀਅਤ ਦਾ ਦੋਸ਼ ਹੈ।
ਪੰਜਾਬ ਅਤੇ ਉੱਤਰ ਪ੍ਰਦੇਸ਼ ’ਚ ਅਗਲੇ ਸਾਲ ਵਿਧਾਨ ਸਭਾ ਚੋਣਾਂ ਹੋਣੀਆਂ ਹਨ ਅਤੇ ਕਾਂਗਰਸ ਪਾਰਟੀ ਨੇ ਆਪਣੇ ਪੈਰ ਪੱਕੇ ਕਰਨ ਦੇ ਮਕਸਦ ਨਾਲ ਦੋਵੇਂ ਸੂਬਿਆਂ ’ਚ ਇਹ ਨਿਯੁਕਤੀਆਂ ਕੀਤੀਆਂ ਹਨ। ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਦਾ ਕੰਮਕਾਰ ਦੇਖ ਰਹੇ ਸ਼ਕੀਲ ਅਹਿਮਦ, ਜੋ ਇਸ ਸਮੇਂ ਕੈਨੇਡਾ ’ਚ ਹਨ, ਦੀ ਥਾਂ ’ਤੇ ਕਮਲ ਨਾਥ ਨੂੰ ਕਮਾਨ ਸੌਂਪੀ ਗਈ ਹੈ। ਉਸ ਦੀ ਨਿਯੁਕਤੀ ਦਾ ਐਲਾਨ ਕਾਂਗਰਸ ਦੇ ਜਨਰਲ ਸਕੱਤਰ ਜਨਾਰਧਨ ਦਿਵੇਦੀ ਨੇ ਕੀਤਾ।
ਮੱਧ ਪ੍ਰਦੇਸ਼ ਦੇ ਛਿੰਦਵਾੜਾ ਹਲਕੇ ਤੋਂ 9 ਵਾਰ ਲੋਕ ਸਭਾ ਮੈਂਬਰ ਰਹੇ ਕਮਲ ਨਾਥ ’ਤੇ ਪਹਿਲਾਂ ਇਹ ਦੋਸ਼ ਲੱਗੇ ਸਨ ਕਿ ਪਹਿਲੀ ਨਵੰਬਰ 1984 ਨੂੰ ਦਿੱਲੀ ਦੇ ਰਕਾਬਗੰਜ ਗੁਰਦੁਆਰੇ ’ਚ ਭੀੜ ਵੱਲੋਂ ਕੀਤੇ ਗਏ ਹਮਲੇ ਦੀ ਅਗਵਾਈ ਉਨ੍ਹਾਂ ਕੀਤੀ ਸੀ ਜਿਥੇ ਦੋ ਸਿੱਖ ਮਾਰੇ ਗਏ ਸਨ। ਨਾਨਾਵਤੀ ਕਮਿਸ਼ਨ ਨੇ ਕਮਲ ਨਾਥ ਦੀ ਉਸ ਦਿਨ ਗੁਰਦੁਆਰੇ ’ਚ ਹਾਜ਼ਰੀ ’ਤੇ ਸਵਾਲ ਉਠਾਏ ਸਨ ਪਰ ਭੀੜ ਨੂੰ ਭੜਕਾਉਣ ਦੇ ਸਬੂਤ ਨਾ ਮਿਲਣ ਕਾਰਨ ਉਹ ਬਰੀ ਹੋ ਗਏ ਸਨ। ਇਸ ਮਾਮਲੇ ’ਚ ਉਨ੍ਹਾਂ ਦੇ ਸਾਥੀ ਜਗਦੀਸ਼ ਟਾਈਟਲਰ ਅਤੇ ਸੱਜਣ ਕੁਮਾਰ ਕੇਸਾਂ ਦਾ ਸਾਹਮਣਾ ਕਰ ਰਹੇ ਹਨ।
ਇਸੇ ਦੌਰਾਨ ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਪ੍ਰਕਾਸ਼ ਸਿੰਘ ਬਾਦਲ ਨੇ ਕਾਂਗਰਸ ਹਾਈ ਕਮਾਂਡ ਵੱਲੋਂ ਕਮਲ ਨਾਥ ਨੂੰ ਪੰਜਾਬ ਮਾਮਲਿਆਂ ਦਾ ਇੰਚਾਰਜ ਲਾਏ ਜਾਣ ਨੂੰ ਸਿੱਖਾਂ ਦੀ ਤੌਹੀਨ ਕਰਾਰ ਦਿੱਤਾ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸਿੱਖਾਂ ਦੇ ਪੁਰਾਣੇ ਜ਼ਖ਼ਮਾਂ ਨੂੰ ਉਸ ਵੇਲੇ ਕੁਰੇਦਿਆ ਗਿਆ ਹੈ ਜਦੋਂ ਸ੍ਰੀ ਰਾਹੁਲ ਗਾਂਧੀ ਪੰਜਾਬ ਦੌਰੇ ’ਤੇ ਆ ਰਹੇ ਹਨ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਕਾਂਗਰਸ ਹਮੇਸ਼ਾ ਸਿੱਖਾਂ ਦੀਆਂ ਭਾਵਨਾਵਾਂ ਨਾਲ ਲਗਾਤਾਰ ਖੇਡਣ ਵਿੱਚ ਵਿਸ਼ਵਾਸ ਰੱਖਦੀ ਹੈ। ਉਧਰ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੇ ਆਗੂ ਐਚ ਐਸ ਫੂਲਕਾ ਨੇ ਕਿਹਾ ਕਿ ਕਮਲ ਨਾਥ ਨੂੰ ਪੰਜਾਬ ਦਾ ਇੰਚਾਰਜ ਲਾ ਕੇ ਕਾਂਗਰਸ ਨੇ ਸਿੱਖ ਕਤਲੇਆਮ ਦੇ ਪੀੜਤਾਂ ਦੇ ਜ਼ਖ਼ਮਾਂ ’ਤੇ ਲੂਣ ਛਿੜਕਿਆ ਹੈ।
ਪੰਜਾਬ ’ਚ ਵਿਧਾਨ ਸਭਾ ਚੋਣਾਂ ਹੋਣ ਕਰ ਕੇ ਕਮਲ ਨਾਥ ਲਈ ਪਾਰਟੀ ਨੂੰ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਦੀ ਅਗਵਾਈ ਹੇਠ ਇਕਜੁੱਟ ਰੱਖਣਾ ਵੱਡੀ ਚੁਣੌਤੀ ਹੋਏਗੀ। ਹਰਿਆਣਾ ’ਚ ਸ਼ੁੱਕਰਵਾਰ ਨੂੰ ਰਾਜ ਸਭਾ ਚੋਣਾਂ ’ਚ ਮਿਲੀ ਹਾਰ ਤੋਂ ਬਾਅਦ ਉਥੇ ਵੰਡੀ ਹੋਈ ਪਾਰਟੀ ਨੂੰ ਇਕ ਮੰਚ ’ਤੇ ਇਕੱਠਿਆਂ ਲਿਆਉਣਾ ਵੀ ਉਨ੍ਹਾਂ ਲਈ ਚੁਣੌਤੀ ਹੋਏਗੀ।
ਸੂਤਰਾਂ ਨੇ ਕਿਹਾ ਕਿ ਕਾਂਗਰਸ ਹੌਲੀ ਹੌਲੀ ਜਥੇਬੰਦਕ ਢਾਂਚੇ ’ਚ ਫੇਰਬਦਲ ਕਰਨ ਜਾ ਰਹੀ ਹੈ। ਸਾਬਕਾ ਮੰਤਰੀ ਜੈਰਾਮ ਰਮੇਸ਼ ਅਤੇ ਕੇ ਰਾਜੂ ਨੂੰ ਨਵੇਂ ਜਨਰਲ ਸਕੱਤਰ ਬਣਾਇਆ ਜਾ ਸਕਦਾ ਹੈ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਕੁਲ ਹਿੰਦ ਕਾਂਗਰਸ ਕਮੇਟੀ ਦੇ ਸਕੱਤਰਾਂ ਨੂੰ ਵੀ ਬਦਲਿਆ ਜਾ ਸਕਦਾ ਹੈ। ਸੂਤਰਾਂ ਨੇ ਕਿਹਾ ਕਿ ਪ੍ਰਿਅੰਕਾ ਗਾਂਧੀ ਨੂੰ ਉੱਤਰ ਪ੍ਰਦੇਸ਼ ’ਚ ਵਾਧੂ ਜ਼ਿੰਮੇਵਾਰੀ ਸੌਂਪੀ ਜਾ ਸਕਦੀ ਹੈ ਪਰ ਇਨ੍ਹਾਂ ਰਿਪੋਰਟਾਂ ਨੂੰ ਕਾਂਗਰਸ ਦੇ ਮੁੱਖ ਤਰਜਮਾਨ ਰਣਦੀਪ ਸਿੰਘ ਸੁਰਜੇਵਾਲਾ ਨੇ ਨਕਾਰਿਆ ਹੈ।

ਚੰਡੀਗੜ੍ਹ: ਹਰਿਆਣਾ ’ਚ ਰਾਜ ਸਭਾ ਦੀ ਚੋਣ ਦੌਰਾਨ ਹੋਏ ਉਲਟ-ਫੇਰ ਤੋਂ ਬਾਅਦ ਵਿਵਾਦਾਂ ’ਚ ਘਿਰੇ ਸਾਬਕਾ ਮੁੱਖ ਮੰਤਰੀ ਅਤੇ ਕਾਂਗਰਸ ਆਗੂ ਭੁਪਿੰਦਰ ਸਿੰਘ ਹੁੱਡਾ ਨੇ ਚੋਣ ਕਮਿਸ਼ਨ ਤੋਂ ਇਸ ਮਾਮਲੇ ਦੀ ਪੜਤਾਲ ਕਰਨ ਦੇ ਨਾਲ ਵੋਟਿੰਗ ਲਈ ਵਰਤੇ ਗਏ ਪੈੱਨਾਂ ਦੀ ਫੋਰੈਂਸਿਕ ਜਾਂਚ ਕਰਾਉਣ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ। ਸ਼ੁੱਕਰਵਾਰ ਨੂੰ 14 ਵਿਧਾਇਕਾਂ ਦੇ ਵੋਟ ਰੱਦ ਹੋ ਗਏ ਸਨ ਅਤੇ ਭਾਜਪਾ ਦੀ ਹਮਾਇਤ ਹਾਸਲ ਆਜ਼ਾਦ ਉਮੀਦਵਾਰ ਸੁਭਾਸ਼ ਚੰਦਰਾ ਜਿੱਤ ਗਏ ਸਨ।

’84 ghost haunts Cong as Kamal Nath appointed Punjab, Haryana in-charge

CHANDIGARH: A day before party vice-president Rahul Gandhi’s Punjab visit to claim credit for flagging the drug issue much before the Aam Aadmi Party (AAP), the Congress on Sunday overhauled its organisational structure and named “heavyweight” Kamal Nath as an All India Congress Committee (AICC) general secretary incharge for Punjab and Haryana.

Nath’s appointment comes a day after the party faced a shocker in the Haryana Rajya Sabha elections owing to faulty marking by 14 MLAs which led to rejection of votes.

Though Nath, a loyalist of former PM Rajiv Gandhi, boasts of Punjabi roots — his family had moved to Kolkata from Amritsar after Partition — his appointment has raked up the ghost of the 1984 anti-Sikh riots for the party as he had faced charges of involvement in the riots before the Nanavati Commission. Later, US-based activist group Sikhs for Justice (SFJ) too had filed a complaint during his visit to Switzerland in January 2013 demanding his “prosecution for inciting the genocide”.

While Punjab Congress president Captain Amarinder Singh did not react to the appointment, AAP national convenor and Delhi chief minister Arvind Kejriwal was quick to ask Amarinder to clear his stand on Nath’s appointment in view of his “name surfacing in the 1984 riots”. The ruling Shiromani Akali Dal (SAD) too shot a poser to Congress vice-president Rahul Gandhi to tell Punjabis why he continued to follow the Gandhi family policy of “protecting and promoting the perpetrators of the 1984 anti-Sikh genocide”. Reacting to Nath’s appointment, chief minister Parkash Singh Badal said: “It’s a brazen act of insensitivity towards the Sikhs and crass and vulgar disregard of national opinion on the guilty of the massacre of thousands of innocent Sikh children, men and women by the Congress goons in November 1984. I just cannot believe a political party can be so brutally insensitive to the sentiments of the Sikh community.”

For the Congress, Nath’s appointment is being seen as a damage-control exercise after the recent Rajya Sabha shocker. He replaces Shakeel Ahmad, who is learnt to have been booted out for “inept” handling of RS elections in both the neighbouring states under his command. Shakeel was abroad during the RS elections on Saturday. Earlier, Punjab’s senior Congress leader Sunil Jakhar had openly accused him of “weakening” the party in the state. The move is also being seen as party’s bid to assuage the ruffled feathers of Jakhar, whose candidature for the RS was not “supported” in favour of a rank newcomer, Sufi singer Hans Raj Hans, which led to a near-revolt like situation in which senior Dalit leader Shamsher Singh Dullo ended up bagging the seat.

In another poll-bound state, Uttar Pradesh, former Union minister Ghulam Nabi Azad has been appointed general secretary. He will replace Madhusudan Mistry. Uttar Pradesh too had seen crossvoting by Congress MLAs during the RS elections. The appointments are being seen as a move to set into motion the much-awaited organisational revamp in the party ahead of Rahul’s elevation as the party chief.

Congress insiders say the strategy behind appointing senior leaders such as Nath and Azad was to ensure quick decision-making. “Nath is known as a sharpshooter who has not lost any of the elections he had contested. Unlike Shakeel, Nath will not need Rahul’s sanction for every party decision and it will also ensure that the final power lies with the centre and not regional satraps such as Punjab Congress chief Captain Amarinder Singh. It will also ensure more say for poll strategist Prashant Kishor in the two states heading for elections,” a senior Congress leader said.

Alumni of Doon School, both Amarinder and Nath, it is learnt, enjoy a good equation. Also, Nath is well-versed with issues facing Punjab as he was closely associated with the Rajiv-Longowal accord.

53 Punjab cops arrested in drug cases since 2014

CHANDIGARH: While the controversy over Bollywood movie ‘Udta Punjab’ keeps the political pot boiling in Punjab, even the union government had admitted in the Rajya Sabha that drug addiction was affecting the youth of Punjab.

Ironically, the admission came in replies of Union minister of state for home affairs Kiren Rijiju to questions from two Rajya Sabha MPs, Ranjib Biswal from Orissa and Mahendra Singh Mahra from Uttarakhand, and not from the 20 MPs from Punjab in both Houses.

In his reply to an unstarred question (of Biswal dated May 4, 2016) whether Punjab Police and Border Security Force (BSF) personnel were found working in collusion with trans-border drug smuggling network, Rijiju denied organised collusion but listed 55 cases and 68 arrests of employees of Punjab Police, state jail department, Punjab home guards, BSF, railway protection force and Chandigarh Police.

Of these 68, 53 were from Punjab Police, including 24 in 2014, 26 in 2015 and 4 till March 31, 2016.

While Punjab cops top the list, seven employees of the state jail department were arrested during these years for involvement in drug trade, followed by four from BSF, two from Punjab home guards and one from Chandigarh Police. In reply to a query of MP Mahendra Mahra (dated March 9, 2016) whether the Union government was aware of that youth of Punjab were reeling under drug menace, Rijiju said, “Yes sir. Drug addiction is affecting the youth in Punjab and the ministry of social Justice and empowerment has conducted a rapid survey along with AIIMS to estimate the extent and pattern of drug abuse and is taking steps to restrict supply of drugs from across the border”.

Since the replies were to unstarred questions in the Rajya Sabha, they did not make headlines. But Punjab Congress chief spokesman Sunil Jakhar claims it busts the claims of both Central Board of Film Certification (CBFC) and Badal government who are claiming that the producers of Udta Punjab were defaming Punjab. “Even the Union government has admitted that Punjab’s youth are addicted to drugs,” he adds.

The AIIMS survey on Punjab Opioid Dependence Survey (PODS), commissioned by the Centre and conducted in February-April 2015 had pegged opioid-drug dependents (addicts) in Punjab at 2.32 lakh, which translates to 0.84% of the state’s total population. However, a flip side to the story is that cops are using the NDPSAct to indict fellow policemen. A Patiala court had last week asked the Punjab Police to initiate departmental inquiry against an an Assistant Sub-Inspector and acquitted a policeman and his associate of all charges terming it as a false case wherein the ASI was himself the complainant in the case and had shown that he had arrested the accused on a tip-off from sources.

Kanwaljit Singh who died in a road accident in 2009, is being wooed by the Aam Aadmi Party (AAP) for the Dera Bassi constituency in the upcoming assembly polls. The constituency – which was rechristened from Banur assembly segment after delimitation – was represented by the former minister for three terms. Though AAP surveys have thrown up her name as the winning candidate, the party’s efforts to persuade her to join its ranks have not been successful so far. The segment is presently represented by Akali chief parliamentary secretary NK Sharma, once a protégé of Capt. Kanwaljit Singh. He is considered very close to Shiromani Akali Dal (SAD) president and Punjab deputy chief minister Sukhbir Singh Badal.
