Eight Punjab cops booked for ‘staging’ Amritsar encounter

Eight police personnel were today booked for the death of Shiromani Akali Dal leader Mukhjit Singh Mukha in a “fake” encounter in June last year. 
  They have been charged under Section 304 of the IPC (culpable homicide not amounting to murder) and will be arrested soon, said Police Commissioner Amar Singh Chahal. A case was registered on the recommendations of a Special Investigating Team (SIT) constituted to probe the murder.
Those booked are Sub-Inspector Ramesh Kumar, in charge of the anti-narcotic cell at that time, ASI Joginder Singh, Head Constables Ranbir Singh, Rajesh Kumar, Jasbir Singh, Sandeep Kumar and Navjot Singh and Constable Satwinderjit Singh. 
Mukha was shot near Mudhal village on June 16, 2015, when a police party was searching for notorious Gurdaspur gangster Jaggu Bhagwanpurian. 
On Sub-Inspector Ramesh Kumar’s statement that the “suspect” had opened fire at the police and had been killed in the retaliatory firing, Mukha was booked for attempt to murder and under the Arms Act.
The killing triggered angry protests by the residents and local politicians and the city police had to suspend its two officers who had led the team that killed Mukha. Also, 10 police personnel were transferred.
The police claimed it was a case of mistaken identity. This was contested by Mukha’s family. A preliminary probe found several chinks in the police story and so did the SIT. 
Forensic teams that visited the “encounter” site said they had found no evidence to suggest that Mukha had fired at the police team.
Gurdwara Singh Sabha has been serving ‘langar’ to 5,000 job aspirants from across region every day

A local gurdwara has been providing food and shelter to thousands of unemployed boys and girls thronging the city in the hope of being recruited by the Haryana Staff Selection Commission. 
  With the authorities making no arrangements for their stay, it is Gurdwara Singh Sabha in Sector 3, located a stone’s throw away from the recruitment site, that has come to their help. The gurdwara has been serving langar to more than 5,000 job seekers ever since the mass recruitment drive was launched in mid-June.
The management committee says 2,500 job aspirants have been accommodated in the shrine’s basement and the parikarma. Anuj Singh from Sikar in Rajasthan, who reached here on Monday with his friend Rajesh, said: “We reached the city two days before the rigorous physical fitness test. We were looking for a lodge when a policeman guided us to the gurdwara. We were pleasantly surprised to see hundreds lodged there.”
For Dinesh Yadav from Pratapgarh in Uttar Pradesh, who had no money to book a hotel, his stay at the gurdwara was more than a pleasant one. “I was touched by their humility,” he said.
President of the gurdwara committee Bir Bahadur Singh said while they had enough space, those sleeping at the adjoining park too were being provided sheets and pillows. He said seven sewadars were working round the clock to provide meals to the lodgers.
Local residents have now persuaded the management of the adjoining Shiv Temple to do likewise. Priest Ramesh Parashar said they had opened the temple hall to 300 persons.
 A volunteer at the gurdwara said devotees were urged to contribute generously and the response was overwhelming. “But it is unfortunate that the MP, MLA and councillors have been indifferent to the gurdwara’s efforts as well as to the plight of job aspirants,” he added.

Apology no good, AAP leader booked for blasphemy

Aam Aadmi Party (AAP) leader Ashish Khetan was booked late last night under Section 295-A of the IPC for allegedly hurting religious sentiments. A complaint was filed by All-India Sikh Students’ Federation president Karnail Singh Peermohammad. Police Commissioner Amar Singh Chehal confirmed the development.
On July 3, Khetan, AAP spokesperson and head of the Delhi Dialogue Commission of the party, had allegedly equated the party’s youth manifesto with Guru Granth Sahib, Bible and Quran to make a commitment towards the youth. Khetan was booked hours after he submitted a public apology for his “unintentional” remarks.
Peermohammad said AAP national convener Arvind Kejriwal should have owned up for this “blunder” and tendered an unconditional apology.
“We had given three days to AAP for submitting the apology, but the way they did it was not acceptable,” he said.
On Quran desecration case, he said: “The accused in the Malerkotla case should be interrogated for their links with political outfits. We demand a CBI probe in the matter.”

Hang me if not satisfied: Khetan

  • Reacting to the FIR lodged against him, Ashish Khetan on Wednesday said the SAD-led government could mete out any punishment to him, including ‘crucifixion’, if not satisfied with his apology. "I had apologised to the people even yesterday with folded hands. People were hurt by something I said. Wahe Guru ji forgives everyone, I never intended to hurt anyone's religious feelings," he said. Akali Dal asks Delhi CM to apologise

  • Chandigarh: The Shiromani Akali Dal (SAD) on Wednesday rejected the apology offered by AAP leader Ashish Khetan for reportedly comparing Guru Granth Sahib with the party’s youth manifesto and said instead AAP convener and Delhi CM Arvind Kejriwal should apologise for it. SAD secretary general Sukhdev Singh Dhindsa said the blasphemy was committed in the presence of Kejriwal during a recent function held in Amritsar. “Kejriwal did not protest against it. Now it is for him to seek an apology from the Sikh sangat and take a strict action against Khetan. This is necessary to assuage the hurt feelings of the Sikh community,” he added. TNS

SGPC, Taksal warn Kejriwal

  • SGPC president Avtar Singh Makkar said AAP leaders should limit their ambitions to the political level only and desist from acts that hurt the sentiments of the Sikh community. Damdami Taksal head Harnam Singh Dhumma said the government should initiate action against AAP convener Arvind Kejriwal in whose presence the act was committed. TNS

Don’t politicise issue: Chhotepur

Accusing the Badals of politicising the sensitive and religious issue, AAP state convener Sucha Singh Chhotepur today said since AAP leader Ashish Khetan had already apologised for his “inadvertent act”, the rival parties should refrain from politicising the matter given the fact that and “the Sikh Panth believes in forgiveness”.
Talking to the media, Chhotepur said it was unfortunate that Khetan compared the party’s youth manifesto with Guru Granth Sahib, but he apologised for it. “The Sikhism believes in forgiveness, but the rival parties are deliberately politicising this issue,” he said.
Earlier offering an apology at a press conference at Khanna yesterday, Khaitan had said he did not mean to disrespect the holy book and was regretful for his act. Leaders had also apologised for publishing the picture of the Golden Temple along with the party's symbol "broom" on their manifesto.
Chhotepur said during the Lok Sabha poll campaign, Cabinet Minister Bikram Majithia desecrated “gurbani” in the praise of Arun Jaitley, but later he submitted an apology and the Sikh Panth pardoned him. Even CM Parkash Singh Badal had committed a “blunder” by terming Jaitley “bahadur” in comparison with Banda Singh Bahadur, Chhotepur said, adding that Punjab Congress president Capt Amarinder Singh had also committed a mistake by taking oath with a “gutka” in his hand, while wearing shoes during his coronation ceremony in Bathinda.

Punjab Congress president Capt Amarinder Singh today asked the Punjab Police as why they were not arresting Delhi AAP MLA Naresh Yadav even after the latter was confronted with facts and evidence by co-accused Vijay Kumar. He also lashed out at AAP for its repeated blasphemous acts.
“It is surprising that the police are not arresting the AAP MLA,” he said, while wondering what made the police to go so soft on the accused despite grave allegations with substantial evidence against him. Or, he asked, there was some subtle understanding between AAP and the ruling Akali-BJP alliance, to disturb peace in the state.
Warning against any laxity in the matter, the PCC president maintained that there was a pattern in the sacrilegious incidents which started with the desecration of Guru Granth Sahib, followed by Gita and now Quran. “There seems to be clear and deliberate design to sabotage peace in Punjab and it must be curbed with iron fist,” he said.
The former CM said not only had AAP hurt the sentiments of people by using the picture of the Golden Temple with their electoral symbol, it had also violated the electoral law. “This is a clear violation of election laws as religious symbols cannot be used for political purposes and campaigns,” he said, while hoping that the Election Commission of India would take serious note of the matter.

Probe AAP role in Bargari case: SAD

Patiala: The Akali Dal has hinted at the likelihood of the AAP's role in the sacrilege of Guru Granth Sahib at Bargari. Anandpur Sahib MP Prem Singh Chandumajra on Wednesday said since one of their MLAs had been named in the sacrilege of Quran, there were chances that AAP leaders were trying to vitiate the state's peaceful atmosphere. The Shiromani Akali Dal (SAD) has started raising the SYL canal issue in the city ahead of the 2017 Assembly elections.
SAD has installed hoardings with the picture of Chief Minister Parkash Singh Badal and his statement given in Vidhan Sabha on the SYL canal.
SAD has tried to portray Parkash Singh Badal as “saviour of water” through these hoardings.
The heading of the hoardings is “Sutluj-Yamuna link canal de khilaf garje Badal”.
Below the heading, a message given by the Chief Minister states, “I assured all Punjabis that to save the water of Punjab, I will give the biggest sacrifice.”
Further, it also states that there is no need to build the SYL canal and it will not be allowed to be built.
Further down, it is written that this statement was given by the Chief Minister Parkash Singh Badal in the Vidhan Sabha on the SYL canal issue on March 18, earlier this year.
Vineet Joshi, media advisor to the Chief Minister, said, “We are not raking up the SYL issue. It is already going on in the Supreme Court. We are just going in public with our stand on the issue.”
“It is our clear stand that we don’t have enough water to share with other states. At the time of the agreement, the situation was different. But now, the scenario has totally changed. We can’t afford to give our water to anyone,” he added.
Congress leader Harminder Singh Jassi said SAD was misleading the people on the SYL issue as the first cheque was received by Parkash Singh Badal from the Haryana government when Devi Lal was the chief minister in Haryana and now, he was shedding crocodile tears.
Jassi said the ruling party was trying to disturb the law and order situation in the state by raking up such issues ahead of elections.
The Congress leader said, “They have NDA government at the centre and they should have gone and taken up the SYL canal issue with the Prime Minister and resolved the matter in the interest of the farmers. But they have always compromised with the interest of the state.”
Congress will not allow the SYL canal to be built at any cost and will fight for the rights of water of Punjab, he added.

State president of Aam Aadmi Party’s (AAP) Ex-servicemen Wing Captain (Retd) Bikramjit Singh here today alleged that both Central and state governments were deliberately trying to defame AAP but people knew about the image of the AAP leaders.
He said both governments were now booking AAP MLA and leaders in wrong cases to tarnish the clean image of their party.
The state president of AAP’s Ex-servicemen Wing claimed that AAP would form the next government in the upcoming elections, which is scheduled to be held in 2017. He also hoped that the ex-servicemen of the state would surely support AAP in the elections and would help them to form the next government.
Bikramjit said, “To associate ex-servicemen with AAP, a special drive is already being organised from June 14 to July 25 in the state. As part of the drive, we are holding meetings with the ex servicemen in all Assembly segments. In the meeting, we are also making them aware about the activities of the party and around 1.25 lakh ex-servicemen are likely to be associated with the party.”
“A list of 1,000 ex-servicemen will be handed over to the party candidates in each 117 Assembly constituencies of the state and ex-serviceman will be deployed at each polling booth, so any attempt of booth capturing or any other illegal activities by other parties can be avoided,” he added.
On being asked about contesting the elections, he said, “We will not ask for a ticket for our wing as it is not the culture of our party, but if party decides to field any ex-servicemen to contest the election, then we would contest and win the seat.”
The AAP leader lashed out at the SAD-BJP government over the drug issue in the state. He alleged that SAD MLAs were friends of drug lords and they were shielding them from the police.
He also alleged that the drug business had drastically gone up during the SAD-BJP rule.
He claimed that after coming to power, AAP would eradicate this drug business from its root which had destroyed the youth of the state.
He also held a meeting with the ex-servicemen today in Bathinda Assembly segment.
Party campaign committee member Buta Singh, Jiwan Singh, Narinderpal Bhagta, Neel Garg and others were also present in the meeting.

How graceful! Grade the Punjab Board

Punjab isn’t Bihar. But Punjab School Education Board appears too giving in scaling up the pass percentage of students. It serves some purpose: the education department doesn’t get a bad name, and status-quoists continue to sit over funds and plans to improve the school education system. 
Before it announced class X and XII final exam results last month, Punjab School Education Board (PSEB) awarded “grace marks” benefiting 54,000 students, who would have failed. For class X, around 40,000 students sailed into “pass” category in one go and around 13,000 in Class XII. The Board was generous with 10 marks for Class X and 3 marks for Class XII. Three marks were also awarded to around 1,300 hearing impaired students in class XII. Over 3.53 lakh students appeared in Class X exam, and 3.18 lakh in class XII. 
The Board’s decision throws up a question: Should such a practice be accepted as a legitimized component of the examination exercise or should it be considered a tool to mask the failures and shortcomings of the state’s education system? 
Dr Tejinder Kaur Dhaliwal, Board chairperson argues: “We must admit that students don’t get equal opportunity to prepare for these exams. They face various problems such as shortage of teachers, and laboratories. Therefore, we give grace marks to benefit those who are just on the edge. While doing so, we keep in mind all these limitations being faced by thousands of students.” 
Several eminent educationists also feel that awarding grace marks is not something that should be criticized. Patiala-based Tarsem Goyal is a retired lecturer, who has spent decades in education department and imparted formal training to primary teachers in state-run education institutes. He says, “What will be the difference in intelligent quotient (IQ) level of two students who have scored 33 % and 32 % marks, respectively? We promote one and retain another. This is not a very healthy practice. Can you bet that the one who scored 32 % will not perform better than the other one in the next class? Various studies have proved that students, who passed on points delivered amazing results in higher standards.” 
There are others who say that such a mechanism not only compromises the education quality, but also hoodwinks citizens as it portrays a fictitious picture of education standards. 
“It is the right of citizens to know as to how many students are not able to meet even minimum standards set up to pass the exam. By giving grace marks, the Board not only promotes ineligible students, but it also hides the shortcomings in our schools. Higher failure figures will invite criticism, but it would also spark a debate on solutions to fix the problems,” said Dr Kuldeep Singh, Assistant Professor, Department of Education, Punjabi University, Patiala.
Dr Kuldeep explains as to why the student who can’t even cross 33 % mark should not be promoted to the next class. “This standard of 33 % was set by the British, who were convinced that an Indian having just one-third knowledge of his curriculum should be considered as eligible for promotion to the next standard. We didn’t revise that. Moreover, when we say that 33 % is the minimum score, it means that even below average student can score this percentage. But those who can’t even meet this target, they shouldn’t be awarded grace marks.” 

Marks & grace

  • In case of class XII, the original pass percentage was 53.76%. After the Board awarded three grace marks, it shot to 72.12%. Similarly, the result outcome improved from 71.62 to 79.94% in class X.
  • PSEB has been awarding grace marks for years. Officials say a grace of eight marks was given in 2014-15 and 15 marks during three academic years from 2012 to 2014
  • Senior PSEB officials say awarding grace marks was not illegal; it is allowed by the provisions of Punjab School Education Board Act.
