ਲੁਧਿਆਣਾ, 16 ਜੁਲਾਈ (ਜਸਵੀਰ ਸਿੰਘ) : ਪੰਜਾਬ ਕਾਂਗਰਸ 2017 ਵਿਧਾਨ ਸਭਾ ਚੋਣਾਂ 'ਚ 90 ਤੋਂ ਵੱਧ ਸੀਟਾਂ ਜਿੱਤ 'ਤੇ ਸੂਬੇ 'ਚ ਅਗਲੀ ਸਰਕਾਰ ਬਣਾਏਗੀ। ਅੱਜ ਕੁਲਵੰਤ ਸਿੰਘ ਸਿੱਧੂ ਦੇ ਘਰ ਪਹੁੰਚੀ ਸੀਨੀਅਰ ਕਾਂਗਰਸੀ ਆਗੂ ਤੇ ਸਾਬਕਾ ਮੁੱਖ ਮੰਤਰੀ ਬੀਬੀ ਰਜਿੰਦਰ ਕੌਰ ਭੱਠਲ ਨੇ ਆਉਂਦੀਆਂ ਚੋਣਾਂ ਨੂੰ ਲੈ ਕੇ ਪਾਰਟੀ ਦੀਆਂ ਤਿਆਰੀਆਂ 'ਤੇ ਪ੍ਰਤੀਕ੍ਰਿਆ ਜ਼ਾਹਿਰ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਲੋਕ ਆਪਣਾ ਮਨ ਬਣਾ ਚੁੱਕੇ ਹਨ ਅਤੇ ਉਹ ਆਪ ਤੇ ਅਕਾਲੀ ਭਾਜਪਾ ਗਠਜੋੜ ਨੂੰ ਬਾਹਰ ਦਾ ਰਸਤਾ ਦਿਖਾ ਦੇਣਗੇ। 
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਦੀ ਲੀਡਰਸ਼ਿਪ ਹੇਠ ਕਾਂਗਰਸ ਪਾਰਟੀ ਇਕਜੁਟ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਕਾਂਗਰਸ ਪਾਰਟੀ ਹੀ ਇਕ ਅਜਿਹਾ ਵਿਕਲਪ ਹੈ, ਜਿਹੜੀ ਪੰਜਾਬ ਨੂੰ ਮੁੜ ਤੋਂ ਤਰੱਕੀ ਦੀ ਰਾਹ 'ਤੇ ਲੈ ਜਾ ਸਕਦੀ ਹੈ। ਇਸ ਮੌਕੇ ਅਕਾਲੀ ਦਲ-ਭਾਜਪਾ ਗਠਜੋੜ ਸਰਕਾਰ 'ਤੇ ਹਮਲਾ ਬੋਲਦਿਆਂ ਭੱਠਲ ਨੇ ਕਿਹਾ ਕਿ ਅਕਾਲੀਆਂ ਨੇ ਸੂਬੇ ਨੂੰ ਵਿੱਤੀ ਪੱਧਰ 'ਤੇ ਤਬਾਹ ਕਰ ਦਿਤਾ ਹੈ। ਸੂਬਾ ਕੰਗਾਲ ਹੋ ਚੁੱਕਾ ਹੈ, ਲੇਕਿਨ ਸਿਰਫ ਬਾਦਲ ਤੇ ਉਨ੍ਹਾਂ ਦੇ ਰਿਸ਼ਤੇਦਾਰਾਂ ਦੀਆਂ ਜਾਇਦਾਦਾਂ ਕਈ ਗੁਣਾ ਵੱਧੀਆਂ ਹਨ। ਇਹੋ ਕਾਰਨ ਹੈ ਕਿ ਬਾਦਲ ਅਮੀਰ ਤੋਂ ਅਮੀਰ ਹੁੰਦੇ ਜਾ ਰਹੇ ਹਨ ਅਤੇ ਪੰਜਾਬ ਦੀ ਵਿੱਤੀ ਹਾਲਤ ਵਿਗੜਦੀ ਜਾ ਰਹੀ ਹੈ। ਇਨ੍ਹਾਂ ਨੇ ਟਰਾਂਸਪੋਰਟ, ਕੇਬਲ, ਸ਼ਰਾਬ, ਰੇਤ ਆਦਿ ਦੇ ਬਿਜਨੇਸ 'ਤੇ ਏਕਾਧਿਕਾਰ ਕਾਇਮ ਕਰ ਲਿਆ ਹੈ। 
ਅੱਜ ਸੂਬੇ 'ਚ ਪੂਰੀ ਤਰ੍ਹਾਂ ਗੁੰਡਾਰਾਜ ਕਾਇਮ ਹੈ ਅਤੇ ਕਾਨੂੰਨ ਤੇ ਵਿਵਸਥਾ ਨਾਂਮ ਦੀ ਕੋਈ ਚੀਜ਼ ਨਹੀਂ ਨਜ਼ਰ ਆਉਂਦੀ ਹੈ। ਪੁਲਿਸ ਅਕਾਲੀ ਹਲਕਾ ਇੰਚਾਰਜ਼ਾਂ ਦੇ ਇਸ਼ਾਰਿਆਂ 'ਤੇ ਕੰਮ ਕਰ ਰਹੀ ਹੈ ਅਤੇ ਰੋਜ਼ਾਨਾ ਬੇਕਸੂਰ ਕਾਂਗਰਸੀਆਂ 'ਤੇ ਅੱਤਿਆਚਾਰ ਕੀਤੇ ਜਾ ਰਹੇ ਹਨ। 
ਬੀਬੀ ਭੱਠਲ ਨੇ ਆਪ ਨੂੰ ਨਿਸ਼ਾਨੇ 'ਤੇ ਲੈਂਦਿਆਂ ਕਿਹਾ ਕਿ ਇਹ ਨਕਾਰੇ ਹੋਏ ਆਗੂਆਂ ਦਾ ਸਮੂਹ ਹੈ, ਜਿਨ੍ਹਾਂ ਨੂੰ ਆਪ ਵਜੋਂ ਆਪਣੀ ਸਿਆਸਤ ਦਾ ਇਕ ਮੰਚ ਮਿੱਲ ਗਿਆ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਸਵਾਲ ਕੀਤਾ ਕਿ ਇਨ੍ਹਾਂ 'ਚ ਕਿਹੜਾ ਆਮ ਆਦਮੀ ਹੈ? ਹਰ ਕੋਈ ਇਥੇ ਕਰੋੜਾਂ ਦਾ ਮਾਲਕ ਹੈ। 
ਇਸਦੇ ਆਗੂਆਂ ਨੂੰ ਪੰਜਾਬ ਦੇ ਲੋਕਾਂ ਦੀਆਂ ਮੂਲ ਭਾਵਨਾਵਾਂ ਬਾਰੇ ਕੁਝ ਵੀ ਪਤਾ ਨਹੀਂ ਹੈ। ਜਿਹੜੇ ਆਪਣਾ ਯੂਥ ਮੈਨਿਫੈਸਟੋ ਰਿਲੀਜ਼ ਕਰਨ ਮੌਕੇ ਪਹਿਲਾਂ ਹੀ ਲੋਕਾਂ ਦੀਆਂ ਭਾਵਨਾਵਾਂ ਨੂੰ ਠੇਸ ਪਹੁੰਚਾ ਚੁੱਕੇ ਹਨ ਤੇ ਹੁਣ ਲੋਕਾਂ ਕੋਲੋਂ ਮੁਆਫੀਆਂ ਮੰਗਦੇ ਫਿਰਦੇ ਹਨ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਜਦੋਂ ਇਸਦੇ ਆਗੂ ਲੋਕਾਂ ਦੀਆਂ ਭਾਵਨਾਵਾਂ ਨੂੰ ਧਿਆਨ 'ਚ ਰੱਖ ਕੇ ਯੂਥ ਮੈਨਿਫੈਸਟੋ ਨਹੀਂ ਬਣਾ ਸਕਦੇ, ਤਾਂ ਇਹ ਸੂਬੇ ਦਾ ਸ਼ਾਸਨ ਕਿਵੇਂ ਚਲਾਉਣਗੇ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਦੇ ਵੋਟਰ ਬਹੁਤ ਸਮਝਦਾਰ ਹਨ ਤੇ ਉਹ ਇਨ੍ਹਾਂ ਨੂੰ ਬਾਹਰ ਦਾ ਰਸਤਾ ਦਿਖਾ ਦੇਣਗੇ। -

ਚੰਡੀਗੜ੍ਹ, 16 ਜੁਲਾਈ (ਨੀਲ ਭਲਿੰਦਰ ਸਿੰਘ) : ਪੰਜਾਬ ਕਾਂਗਰਸ ਦੇ ਪ੍ਰਧਾਨ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਕਿਹਾ ਹੈ ਕਿ ਪਾਰਟੀ 2017 ਵਿਧਾਨ ਸਭਾ ਚੋਣਾਂ 'ਚ 35 ਸੀਟਾਂ ਨੌਜਵਾਨਾਂ ਨੂੰ ਦੇਵੇਗੀ।  ਅਮਰਿੰਦਰ  ਨੇ ਅੱਜ ਇਥੇ ਯੂਥ ਆਰਗੇਨਾਈਜੇਸ਼ਨ ਆਫ ਇੰਡੀਆ (ਵਾਈ.ਓ.ਆਈ.) ਦੇ ਆਪ ਨਾਲ ਸਬੰਧਤ ਦੱਸੇ ਜਾਂਦੇ ਵੱਡੀ ਗਿਣਤੀ ਨੌਜਵਾਨਾਂ ਨੂੰ  ਕਾਂਗਰਸ ਵਿਚ  ਸ਼ਾਮਲ ਕਰਵਾਉਣ ਮੌਕੇ ਇਹ ਐਲਾਨ ਕੀਤਾ।  
ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਕਿਹਾ ਕਿ ਇਸ ਵਾਰ ਕਾਂਗਰਸ ਮੀਤ ਪ੍ਰਧਾਨ ਰਾਹੁਲ ਗਾਂਧੀ ਵੱਲੋਂ ਇਹ ਸੁਝਾਅ ਦਿੱਤਾ ਗਿਆ ਸੀ। ਉਨ੍ਹਾਂ ਨੇ ਇਸ ਦੌਰਾਨ ਇਹ ਵੀ ਸਪੱਸ਼ਟ ਕੀਤਾ ਕਿ ਨੌਜ਼ਵਾਨਾਂ ਨੂੰ ਨੁਮਾਇੰਦਗੀ ਪਾਰਟੀ ਪ੍ਰਤੀ ਉਨ੍ਹਾਂ ਦੀ ਮਿਹਨਤ ਤੇ ਯੋਗਦਾਨ ਦੇ ਅਧਾਰ 'ਤੇ ਦਿੱਤੀ ਜਾਵੇਗੀ, ਨਾ ਕਿ ਰਿਸ਼ਤੇਦਾਰੀ ਦੇ ਅਧਾਰ 'ਤੇ। ਇਸ ਦੌਰਾਨ ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਉਨ੍ਹਾਂ ਦੀਆਂ ਆਖਿਰੀ ਚੋਣਾਂ ਹਨ ਅਤੇ ਉਨ੍ਹਾਂ ਦਾ ਇਕੋਮਾਤਰ ਉਦੇਸ਼ ਸਾਰੇ ਪੰਜਾਬੀਆਂ ਦੇ ਚਿਹਰਿਆਂ 'ਤੇ ਮੁੜ ਤੋਂ ਖੁਸ਼ੀਆਂ ਲਿਆਉਣਾ ਹੈ। 
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਉਨ੍ਹਾਂ ਨੂੰ ਸੁਖਬੀਰ ਬਾਦਲ ਵਾਂਗ ਰਾਜ ਕਰਨ ਲਈ 25 ਸਾਲ ਨਹੀਂ ਚਾਹੀਦੇ ਪੰਜਾਬ 'ਚ ਮੁੜ ਖੁਸ਼ਹਾਲੀ ਲਿਆਉਣ ਖਾਤਿਰ ਉਨ੍ਹਾਂ ਲਈ ਪੰਜ ਸਾਲ ਹੀ ਕਾਫੀ ਹਨ।
ਇਸ ਮੌਕੇ ਤਕਰੀਬਨ 70 ਯੂਥ ਆਗੂ ਕਾਂਗਰਸ ਪਾਰਟੀ ਵਿਚ ਸ਼ਾਮਲ ਹੋਏ। ਇਹ ਯੂਥ  ਆਗੂ ਮਾਲਵਾ ਖੇਤਰ ਦੇ ਵੱਖ-ਵੱਖ ਇਲਾਕਿਆਂ ਨਾਲ ਸਬੰਧਤ ਹਨ। ਕਾਂਗਰਸ ਵਿਚ ਸ਼ਾਮਲ ਹੋਏ ਵਾਈ.ਓ.ਆਈ. ਦੇ ਪ੍ਰਧਾਨ ਰਾਜਵਿੰਦਰ ਸਿੰਘ ਧਨੌਲਾ ਨੇ ਇਸ ਮੌਕੇ ਕਿਹਾ ਕਿ 'ਆਪ' ਤੋਂ ਨਿਰਾਸ਼ ਯੂਥ ਲੀਡਰ ਉਨ੍ਹਾਂ ਨਾਲ ਕਾਫੀ ਸਮੇਂ ਤੋਂ ਸੰਪਰਕ ਵਿਚ ਸਨ ਤੇ ਉਨ੍ਹਾਂ ਨੇ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨਾਲ ਗੱਲਬਾਤ ਕਰਕੇ ਇਨ੍ਹਾਂ ਲੀਡਰਾਂ ਨੂੰ ਕਾਂਗਰਸ ਪਾਰਟੀ ਵਿਚ ਸ਼ਾਮਲ ਕਰਵਾਇਆ ਹੈ । ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਵਾਈ.ਓ.ਆਈ. ਆਉਣ ਵਾਲੇ ਸਮੇਂ ਵਿਚ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੇ ਹੋਰ ਲੀਡਰਾਂ ਨੂੰ ਵੀ ਕਾਂਗਰਸ ਵਿਚ ਸ਼ਾਮਲ ਕਰਵਾਏਗੀ। 
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਮੈਨੀਫੈਸਟੋ ਕਾਂਡ ਵਿਚ ਪਤਾ ਲੱਗ ਗਿਆ ਹੈ ਕਿ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੇ ਲੀਡਰਾਂ ਵਿਚ ਆਪਸ ਵਿਚ ਕਿੰਨੀ ਖਿਚੋਤਾਣ ਹੈ। ਇਸ ਲੜਾਈ ਨਾਲ ਆਪ ਦਿੱਲੀ ਤੇ ਪੰਜਾਬ ਦੀ ਲੀਡਰਸ਼ਿਪ ਦੀ ਲੜਾਈ ਵੀ ਜੱਗ ਜ਼ਾਹਰ ਹੋਈ ਹੈ। ਇਸ ਮੌਕੇ ਨੌਜਵਾਨਾਂ ਨੇ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਦੇ ਸਾਹਮਣੇ ਨੌਜਵਾਨਾਂ ਦੇ ਮਸਲੇ ਵੀ ਰੱਖੇ। ਕੈਪਟਨ ਨੇ ਵਾਈ ਓ ਆਈ ਦੇ ਪ੍ਰਧਾਨ ਰਾਜਵਿੰਦਰ ਧਨੌਲਾ ਨੂੰ ਭਰੋਸਾ ਦਿਵਾਇਆ ਕਿ ਪੰਜਾਬ ਵਿਚ ਕਾਂਗਰਸ  ਸਰਕਾਰ ਬਣਨ 'ਤੇ ਇਹ ਸਾਰੇ ਮਸਲੇ ਹੱਲ ਕੀਤੇ ਜਾਣਗੇ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਉਹ ਸਰਕਾਰ ਬਣਨ 'ਤੇ ਸਭ ਤੋਂ ਪਹਿਲਾਂ ਨਸ਼ੇ ਨੂੰ ਨੱਥ ਪਾਉਣਗੇ ਤਾਂ ਕਿ ਪੰਜਾਬ ਦਾ ਭਵਿੱਖ ਬਚ ਸਕੇ -

ਭਦੌੜ, 13 ਜੁਲਾਈ (ਸੁਖਵਿੰਦਰ ਧਾਲੀਵਾਲ/ਯੋਗੇਸ਼ ਸ਼ਰਮਾ) : ਸਾਬਕਾ ਮੁੱਖ ਮੰਤਰੀ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਕਿਹਾ ਹੈ ਕਿ ਕਾਂਗਰਸ ਦੀ ਸਰਕਾਰ ਬਣਨ 'ਤੇ ਲੋਕਾਂ ਦੀਆਂ ਮੁਸ਼ਕਲਾਂ ਦਾ ਹੱਲ ਪਹਿਲ ਦੇ ਆਧਾਰ 'ਤੇ ਕੀਤਾ ਜਾਵੇਗਾ।
ਕਸਬਾ ਭਦੌੜ ਵਿਖੇ ਕਾਂਗਰਸ ਦੀ ਰੈਲੀ ਦੌਰਾਨ ਲੋਕਾਂ ਦੀਆਂ ਤਕਲੀਫ਼ਾਂ ਸੁਣਦਿਆਂ ਪੰਜਾਬ ਕਾਂਗਰਸ ਪ੍ਰਧਾਨ ਨੇ ਕਿਹਾ ਕਿ ਕਾਂਗਰਸ ਪਾਰਟੀ ਦੇ ਰਾਜ ਦੌਰਾਨ ਬਰਨਾਲਾ ਨੂੰ ਜ਼ਿਲ੍ਹਾ ਬਣਾਇਆ ਗਿਆ ਸੀ ਪਰ ਅੱਜ ਤਕ ਜ਼ਿਲ੍ਹਾ ਬਰਨਾਲਾ ਵਿਚ ਕਈ ਦਫ਼ਤਰ ਹੀ ਨਹੀ ਹਨ ਜਿਨ੍ਹਾਂ ਕਾਰਨ ਲੋਕਾਂ ਨੂੰ ਸੰਗਰੂਰ ਦੇ ਦਫ਼ਤਰਾਂ ਵਿਚ ਧੱਕੇ ਖਾਣੇ ਪੈਦੇ ਹਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਕਸਬਾ ਭਦੌੜ ਨੂੰ ਹੁਣ ਤਕ ਸਬ ਡਵੀਜ਼ਨ ਨਹੀਂ ਬਣਾਇਆ ਗਿਆ। ਕੈਪਟਨ ਨੇ ਕਿਹਾ ਕਿ ਕਾਂਗਰਸ ਦੀ ਸਰਕਾਰ ਬਣਨ ਮਗਰੋਂ ਇਹ ਮਾਮਲੇ ਪਹਿਲ ਦੇ ਆਧਾਰ 'ਤੇ ਹੱਲ ਕੀਤੇ ਜਾਣਗੇ। ਸਹਿਣਾ ਦੇ ਵਸਨੀਕ ਸੁਖਵਿੰਦਰ ਸਿੰਘ ਕਲਕੱਤਾ ਨੇ ਕਿਹਾ ਕਿ ਉਥੇ ਅੱਜ ਤਕ ਕਾਲਜ ਨਹੀਂ ਬਣਿਆ ਤਾਂ ਕੈਪਟਨ ਨੇ ਕਾਲਜ ਬਣਾਉਣ ਦਾ ਭਰੋਸਾ ਦਿਤਾ। ਉਨ੍ਹਾਂ ਪਿੰਡਾਂ ਤੋਂ ਆਏ ਲੋਕਾਂ ਦੀਆਂ ਤਕਲੀਫ਼ਾਂ ਸੁਣੀਆਂ ਅਤੇ ਸ਼ਿਕਾਇਤਾਂ ਦਾ ਹੱਲ ਦੋ ਮਹੀਨਿਆਂ ਦੇ ਅੰਦਰ-ਅੰਦਰ ਕਰਨ ਦਾ ਭਰੋਸਾ ਦਿਤਾ। 
ਇਸ ਮੌਕੇ ਵਿਧਾਇਕ ਕੇਵਲ ਸਿੰਘ ਢਿੱਲੋਂ, ਵਿਧਾਇਕ ਮੁਹੰਮਦ ਸਦੀਕ, ਮੱਖਣ ਸ਼ਰਮਾ, ਅਮਰਜੀਤ ਸਿੰਘ ਤਲਵੰਡੀ, ਜਗਦੀਪ ਸਿੰਘ ਜੱਗੀ, ਵਿਜੈ ਭਦੌੜੀਆ, ਦੀਪਕ ਬਜਾਜ, ਸੁਰਿੰਦਰ ਕੌਰ ਬਾਲੀਆਂ ਵੀ ਮੌਜੂਦ ਸਨ। -

Capt promises 35 tickets to youth

Chandigarh, July 16

Punjab Congress chief Capt Amarinder Singh today announced that 35 of the 117 party tickets in the Assembly elections would be given to the youth.

He was addressing a function organised at Punjab Congress Bhawan to announce the merger of the Youth Organisation of India (YOI) into the Congress.

He said the inclusion of youth had been suggested by Congress vice-president Rahul Gandhi. He also clarified that youth representation would be based on their hard work and contribution to the party and not on any kinship or relationship.

H said the Congress government would ensure “one job to each family”. He said that it would include jobs in both government and private sectors, besides developing entrepreneurship skills and opportunities to them. He told them that this was going to be his last election and his only aim was to see the smile back on the faces of all Punjabis.

Mittal fumes at ‘Akali-only’ posters, warns of snapping ties

Senior BJP leader and Industries Minister Madan Mohan Mittal today lashed out at the Akali Dal for not mentioning the name of his party or its leaders in the hoardings installed in the town for the foundation stone laying function of Bhai Jaita Ji memorial.

The stone will be laid by Chief Minister Parkash Singh Badal on July 18. The hoardings installed by the SC wing of the Akali Dal displayed the pictures of party leaders, including Ropar MLA and Education Minister Daljeet Singh Cheema and Chamkaur Sahib constituency incharge Satwant Kaur Sandhu. None of the BJP leaders, including Mittal, who is Anandpur Sahib MLA, features on the hoardings.

Mittal today raised the issue at a meeting here. He told SAD leaders, including Cabinet ministers Sohan Singh Thandal and Gulzar Singh Ranike and Speaker Charanjit Singh Atwal, who were present on the occasion, that it was deplorable that the picture of the local MLA was missing from the hoardings while that of SAD MLA from Dera Bassi NK Sharma was displayed.

While the Akali leaders were finding it hard to give a valid reason, Mittal said he would prefer not attending the function rather than facing humiliation. He said it showed the event was organised only by the SAD and the BJP had nothing to do with it.

The BJP leader warned of parting ways with the SAD if the latter kept ignoring them. Feigning ignorance about the “lapse”, the Akali leaders requested Mittal to cool down. They said the hoardings were installed by a wing of the party and they would make amends.

Mittal later said after the SAD leaders admitted to the mistake and agreed to do the needful, the issue stood resolved.

Akali MLA’s kin booked for threat call to woman

The Malout police today booked the cousin (maternal uncle’s son) of SAD MLA from Bagha Purana for allegedly using foul language over the phone and threatening to kidnap and rape a woman of Malout two months ago.

The woman (33) had lodged a complaint with the police alleging that she had got phone calls from two mobile numbers on May 16 and 17 from an unidentified caller. He had threatened to kidnap, rape and pour acid on her. He also used foul language for her mother as well.

“On probing at our own level, we identified the caller as Harninder Singh alias Richy Mann, a resident of the neighbouring Abul Khurana village. We have the phone call recordings to substantiate the allegations,” alleged the complainant in her statement to the police.

The woman said that she works at an automobile showroom in Malout town and the accused had come there a number of times to inquire about cars. Sources said that Harninder, in his early forties, had got married a short time ago. At the time of filing of this report, the accused was at large.

Speaking over the phone, Maheshinder Singh, SAD MLA from Bagha Purana said, “Harninder is my cousin, but I never supported anyone in any wrongdoing. Had I supported Harninder, he would not have been booked. If he has done anything wrong, he will face action.”

YAD district ex-chief booked for assault

The Malout police today booked Dinesh Garg ‘Tony’, former district president of the Youth Akali Dal (YAD), his brother and three other persons on the charge of assaulting and intimidating his uncle, Satpal Garg.

Satpal told the police that he had gone to a wedding at a resort on the Bathinda road on July 13 in Malout, where Dinesh, his brother Deepak Garg, gunman Wazir and friends Premi Nagpal and Gurmeet were present.

“Dinesh and the others started arguing with me over a property dispute. He told his gunman to open fire. The latter fired three shots into the air. I somehow escaped and reached home,” he said. A case under sections 336, 342, 506, 148 and 149 of the IPC and 25, 27, 54 and 59 of the Arms Act has been registered. — TNS\

J. Issue a Writ/ Order or Direction in the nature of mandamus to the Union of India directing that all ex-servicemen of the defence services be given benefit of full pre-commissioning service period for pension calculation, regardless of their date of retirement;

K. Issue a Writ/ Order or Direction in the nature of mandamus to the Union of India directing that veterans who have retired as Major after 13 years of service be granted the pension of Lt. Colonel;

L. Issue a Writ/ Order or Direction in the nature of mandamus to the Union of India directing that veterans who retired prior to 2004 as Lt. Colonel be given pension of Colonel;

M. Pass any other or future order(s) as this Hon’ble Court deems fit in the facts and circumstances of the present case.

 Anomalies in   MAJORS  pension

Sir,

          There is lot of  difference  in pension  between pre 1.1.1996 retiree  Majors  having 21 years of commissioned service and who retired on or after 1.1.1996. A pre 1.1.1996 retiree  major having 21 years  of commissioned service  is getting  approx Rs. 23500/= p.m.  as pension, and were as major with same length of service who retired on or after  1.1.1996 is getting  Lt Col pension, because of this there is a difference of approx  Rs. 10,000/= or more and with D.A. this amount  increases  to a double fold.

     In this regard please refer  to SAI  2/S/1998.   The para 5(a)iii  says officers who became substantive major  on or after   1.1.1996 shall be granted the scale of  LtCol……….... hence why not pre 1.1.1996  retiree .   this is a great anomaly in the  OROP sanctioned by the Govt.   I am sure if this is brought  to the  notice of Hon’ble  Defence Minister  he will definitely  react to this and accordingly shell pass instructions. This  point must also  be given to the one man commission, because the judicial  mind will catch this anomaly  very fast and shall pass /give his recommendation accordingly.  For needful  action.

      In this regard also refer  para  11(a) of  circular . no.  555 dated  4.2.2016 issued  with pension table by the  C D A Allahabad,  which clearly says about the payment of  LtCol  pension to Majors having 21 years  of service  as on or after 1.1.1996.

   IMPORTANT  NOTE:---  That  during the time when  SAI  2/S/1998  was notified by the  Govt.  of India  at that time  MAJOR  used to become  substantive after completing  13 years of service ,were as Lt Col  used  to become substantive after completing 21 years of service. But now a Major  becomes  substantive  after completing of  6 years of service and Lt Col  becomes substantive  after completing  only 13 years of service.  Hence with that analogy a major  must be given the pension of  Lt Col after completing 13 years of service  instead  of 21  years of service.
