ਭਾਰਤੀ ਹਵਾਈ ਫ਼ੌਜ ਨੇ ਇਤਿਹਾਸ ਰਚਦਿਅਾਂ ਅੱਜ ਅਵਨੀ ਚਤੁਰਵੇਦੀ, ਭਾਵਨਾ ਕੰਠ ਅਤੇ ਮੋਹਨਾ ਸਿੰਘ ਨੂੰ ਪਹਿਲੀਅਾਂ ਮਹਿਲਾ ਲਡ਼ਾਕੂ ਪਾਇਲਟਾਂ ਦੇ ਰੂਪ ਵਿੱਚ ਰਸਮੀ ਤੌਰ ’ਤੇ ਕਮਿਸ਼ਨ ਦਿੱਤਾ ਹੈ। ਹਥਿਆਰਬੰਦ ਬਲਾਂ ਵਿੱਚ ਲਿੰਗ ਬਰਾਬਰੀ ਦੇ ਯਤਨਾਂ ਨੂੰ ਅੱਗੇ ਤੋਰ ਰਹੇ ਰੱਖਿਆ ਮੰਤਰੀ ਮਨੋਹਰ ਪਰੀਕਰ ਇਥੇ ਸ਼ਹਿਰ ਦੇ ਬਾਹਰੀ ਖੇਤਰ ਡੁੰਡੀਗਲ ਵਿੱਚ ਸਥਿਤ ਹਵਾਈ ਸੈਨਾ ਅਕੈਡਮੀ ਵਿੱਚ ਕਰਾਏ ਗਏ ਸਾਂਝੇ ਗਰੈਜੂਏਸ਼ਨ ਸਮਾਗਮ ਵਿੱਚ ਮੁੱਖ ਮਹਿਮਾਨ ਵਜੋਂ ਪੁੱਜੇ। ਉਨ੍ਹਾਂ ਇਸ ਸਮਾਗਮ ਨੂੰ ‘ਮੀਲ ਪੱਥਰ’ ਦੱਸਦਿਅਾਂ ਕਿਹਾ ਕਿ ਮਹਿਲਾਵਾਂ ਨੂੰ ਪਹਿਲੀ ਵਾਰ ਯੁੱਧ ਭੂਮਿਕਾ ਦਿੱਤੀ ਗਈ ਹੈ।
ਉਨ੍ਹਾਂ ਕਿਹਾ, ‘ਇਹ ਸਨੁਹਿਰੀ ਅੱਖਰਾਂ ਵਾਲਾ ਦਿਨ ਹੈ।’ ਉਨ੍ਹਾਂ ਦਾਅਵਾ ਕੀਤਾ ਕਿ ਆਉਣ ਵਾਲੇ ਸਾਲਾਂ ਵਿੱਚ ਹਥਿਆਰਬੰਦ ਬਲਾਂ ਵਿੱਚ ‘ਕਦਮ ਦਰ ਕਦਮ ਸੰਪੂਰਨ ਲਿੰਗ ਸਮਾਨਤਾ’ ਹਾਸਲ ਕੀਤੀ ਜਾਵੇਗੀ। ਸ੍ਰੀ ਪਰੀਕਰ ਨੇ ਕਿਹਾ, ‘ਕੁੱਝ ਤਕਨੀਕੀ ਤੇ ਪ੍ਰਸ਼ਾਸਨਿਕ ਅਡ਼ਿੱਕੇ ਹਨ, ਜਿਨ੍ਹਾਂ ਦਾ ਸਾਨੂੰ ਕੁੱਝ ਖੇਤਰਾਂ ਵਿੱਚ ਸਾਹਮਣਾ ਕਰਨਾ ਪੈ ਸਕਦਾ ਹੈ। ਇਸ ਲਈ ਅਸੀਂ ਕਦਮ ਦਰ ਕਦਮ ਦੇਖਾਂਗੇ ਕਿ ਇਸ ਬਰਾਬਰੀ ਨੂੰ ਹਾਸਲ ਕੀਤਾ ਜਾ ਸਕੇ। ਪਰ ਗਿਣਤੀ ਸਾਡੀਅਾਂ ਢਾਂਚਾਗਤ ਸਹੂਲਤਾਂ ਉਤੇ ਨਿਰਭਰ ਕਰੇਗੀ।’
ਹਵਾਈ ਫ਼ੌਜ ਦੀਅਾਂ ਵੱਖ ਵੱਖ ਸ਼ਾਖਾਵਾਂ ਵਿੱਚ ਫਲਾਈਟ ਕੈਡੇਟ ਵਜੋਂ ਕਮਿਸ਼ਨ ਤੋਂ ਪਹਿਲਾਂ ਦੀ ਸਿਖਲਾਈ ਸਫ਼ਲਤਾਪੂਰਵਕ ਮੁਕੰਮਲ ਕਰਨ ’ਤੇ ਖੁਸ਼ੀ ਦਾ ਇਜ਼ਹਾਰ ਕਰਦਿਅਾਂ ਇਨ੍ਹਾਂ ਤਿੰਨ ਮਹਿਲਾ ਪਾਇਲਟਾਂ ਨੇ ਕਿਹਾ ਕਿ ਉਹ ਆਪਣੇ ਆਪ ਨੂੰ ਭਾਗਾਂਵਾਲੀਅਾਂ ਸਮਝਦੀਅਾਂ ਹਨ ਅਤੇ ਆਪਣੇ ਫ਼ਰਜ਼ ਨੂੰ ਲੈ ਕੇ ਉਤਸ਼ਾਹਿਤ ਹਨ।
ਇਨ੍ਹਾਂ ਤਿੰਨੇ ਪਾਇਲਟ ਹੁਣ ਕਰਨਾਟਕ ਦੇ ਬਿਦਰ ਜਾਣਗੀਅਾਂ, ਜਿਥੇ ਉਹ ਹਾਕ ਅੈਡਵਾਂਸਡ ਜੈੱਟ ਟਰੇਨਰ ਜਹਾਜ਼ਾਂ ’ਤੇ ਇਕ ਸਾਲ ਤਕ ਤੀਜੇ ਗੇਡ਼ ਦੀ ਸਿਖਲਾਈ ਲੈਣਗੀਅਾਂ। ਉਸ ਬਾਅਦ ਉਨ੍ਹਾਂ ਨੂੰ ਸੁਪਰਸੌਨਿਕ ਲਡ਼ਾਕੂ ਜਹਾਜ਼ ਉਡਾਉਣ ਦਾ ਮੌਕਾ ਮਿਲੇਗਾ।
ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਸਰਕਾਰ ਨੇ ਪਿਛਲੇ ਸਾਲ ਅਕਤੂਬਰ ਵਿੱਚ ਹਵਾਈ ਸੈਨਾ ਨੂੰ ਮਹਿਲਾਵਾਂ ਨੂੰ ਫਾਈਟਰ ਪਾਇਲਟ ਬਣਾਉਣ ਦੀ ਆਗਿਆ ਦੇ ਕੇ ਇਤਿਹਾਸਕ ਕਦਮ ਚੁੱਕਿਆ ਸੀ। ਫਾਇਟਰ ਪਾਇਲਟ ਬਣਨ ਲਈ ਛੇ ਮਹਿਲਾ ਕੈਡੇਟਾਂ ਵਿਚਾਲੇ ਮੁਕਾਬਲਾ ਸੀ। ਫਿਲਹਾਲ ਤਿੰਨ ਮਹਿਲਾਵਾਂ ਨੂੰ ਇਸ ਸਿਖਲਾਈ ਲਈ ਚੁਣਿਅਾ ਗਿਆ ਹੈ। ਪਰੀਕਰ ਨੇ ਪਾਸਿੰਗ ਆਊਟ ਪਰੇਡ ਤੋਂ ਸਲਾਮੀ ਲਈ ਅਤੇ ਰਾਸ਼ਟਰਪਤੀ ਵੱਲੋਂ 130 ਫਲਾਈਟ ਕੈਡੇਟਾਂ ਨੂੰ ‘ਰਾਸ਼ਟਰਪਤੀ ਕਮਿਸ਼ਨ’ ਦਿੱਤਾ। ਇਨ੍ਹਾਂ ਵਿੱਚ 22 ਮਹਿਲਾਵਾਂ ਸ਼ਾਮਲ ਹਨ, ਜਿਨ੍ਹਾਂ ਨੂੰ ਫਲਾਇੰਗ ਆਫੀਸਰਜ਼ ਵਜੋਂ ਕਮਿਸ਼ਨ ਦਿੱਤਾ ਗਿਆ ਹੈ। -ਪੀਟੀਆਈ

ਨਵੀਂ ਦਿੱਲੀ: ਹਵਾਈ ਫ਼ੌਜ ’ਚ ਤਿੰਨ ਮਹਿਲਾਵਾਂ ਨੂੰ ਲਡ਼ਾਕੂ ਪਾਇਲਟ ਵਜੋਂ ਸ਼ਾਮਲ ਕੀਤੇ ਜਾਣ ’ਤੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨਰਿੰਦਰ ਮੋਦੀ ਨੇ ਇਸ ਨੂੰ ਵੱਡੇ ਮਾਣ ਤੇ ਖ਼ੁਸ਼ੀ ਦੀ ਗੱਲ ਦੱਸਦਿਅਾਂ ਇਨ੍ਹਾਂ ਕੁਡ਼ੀਅਾਂ ਦੀ ਤਾਰੀਫ਼ ਕੀਤੀ ਹੈ। ਉਨ੍ਹਾਂ ਟਵੀਟ ਕੀਤਾ, ‘ਸਾਡੀ ਹਵਾਈ ਫ਼ੌਜ ਵਿੱਚ ਲਡ਼ਾਕੂ ਮਹਿਲਾ ਪਾਇਲਟਾਂ ਦੇ ਪਹਿਲੇ ਬੈਚ ਨੂੰ ਸ਼ਾਮਲ ਹੁੰਦਿਅਾਂ ਦੇਖਣਾ ਬੇਹੱਦ ਮਾਣ ਤੇ ਖੁਸ਼ੀ ਦੀ ਗੱਲ ਹੈ।’-ਪੀਟੀਆਈ
ਉਨ੍ਹਾਂ ਕਿਹਾ, ‘ਇਹ ਸਨੁਹਿਰੀ ਅੱਖਰਾਂ ਵਾਲਾ ਦਿਨ ਹੈ।’ ਉਨ੍ਹਾਂ ਦਾਅਵਾ ਕੀਤਾ ਕਿ ਆਉਣ ਵਾਲੇ ਸਾਲਾਂ ਵਿੱਚ ਹਥਿਆਰਬੰਦ ਬਲਾਂ ਵਿੱਚ ‘ਕਦਮ ਦਰ ਕਦਮ ਸੰਪੂਰਨ ਲਿੰਗ ਸਮਾਨਤਾ’ ਹਾਸਲ ਕੀਤੀ ਜਾਵੇਗੀ। ਸ੍ਰੀ ਪਰੀਕਰ ਨੇ ਕਿਹਾ, ‘ਕੁੱਝ ਤਕਨੀਕੀ ਤੇ ਪ੍ਰਸ਼ਾਸਨਿਕ ਅਡ਼ਿੱਕੇ ਹਨ, ਜਿਨ੍ਹਾਂ ਦਾ ਸਾਨੂੰ ਕੁੱਝ ਖੇਤਰਾਂ ਵਿੱਚ ਸਾਹਮਣਾ ਕਰਨਾ ਪੈ ਸਕਦਾ ਹੈ। ਇਸ ਲਈ ਅਸੀਂ ਕਦਮ ਦਰ ਕਦਮ ਦੇਖਾਂਗੇ ਕਿ ਇਸ ਬਰਾਬਰੀ ਨੂੰ ਹਾਸਲ ਕੀਤਾ ਜਾ ਸਕੇ। ਪਰ ਗਿਣਤੀ ਸਾਡੀਅਾਂ ਢਾਂਚਾਗਤ ਸਹੂਲਤਾਂ ਉਤੇ ਨਿਰਭਰ ਕਰੇਗੀ।’
ਹਵਾਈ ਫ਼ੌਜ ਦੀਅਾਂ ਵੱਖ ਵੱਖ ਸ਼ਾਖਾਵਾਂ ਵਿੱਚ ਫਲਾਈਟ ਕੈਡੇਟ ਵਜੋਂ ਕਮਿਸ਼ਨ ਤੋਂ ਪਹਿਲਾਂ ਦੀ ਸਿਖਲਾਈ ਸਫ਼ਲਤਾਪੂਰਵਕ ਮੁਕੰਮਲ ਕਰਨ ’ਤੇ ਖੁਸ਼ੀ ਦਾ ਇਜ਼ਹਾਰ ਕਰਦਿਅਾਂ ਇਨ੍ਹਾਂ ਤਿੰਨ ਮਹਿਲਾ ਪਾਇਲਟਾਂ ਨੇ ਕਿਹਾ ਕਿ ਉਹ ਆਪਣੇ ਆਪ ਨੂੰ ਭਾਗਾਂਵਾਲੀਅਾਂ ਸਮਝਦੀਅਾਂ ਹਨ ਅਤੇ ਆਪਣੇ ਫ਼ਰਜ਼ ਨੂੰ ਲੈ ਕੇ ਉਤਸ਼ਾਹਿਤ ਹਨ।
ਇਨ੍ਹਾਂ ਤਿੰਨੇ ਪਾਇਲਟ ਹੁਣ ਕਰਨਾਟਕ ਦੇ ਬਿਦਰ ਜਾਣਗੀਅਾਂ, ਜਿਥੇ ਉਹ ਹਾਕ ਅੈਡਵਾਂਸਡ ਜੈੱਟ ਟਰੇਨਰ ਜਹਾਜ਼ਾਂ ’ਤੇ ਇਕ ਸਾਲ ਤਕ ਤੀਜੇ ਗੇਡ਼ ਦੀ ਸਿਖਲਾਈ ਲੈਣਗੀਅਾਂ। ਉਸ ਬਾਅਦ ਉਨ੍ਹਾਂ ਨੂੰ ਸੁਪਰਸੌਨਿਕ ਲਡ਼ਾਕੂ ਜਹਾਜ਼ ਉਡਾਉਣ ਦਾ ਮੌਕਾ ਮਿਲੇਗਾ।
ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਸਰਕਾਰ ਨੇ ਪਿਛਲੇ ਸਾਲ ਅਕਤੂਬਰ ਵਿੱਚ ਹਵਾਈ ਸੈਨਾ ਨੂੰ ਮਹਿਲਾਵਾਂ ਨੂੰ ਫਾਈਟਰ ਪਾਇਲਟ ਬਣਾਉਣ ਦੀ ਆਗਿਆ ਦੇ ਕੇ ਇਤਿਹਾਸਕ ਕਦਮ ਚੁੱਕਿਆ ਸੀ। ਫਾਇਟਰ ਪਾਇਲਟ ਬਣਨ ਲਈ ਛੇ ਮਹਿਲਾ ਕੈਡੇਟਾਂ ਵਿਚਾਲੇ ਮੁਕਾਬਲਾ ਸੀ। ਫਿਲਹਾਲ ਤਿੰਨ ਮਹਿਲਾਵਾਂ ਨੂੰ ਇਸ ਸਿਖਲਾਈ ਲਈ ਚੁਣਿਅਾ ਗਿਆ ਹੈ। ਪਰੀਕਰ ਨੇ ਪਾਸਿੰਗ ਆਊਟ ਪਰੇਡ ਤੋਂ ਸਲਾਮੀ ਲਈ ਅਤੇ ਰਾਸ਼ਟਰਪਤੀ ਵੱਲੋਂ 130 ਫਲਾਈਟ ਕੈਡੇਟਾਂ ਨੂੰ ‘ਰਾਸ਼ਟਰਪਤੀ ਕਮਿਸ਼ਨ’ ਦਿੱਤਾ। ਇਨ੍ਹਾਂ ਵਿੱਚ 22 ਮਹਿਲਾਵਾਂ ਸ਼ਾਮਲ ਹਨ, ਜਿਨ੍ਹਾਂ ਨੂੰ ਫਲਾਇੰਗ ਆਫੀਸਰਜ਼ ਵਜੋਂ ਕਮਿਸ਼ਨ ਦਿੱਤਾ ਗਿਆ ਹੈ। -ਪੀਟੀਆਈ

ਪੰਜਾਬ ਦੇ ਸਰਕਾਰੀ ਵਿਭਾਗਾਂ ’ਚ ਨੌਕਰੀਆਂ ਦੀ ‘ਨਿਲਾਮੀ’ ਦਾ ਪਰਛਾਵਾਂ ਬਾਦਲ ਸਰਕਾਰ ਦੀ ਨਵੀਂ ਭਰਤੀ ਮੁਹਿੰਮ ’ਤੇ ਪੈਣ ਲੱਗਾ ਹੈ। ਪਟਵਾਰੀ ਦੀ ਅਸਾਮੀ ਦੀ ਬੋਲੀ 10 ਤੋਂ 12 ਲੱਖ ਰੁਪਏ ਤਕ ਲੱਗਣ ਦੇ ਤੱਥ ਸਾਹਮਣੇ ਆਉਣ ਬਾਅਦ ਮਾਲ ਵਿਭਾਗ ਨੇ ਪਟਵਾਰੀਆਂ ਦੀ ਭਰਤੀ ਪ੍ਰਕਿਰਿਆ ਰੱਦ ਕਰਨ ਦਾ ਫੈ਼ਸਲਾ ਕੀਤਾ ਹੈ। ਵਿਜੀਲੈਂਸ ਵਿਭਾਗ ਦੇ ਸਕੱਤਰ ਵਿਵੇਕ ਪ੍ਰਤਾਪ ਸਿੰਘ ਦੀ ਪ੍ਰਧਾਨਗੀ ਹੇਠ ਹੋਈ ਮੀਟਿੰਗ ਦੌਰਾਨ ਪਟਵਾਰੀਆਂ ਦੀ ਭਰਤੀ ਦਾ ਮਾਮਲਾ ਵਿਚਾਰਿਆ ਗਿਆ, ਜਿਸ ’ਚ ਹਾਜ਼ਰ ਵਿਜੀਲੈਂਸ ਬਿਓਰੋ ਦੇ ਅਧਿਕਾਰੀਆਂ ਨੇ ਦੱਸਿਆ ਕਿ ਪਟਵਾਰੀ ਦੀ ਅਸਾਮੀ ਲਈ ਵੀ ਕਈ ਉਮੀਦਵਾਰਾਂ ਵੱਲੋਂ ਸੌਦੇਬਾਜ਼ੀ ਕਰਨ ਦੇ ਤੱਥ ਸਾਹਮਣੇ ਆਏ ਹਨ। ਵਧੀਕ ਮੁੱਖ ਸਕੱਤਰ (ਮਾਲ) ਕੇ.ਬੀ.ਐਸ. ਸਿੱਧੂ ਨੇ ਵਿਜੀਲੈਂਸ ਵਿਭਾਗ ਨੂੰ ਰਿਪੋਰਟ ਦੇਣ ਲਈ ਕਿਹਾ ਹੈ। ਵਿਜੀਲੈਂਸ ਸਕੱਤਰ ਨੇ ਭਰਤੀ ਪ੍ਰਕਿਰਿਆ ਰੱਦ ਕੀਤੇ ਜਾਣ ਦੇ ਫੈਸਲੇ ਦੀ ਪੁਸ਼ਟੀ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਸਰਕਾਰ ਦੇ ਫੈਸਲੇ ਮੁਤਾਬਕ ਜਿਸ ਵੀ ਭਰਤੀ ਵਿੱਚ ਪੈਸਾ ਚੱਲਣ ਦੇ ਠੋਸ ਸਬੂਤ ਮਿਲਦੇ ਹਨ ਉਹ ਭਰਤੀ ਪ੍ਰਕਿਰਿਆ ਮੁੜ ਆਰੰਭੀ ਜਾਵੇਗੀ।
ਪੰਜਾਬ ਦੇ ਮਾਲ ਵਿਭਾਗ ਵੱਲੋਂ 1230 ਪਟਵਾਰੀ ਭਰਤੀ ਕਰਨ ਦਾ ਕੰਮ ਪੰਜਾਬ ਯੂਨੀਵਰਸਿਟੀ ਚੰਡੀਗੜ੍ਹ ਨੂੰ ਸੌਂਪਿਆ ਗਿਆ ਸੀ। ਯੂਨੀਵਰਸਿਟੀ ਵੱਲੋਂ ਮੁਢਲੀ ਪ੍ਰੀਖਿਆ ਲੈ ਲਈ ਸੀ ਤੇ ਇਸ ਪ੍ਰੀਖਿਆ ’ਚ 10 ਹਜ਼ਾਰ ਉਮੀਦਵਾਰਾਂ ਦੀ ਮੁੱਖ ਪ੍ਰੀਖਿਆ ਲਈ ਛਾਂਟੀ ਵੀ ਕਰ ਲਈ ਸੀ। ਸਥਾਨਕ ਸਰਕਾਰਾਂ, ਪਨਸਪ ਅਤੇ ਪੂਡਾ ’ਚ ਨੌਕਰੀਆਂ ਦੀ ਨਿਲਾਮੀ ਦੇ ਮਾਮਲੇ ਸਾਹਮਣੇ ਆਉਣ ਬਾਅਦ ਮਾਲ ਵਿਭਾਗ ਨੇ ਜਦੋਂ ਪਟਵਾਰੀਆਂ ਦੀ ਭਰਤੀ ’ਚ ‘ਨਿਲਾਮੀ’ ਬਾਰੇ ਤੱਥ ਜਾਣਨੇ ਚਾਹੇ ਤਾਂ ਅਧਿਕਾਰੀ ਹੈਰਾਨ ਰਹਿ ਗਏ। ਸੂਤਰਾਂ ਮੁਤਾਬਕ ਵਿਜੀਲੈਂਸ ਅਧਿਕਾਰੀਆਂ ਨੇ ਦੱਸਿਆ ਕਿ ਨੌਕਰੀ ਘੁਟਾਲੇ ’ਚ ਗ੍ਰਿਫਤਾਰ ਕੀਤੇ ਵਿਅਕਤੀਆਂ ਨੇ ਪੁੱਛ ਪੜਤਾਲ ਦੌਰਾਨ ਮੰਨਿਆ ਕਿ ਪਟਵਾਰੀਆਂ ਦੀ ਭਰਤੀ ਦੌਰਾਨ ਨੌਕਰੀਆਂ ਦੀ ਖੁੱਲ੍ਹ ਕੇ ਬੋਲੀ ਲੱਗੀ ਅਤੇ ਉਮੀਦਵਾਰਾਂ ਨੇ 10 ਤੋਂ 15 ਲੱਖ ਤਕ ਦੇ ਸੌਦੇ ਕੀਤੇ। ਪਰਦੀਪ ਸਿੰਘ ਨਾਮੀ ਵਿਅਕਤੀ ਨੇ ਤਾਂ ਇਕਬਾਲ ਕੀਤਾ ਹੈ ਕਿ 10 ਤੋਂ ਜ਼ਿਆਦਾ ਉਮੀਦਵਾਰਾਂ ਤੋਂ 1-1 ਲੱਖ ਰੁਪਏ ਪੇਸ਼ਗੀ ਵਜੋਂ ਲਏ ਜਾ ਚੁੱਕੇ ਹਨ ਤੇ ਬਾਕੀ ਦੀ ਰਕਮ ਭਰਤੀ ਪ੍ਰਕਿਰਿਆ ਮੁਕੰਮਲ ਹੋਣ ਬਾਅਦ ਲਈ ਜਾਣੀ ਸੀ। ਅਧਿਕਾਰੀਆਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਇਹ ਤੱਥ ਸਿਰਫ਼ ਇੱਕੋ ਵਿਅਕਤੀ ਦੀ ਤਫ਼ਤੀਸ਼ ਦੌਰਾਨ ਸਾਹਮਣੇ ਆਏ ਹਨ।
ਵਿਜੀਲੈਂਸ ਵਿਭਾਗ ਨੇ ‘ਪੰਜਾਬ ਯੂਨੀਵਰਸਿਟੀ’ ਦੀ ਥਾਂ ਕਿਸੇ ਹੋਰ ਯੂਨੀਵਰਸਿਟੀ ਜਾਂ ਸੰਸਥਾ ਰਾਹੀਂ ਭਰਤੀ ਕਰਾਉਣ ਲਈ ਕਿਹਾ ਹੈ। ਪਟਵਾਰੀਆਂ ਦੀ ਭਰਤੀ ਪ੍ਰਕਿਰਿਆ ਰੱਦ ਹੋਣ ਤੋਂ ਸਪੱਸ਼ਟ ਹੋ ਗਿਆ ਹੈ ਕਿ ਨੌਕਰੀ ਘੁਟਾਲੇ ਦਾ ਅਸਰ ਬਾਦਲ ਸਰਕਾਰ ਦੀ ਨਵੀਂ ਭਰਤੀ ਪ੍ਰਕਿਰਿਆ ’ਤੇ ਵੀ ਪੈਣ ਲੱਗਾ ਹੈ। ਸਰਕਾਰ ਵੱਲੋਂ ਚੋਣਾਂ ਤੋਂ ਪਹਿਲਾਂ ਸਵਾ ਲੱਖ ਨੌਜਵਾਨਾਂ ਨੂੰ ਨੌਕਰੀਆਂ ਦੇਣ ਦੀ ਯੋਜਨਾ ਬਣਾਈ ਗਈ ਹੈ।

ਪੰਜਾਬ ਦੇ ਸਰਕਾਰੀ ਵਿਭਾਗਾਂ ’ਚ ਨੌਕਰੀਆਂ ਦੀ ‘ਨਿਲਾਮੀ’ ਦਾ ਪਰਛਾਵਾਂ ਬਾਦਲ ਸਰਕਾਰ ਦੀ ਨਵੀਂ ਭਰਤੀ ਮੁਹਿੰਮ ’ਤੇ ਪੈਣ ਲੱਗਾ ਹੈ। ਪਟਵਾਰੀ ਦੀ ਅਸਾਮੀ ਦੀ ਬੋਲੀ 10 ਤੋਂ 12 ਲੱਖ ਰੁਪਏ ਤਕ ਲੱਗਣ ਦੇ ਤੱਥ ਸਾਹਮਣੇ ਆਉਣ ਬਾਅਦ ਮਾਲ ਵਿਭਾਗ ਨੇ ਪਟਵਾਰੀਆਂ ਦੀ ਭਰਤੀ ਪ੍ਰਕਿਰਿਆ ਰੱਦ ਕਰਨ ਦਾ ਫੈ਼ਸਲਾ ਕੀਤਾ ਹੈ। ਵਿਜੀਲੈਂਸ ਵਿਭਾਗ ਦੇ ਸਕੱਤਰ ਵਿਵੇਕ ਪ੍ਰਤਾਪ ਸਿੰਘ ਦੀ ਪ੍ਰਧਾਨਗੀ ਹੇਠ ਹੋਈ ਮੀਟਿੰਗ ਦੌਰਾਨ ਪਟਵਾਰੀਆਂ ਦੀ ਭਰਤੀ ਦਾ ਮਾਮਲਾ ਵਿਚਾਰਿਆ ਗਿਆ, ਜਿਸ ’ਚ ਹਾਜ਼ਰ ਵਿਜੀਲੈਂਸ ਬਿਓਰੋ ਦੇ ਅਧਿਕਾਰੀਆਂ ਨੇ ਦੱਸਿਆ ਕਿ ਪਟਵਾਰੀ ਦੀ ਅਸਾਮੀ ਲਈ ਵੀ ਕਈ ਉਮੀਦਵਾਰਾਂ ਵੱਲੋਂ ਸੌਦੇਬਾਜ਼ੀ ਕਰਨ ਦੇ ਤੱਥ ਸਾਹਮਣੇ ਆਏ ਹਨ। ਵਧੀਕ ਮੁੱਖ ਸਕੱਤਰ (ਮਾਲ) ਕੇ.ਬੀ.ਐਸ. ਸਿੱਧੂ ਨੇ ਵਿਜੀਲੈਂਸ ਵਿਭਾਗ ਨੂੰ ਰਿਪੋਰਟ ਦੇਣ ਲਈ ਕਿਹਾ ਹੈ। ਵਿਜੀਲੈਂਸ ਸਕੱਤਰ ਨੇ ਭਰਤੀ ਪ੍ਰਕਿਰਿਆ ਰੱਦ ਕੀਤੇ ਜਾਣ ਦੇ ਫੈਸਲੇ ਦੀ ਪੁਸ਼ਟੀ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਸਰਕਾਰ ਦੇ ਫੈਸਲੇ ਮੁਤਾਬਕ ਜਿਸ ਵੀ ਭਰਤੀ ਵਿੱਚ ਪੈਸਾ ਚੱਲਣ ਦੇ ਠੋਸ ਸਬੂਤ ਮਿਲਦੇ ਹਨ ਉਹ ਭਰਤੀ ਪ੍ਰਕਿਰਿਆ ਮੁੜ ਆਰੰਭੀ ਜਾਵੇਗੀ।
ਪੰਜਾਬ ਦੇ ਮਾਲ ਵਿਭਾਗ ਵੱਲੋਂ 1230 ਪਟਵਾਰੀ ਭਰਤੀ ਕਰਨ ਦਾ ਕੰਮ ਪੰਜਾਬ ਯੂਨੀਵਰਸਿਟੀ ਚੰਡੀਗੜ੍ਹ ਨੂੰ ਸੌਂਪਿਆ ਗਿਆ ਸੀ। ਯੂਨੀਵਰਸਿਟੀ ਵੱਲੋਂ ਮੁਢਲੀ ਪ੍ਰੀਖਿਆ ਲੈ ਲਈ ਸੀ ਤੇ ਇਸ ਪ੍ਰੀਖਿਆ ’ਚ 10 ਹਜ਼ਾਰ ਉਮੀਦਵਾਰਾਂ ਦੀ ਮੁੱਖ ਪ੍ਰੀਖਿਆ ਲਈ ਛਾਂਟੀ ਵੀ ਕਰ ਲਈ ਸੀ। ਸਥਾਨਕ ਸਰਕਾਰਾਂ, ਪਨਸਪ ਅਤੇ ਪੂਡਾ ’ਚ ਨੌਕਰੀਆਂ ਦੀ ਨਿਲਾਮੀ ਦੇ ਮਾਮਲੇ ਸਾਹਮਣੇ ਆਉਣ ਬਾਅਦ ਮਾਲ ਵਿਭਾਗ ਨੇ ਜਦੋਂ ਪਟਵਾਰੀਆਂ ਦੀ ਭਰਤੀ ’ਚ ‘ਨਿਲਾਮੀ’ ਬਾਰੇ ਤੱਥ ਜਾਣਨੇ ਚਾਹੇ ਤਾਂ ਅਧਿਕਾਰੀ ਹੈਰਾਨ ਰਹਿ ਗਏ। ਸੂਤਰਾਂ ਮੁਤਾਬਕ ਵਿਜੀਲੈਂਸ ਅਧਿਕਾਰੀਆਂ ਨੇ ਦੱਸਿਆ ਕਿ ਨੌਕਰੀ ਘੁਟਾਲੇ ’ਚ ਗ੍ਰਿਫਤਾਰ ਕੀਤੇ ਵਿਅਕਤੀਆਂ ਨੇ ਪੁੱਛ ਪੜਤਾਲ ਦੌਰਾਨ ਮੰਨਿਆ ਕਿ ਪਟਵਾਰੀਆਂ ਦੀ ਭਰਤੀ ਦੌਰਾਨ ਨੌਕਰੀਆਂ ਦੀ ਖੁੱਲ੍ਹ ਕੇ ਬੋਲੀ ਲੱਗੀ ਅਤੇ ਉਮੀਦਵਾਰਾਂ ਨੇ 10 ਤੋਂ 15 ਲੱਖ ਤਕ ਦੇ ਸੌਦੇ ਕੀਤੇ। ਪਰਦੀਪ ਸਿੰਘ ਨਾਮੀ ਵਿਅਕਤੀ ਨੇ ਤਾਂ ਇਕਬਾਲ ਕੀਤਾ ਹੈ ਕਿ 10 ਤੋਂ ਜ਼ਿਆਦਾ ਉਮੀਦਵਾਰਾਂ ਤੋਂ 1-1 ਲੱਖ ਰੁਪਏ ਪੇਸ਼ਗੀ ਵਜੋਂ ਲਏ ਜਾ ਚੁੱਕੇ ਹਨ ਤੇ ਬਾਕੀ ਦੀ ਰਕਮ ਭਰਤੀ ਪ੍ਰਕਿਰਿਆ ਮੁਕੰਮਲ ਹੋਣ ਬਾਅਦ ਲਈ ਜਾਣੀ ਸੀ। ਅਧਿਕਾਰੀਆਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਇਹ ਤੱਥ ਸਿਰਫ਼ ਇੱਕੋ ਵਿਅਕਤੀ ਦੀ ਤਫ਼ਤੀਸ਼ ਦੌਰਾਨ ਸਾਹਮਣੇ ਆਏ ਹਨ।
ਵਿਜੀਲੈਂਸ ਵਿਭਾਗ ਨੇ ‘ਪੰਜਾਬ ਯੂਨੀਵਰਸਿਟੀ’ ਦੀ ਥਾਂ ਕਿਸੇ ਹੋਰ ਯੂਨੀਵਰਸਿਟੀ ਜਾਂ ਸੰਸਥਾ ਰਾਹੀਂ ਭਰਤੀ ਕਰਾਉਣ ਲਈ ਕਿਹਾ ਹੈ। ਪਟਵਾਰੀਆਂ ਦੀ ਭਰਤੀ ਪ੍ਰਕਿਰਿਆ ਰੱਦ ਹੋਣ ਤੋਂ ਸਪੱਸ਼ਟ ਹੋ ਗਿਆ ਹੈ ਕਿ ਨੌਕਰੀ ਘੁਟਾਲੇ ਦਾ ਅਸਰ ਬਾਦਲ ਸਰਕਾਰ ਦੀ ਨਵੀਂ ਭਰਤੀ ਪ੍ਰਕਿਰਿਆ ’ਤੇ ਵੀ ਪੈਣ ਲੱਗਾ ਹੈ। ਸਰਕਾਰ ਵੱਲੋਂ ਚੋਣਾਂ ਤੋਂ ਪਹਿਲਾਂ ਸਵਾ ਲੱਖ ਨੌਜਵਾਨਾਂ ਨੂੰ ਨੌਕਰੀਆਂ ਦੇਣ ਦੀ ਯੋਜਨਾ ਬਣਾਈ ਗਈ ਹੈ।

BATHINDA: Interacting with farmers during the Coffee with Captain here on Saturday, Punjab Congress chief Capt Amarinder Singh assured them of working for their betterment, if voted to power in the upcoming assembly polls in the state.
The former chief minister also promised to lower the power tariff to `4 per unit for all domestic consumers by applying a cess on the national grid price besides continuing to provide free electricity to farmers to run their tubewells.
Lashing out at the Punjab government, Captain said: “They have destroyed all that I had created. I had done the ground work for creating 20 lakh jobs, but Akalis brought it to naught on coming to power. Captain alleged several profarmer projects started by the Congress government under his leadership were stopped midway by the SAD-BJP government. He also spoke in support of the Swaminathan Commission report and said his government will ensure the implementation of its recommendations.
Promising there will be no farmer suicide under his regime, the Punjab Congress chief said all farm debts will be waived and the government will ensure that land of debtridden farmers is not auctioned. He also promised to help small farmers through cooperative banks and make special policies for them, including subsidy on pesticides. Stressing the importance of crop diversification, Amarinder Singh encouraged farmers to grow crops other than rice and wheat as well.
Farmers from across the region along with agricultural experts and scientists attended the interactive session that was organised by members of the Indian Political Action Committee (I-PAC). Previously, similar events were also organised in Patiala, Ludhiana, Amritsar and Chandigarh, where youth had interacted with Captain. One such programme was held with ex-servicemen in Pathankot.
Akali-backed dealers made `50 crore in Hoshiarpur village

JALANDHAR: Land sharks backed by Akali leaders raked in the moolah by purchasing notified land from the farmers at throwaway prices and then getting huge compensation from the government for the land acquired for the Jalandhar-Chintpurni national highway.

Akali councillor and realtor Harpinder Singh Gill got a compensation of around `31 crore for the 442 marla barren land in the village which he purchased 10 days before the acquisition. Documents reveal that the land was shown as a residential colony.
Gill’s family members, including his son, mother, wife, brother, sister-in-law and niece, got a compensation of `5 crore for another piece of land as they were shown owners of the property.
Gill, cooperative bank chairman Satwinder Pal Singh Dhatt and Hoshiarpur market committee chairman Avtar Singh Johal are among the Akali leaders who got the land registered in their names to get compensation running into crores.
Records available with the RTI activist reveal that higher compensation was given to Akali leaders and land sharks in villages under the Naloian revenue circle and Singdiwala.
Market committee chairman Johal was given a compensation of `3.24 crore for 25 marlas of land at Singdiwala village, situated on the outskirts of Hoshiapur, whereas a farmer of Piplanwala village got a meagre compensation of `35,000 per marla for his agriculture land situated on the main road.
“As we were not getting full compensation for our land, patwari Parminder Singh conveyed through a friend that if we want to get handsome amount for the land for which we were yet to be paid, we should sell it to them (land sharks),” said a farmer, wishing not to be named.

Four teachers were admitted to the Bathinda civil hospital. Demanding jobs, Teachers Eligibility Test (TET)-pass teachers are protesting atop a water tank for the past more than three weeks. On June 11 too, cops had rained lathis on the protesters who had blocked the Bathinda-Mansa road.
After the lathi-charge, a protesting woman teacher tried to immolate herself, but was rescued by her colleagues. She has received burn injuries on her arm.The protest took an ugly turn when teachers started marching towards Badal village to join dharna of Punjab Congress chief Captain Amarinder Singh, who was in Lambi.
Cops cordoned off the village and did not allow teachers to leave the place following which protesters blocked the Bathinda-Badal road near Nandgarh village. Police used force to disperse the protesters to clear way for Amarinder’s cavalcade.
Nandgarh police station incharge Yadwinder Singh said they first tried to convince the teachers to lift their protest, but the latter did not budge.
“The action was taken to clear route for the VVIP’s visit. The cavalcade of union minister for food processing Harsimrat Kaur Badal too had to pass through the road,’’ SHO said.
Condemning police action, Kamal Thakur of jobless teachers’ union said they were peacefully marching towards Lambi when a police party overpowered them.He, however, said local authorities have fixed their meeting with deputy chief minister Sukhbir Singh Badal and education minister Daljeet Singh Cheema in Chandigarh on June 21.
Cong workers give flowers to Udta Punjab viewers in Ludhiana
LUDHIANA: If you catch a show of Udta Punjab in a city theatre, don’t be surprised if you’re handed a flower. In a move that surprised many, members of the Indian National Trade Union Congress (INTUC) did just that a day after Shiv Sena Punjab and Hindu Morcha Punjab raised slogans against the film outside malls on its release day. However, INTUC members came out in favour of the controversial Bollywood flick handing flowers to those who came to watch the film on Saturday.
They reached a multiplex in the morning and asked visitors whether they had come to watch the movie. They handed a flower to those who responded in the affirmative.Pardeep Aggarwal, INTUC district president, said there was a hue and cry over the release of the film as the SADBJP government was afraid that it would expose the state of affairs here.
“People must know that what is depicted in the movie is the actual scenario in the state. We gave them flowers because people should be appreciated for watching the movie even after it was painted as being an antiPunjab film,” said Aggarwal.
