CANDLE LIGHT MARCH FOR RELEASE OF POWS:: ON 16 JUL 2016 AT SECTOR 17 PLAZA,CHANDIGARH FROM 7 P.M ONWARDS

   Ex-servicemen and relatives of prisoners of war (PoWs) will take out  a candle march on Saturday at Sector -17 Plaza near fountain on 16 Jul 2016 from 7 p.m onward  to nudge the Centre to take up their case aggressively with Pakistan government and ensure their return.

Capt Channan Singh, who is   spearheading the  procession,along with team of Sanjha Morcha( Ex-Servicemen joint Action front) and other ESM organisations,veterans along with their families and supporters from all walks including students,advocates will take out process as scheduled.

There are 54 PoWs still languishing in various jails of Pakistan and have details and proofs of many of the prisoners lodged in Pakistan jails but the government was not doing enough to bring them back. 

Ex-Servicemen Says 

"We don't need Dawood or Hafiz Saeed, we need our 54 lions who had fought for the nation,"  "if the government didn't listen to them, the United Front of Ex-servicemen  would stop Samjhauta Express, Amritsar-Lahore bus service and also hold a gherao at Pakistan high commission in Delhi".

Baljinder Kaur, daughter of Sepoy Balwinder Singh who is one among the 54 PoWs, says  they wanted to attract the government's attention. She commented, 
 'achhe din' will only come when our dear ones will be released from dingy cells of Pakistan jails.

The report of south Asian human rights commission regarding the PoW of 1971 war in Kot Lakhpat Jail visited by the  human rights team which found the POWS in a Pakistani jail was sent by the South Asian Human Rights Commission with Canada-based Shitaldas Kaler and Amrit Rai Singh as members. 

The duo had gone to Kot Lakhpat Jail in 2003 to visit Sarabjit Singh, an Indian, who had been sentenced to death in Pakistan on spying charges. While the duo was in the jail, its attention was drawn by shouts emanating from a particular barrack of the prison:

“We are 1971 POWS. We have been rotting here for the past 35 years. Please get us out of this hell.”

They then found out that 11 of the POWS were lodged in Kot Lakhpat Jail while some were in other Pakistani jails and many had died. Kaler says:

 “These Indian POWS are living in a miserable condition in Pakistani jails.

Why our Indian  Government does not act.Lets ask the Government to wake up and get them released on humanitarian ground and boost morale of the defence forces

I-T probe malicious propaganda: Capt

Punjab Congress president Capt Amarinder Singh today alleged that the Income-Tax Department had unleashed a malicious campaign to harass and malign him at the behest of Union Finance Minister Arun Jaitley.

Amarinder, while referring to his replies, said he was within his legal rights to defend himself and give the replies in his defence.

“The I-T authorities are deliberately putting up certain queries knowing well that the documents related to these were not in my possession,” he said, while asking, “How can I reply to the queries when I am not in possession of th documents?”

Amarinder said some of the queries had been deliberately framed in the form and manner to harass him and were beyond any logical answer.

Moga: Punjab Congress chief Captain Amarinder Singh said here today that his party, if voted to power, would order a reinvestigation into the Bargari sacrilege case and the Behbal Kalan police firing as he was not satisfied with Justice Zora Singh Commission’s report.

“I believe that the Badals were responsible for sacrilege in Faridkot and Moga districts. An independent inquiry will establish the truth,” he said during his ‘Halke Vich Captain’ programme.

“If the Badals are proven guilty, I will promptly put them in jail,” he added.

“I still have the courage to teach them a lesson, but the people of Punjab need to vote for the Congress so as to end the Akalis’ misrule,” Capt said.

He asked Chief Minister Parkash Singh Badal to seek a guarantee from Prime Minister Narendra Modi that the state’s entire paddy yield would be procured. Amarinder told the farmers to be ready for a long struggle to save Punjab’s waters in case the Supreme Court decided in Haryana’s favour.

Akali Dal in tacit pact with Centre on SYL: Jakhar

The state Congress today said the Akalis were not blaming its alliance partner BJP for “compromising the interests of the state” on the issue of the SYL canal.

Launching a scathing attack on the Akalis, Sunil Jakhar, PPCC chief spokesman, said the issue which could have been resolved through dialogue with the central BJP leadership was blown out of proportion to create fear and anxiety among the people.

Chief Minister Parkash Singh Badal must explain whether the Akalis had entered into some issue-based agreement with the BJP at the Centre on the matter, he said.

He said on March 1, the Punjab Cabinet had decided that the SAD-BJP would approach PM Narendra Modi. “But so far, the matter has not been taken up with the Centre. Instead, Badal is calling upon the people to be ready to make sacrifices to save the state’s river waters,” he added.

In a memorandum to Badal, Jakhar said the CM should come forward to sacrifice himself for the sake of Punjab. Jakhar said he would sit on a dharna the day any order was passed to restore the SYL canal.

Chief Minister Parkash Singh Badal today said both Congress and AAP were misleading voters in the false hope of forming government in the state.

He said: “I request people to check the antecedents of any political leader who seeks vote from them.”

Interacting with the media on the sidelines of his Sangat Darshan programme in Garhshankar, he termed Delhi CM Arvind Kejriwal and Punjab Congress chief Capt Amarinder Singh as “chronic non-performers”.

The Chief Minister said both leaders had failed in discharging their duty towards public. While the AAP government in Delhi was a total failure, Amarinder during his tenure as the Punjab Chief Minister was best remembered for his inaccessibility, he alleged.

Badal said the successive Congress governments at the Centre had meted out step motherly treatment to the state which gave a severe blow to the state’s economy. With the formation of the NDA government, the things were moving on the right track now, he added.

Speaking about the importance of Sangat Darshan at Binjo and Akalgarh villages, the Chief Minister said this programme had no parallel in the country as no other CM bothered to spare so much time for the people for solving their problems at their doorsteps.

LAND BETWEEN DHUSSI BANDH AND RAVI

Congress demands relief for farmers

The Congress today demanded that the Punjab Government should either give land to farmers or give suitable compensation to them in lieu of their land that has come between the Dhussi bandh and the Ravi.

District Congress Committee (rural) president Gurjit Aujla met the farmers at Dariya village and listened to their grievances. He said there were around 400 acres of agricultural land and a huge chunk of it from Dariya to Kot villages fell between the Dhussi bandh and the Ravi.

He said the Punjab Government should compensate the farmers who had the demarcation of land in their names or it should provide them land at another place. The government had also failed to provide them power connections in the absence of which the farmers were using generators for irrigating their fields. He said the villagers risked their lives in order to bring their crops from across the river. Though the government had provided a boat to the farmers, the rower usually remained absent.

The public health system was in a bad shape. He alleged that the government wheat being supplied to the villages by the Food and Civil Supplies Department was also of inferior quality and not fit for consumption. — TNS

Akali leader shoots at man

Injured accompanied a shop owner to leader’s house over laptop payments

Having failed to settle a money matter, Akali leader Paramjit Singh Atwal, alias Kala, president of the SC wing, South Constituency, of the Akali Dal, allegedly opened fire at a shopkeeper and persons accompanying him in the Jujhar Nagar area in broad daylight today. One person was injured. He was admitted to the DMCH but his condition is stated to be stable.

The incident took place on Street Number 2 of Jujhar Nagar in the afternoon.

The ACP, Balwinder Singh, said Jarnail Singh ran a shop near Dussehra Ground. Preliminary investigations revealed that Gurmit Kaur, Paramjit’s wife, purchased a laptop from the shop for Rs 40,000. Jarnail got the laptop financed from Money Finance Company. Gurmit had given a cheque to the finance company as demanded by it.

After paying four instalments, Gurmit refused to pay further. When Gurmit stopped paying instalments, the company representative handed over the cheque to Jarnail Singh and asked him to pay the remaining instalments as he had got the laptop financed on behalf of Gurmit.

Jarnail approached Paramjit and his wife several times, asking them for payment of the remaining instalments, but the couple did not respond to his pleas.

Meanwhile, Jarnail presented the cheque in a bank which bounced. Jarnail presented the cheque before the court which issued a notice to Gurmit. After getting the notice, Gurmit called up Jarnail. A heated argument took place between them. Gurmit informed her husband about the incident. Paramjit, who was in Delhi, came back and visited Jarnail’s shop along with a few persons.

The persons allegedly thrashed Jarnail Singh at the shop. The shop owner narrated the incident to his son Balbir Singh.

Balbir, along with his friends, went to Atwal’s house to have a dialogue with him. Paramjit was sleeping when his wife told him that Jarnail Singh and a few other persons had come. Paramjit took out his .12 bore rifle and started firing on the persons. Naresh Soni was injured.

Meanwhile, the police was informed about the incident. They arrested Paramjit and registered a  case against him. 

Gurmit alleged that Paramjit never went to Jarnail’s shop. She said Jarnail had come to their house to settle a score and Paramjit opened fire in self defence. She said they had to give just Rs 8,000 to Jarnail as the remaining instalments of the laptop while he had presented a cheque for Rs 90,000. The police are investigating the matter.

ਪੰਜਾਬ ਕਿਸਾਨ ਯੂਨੀਅਨ, ਮਜ਼ਦੂਰ ਮੁਕਤੀ ਮੋਰਚਾ ਪੰਜਾਬ, ਸੀ.ਪੀ.ਆਈ.(ਐਮ.ਐਲ.) ਲਿਬਰੇਸ਼ਨ ਅਤੇ ਆਈ.ਡੀ.ਪੀ. ਦੇ ਸੱਦੇ ’ਤੇ ਅੱਜ ਜ਼ਿਲ੍ਹਾ ਕਚਹਿਰੀਆਂ ਵਿੱਚ ਕਰਜ਼ਿਆਂ ਤੇ ਗ਼ਰੀਬੀ ਕਾਰਨ ਖ਼ੁਦਕੁਸ਼ੀ ਕਰ ਗਏ ਮਜ਼ਦੂਰਾਂ-ਕਿਸਾਨਾਂ ਦੇ ਪਰਿਵਾਰਾਂ ਨੂੰ ਇਨਸਾਫ਼ ਦਿਵਾਉਣ ਲਈ ਬਾਦਲ ਸਰਕਾਰ ਦੀ ‘ਮਕਾਣ’ ਕੱਢੀ ਗਈ, ਜਿਸ ਵਿੱਚ ਪੀੜਤ ਪਰਿਵਾਰਾਂ ਦੀਆਂ ਸੈਂਕੜੇ ਔਰਤਾਂ ਸ਼ਾਮਲ ਹੋਈਆਂ। ਪੀੜਤ ਔਰਤਾਂ ਦਾ ਕਹਿਣਾ ਸੀ ਕਿ ਜਦੋਂ ਹਕੂਮਤ ਖੇਤੀ ਕਾਮਿਆਂ ਅਤੇ ਕੰਮੀਆਂ ਦਾ ਦਰਦ ਸੁਣਨ ਤੋਂ ਘੇਸਲ ਮਾਰ ਲਵੇ ਤਾਂ ਅੱਕਿਆਂ-ਥੱਕਿਆਂ ਨੂੰ ਕਚਹਿਰੀਆਂ ਵਿੱਚ ਸਰਕਾਰ ਦਾ ਸੱਥਰ ਵਿਛਾ ਕੇ ਸਿਆਪਾ ਕਰਨ ਤੋਂ ਸਿਵਾਏ ਹੋਰ ਕੋਈ ਚਾਰਾ ਨਹੀਂ ਰਹਿ ਜਾਂਦਾ ਹੈ। ਸਿਰਾਂ ’ਤੇ ਚਿੱਟੀਆਂ ਚੁੰਨੀਆਂ ਲੈ ਕੇ ਸਿਖਰ ਦੁਪਹਿਰੇ ਇਨ੍ਹਾਂ ਔਰਤਾਂ ਦੇ ਵੈਣਾਂ ਨੇ ਕਚਹਿਰੀਆਂ ਹਲਾ ਕੇ ਰੱਖ ਦਿੱਤੀਆਂ।
ਇਸ ‘ਮਕਾਣ’ ਵਿੱਚ ਸ਼ਾਮਲ ਚਾਰੇ ਜਥੇਬੰਦੀਆਂ ਦੇ ਆਗੂਆਂ ਨੇ ਕਿਹਾ ਕਿ ਬਾਦਲ ਸਰਕਾਰ ਮਜ਼ਦੂਰਾਂ-ਕਿਸਾਨਾਂ ਨੂੰ ਗੁੰਮਰਾਹ ਕਰ ਰਹੀ ਹੈ ਕਿ ਕਰਜ਼ਿਆਂ ਵਿੱਚ ਖ਼ੁਦਕੁਸ਼ੀ ਕਰਨ ਵਾਲੇ ਪੀੜਿਤ ਪਰਿਵਾਰ ਨੂੰ ਸਰਕਾਰ 3 ਲੱਖ ਰੁਪਏ ਦੀ ਸਹਾਇਤਾ ਰਾਸ਼ੀ ਤੁਰੰਤ ਦੇ ਰਹੀ ਹੈ ਅਤੇ ਕੋਈ ਬੇਲੋੜੀਆਂ ਸ਼ਰਤਾਂ ਨਹੀਂ ਰੱਖੀਆਂ ਗਈਆਂ, ਪਰ ਅਸਲੀਅਤ ਇਸ ਤੋਂ ਕੋਹਾਂ ਦੂਰ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਮਾਨਸਾ ਜ਼ਿਲ੍ਹੇ ਦੇ ਦਰਜਨਾਂ ਪਿੰਡਾਂ ’ਚ ਆਗੂਆਂ ਦੀ ਟੀਮ ਵੱਲੋਂ ਦੌਰਾ ਕਰਨ ’ਤੇ ਪੀੜਿਤ ਪਰਿਵਾਰਾਂ ਨੂੰ ਮਿਲਣ ਤੋਂ ਇਹ ਤੱਥ ਸਾਹਮਣੇ ਆਏ ਹਨ ਕਿ ਪਿਛਲੇ ਸਾਲ ਵਿੱਚ ਖ਼ੁਦਕੁਸ਼ੀ ਕਰਨ ਵਾਲੇ ਮਜ਼ਦੂਰਾਂ-ਕਿਸਾਨਾਂ ਦੀ ਗਿਣਤੀ ਸਰਕਾਰੀ ਅੰਕੜਿਆਂ ਤੋਂ ਕਾਫੀ ਜ਼ਿਆਦਾ ਹੈ ਅਤੇ ਇਨ੍ਹਾਂ ਪਰਿਵਾਰਾਂ ਵੱਲੋਂ ਮੁਆਵਜ਼ੇ ਦੀ ਪ੍ਰਾਪਤੀ ਲਈ ਪ੍ਰਸ਼ਾਸਨ ਨੂੰ ਲਿਖਤੀ ਅਰਜ਼ੀਆਂ ਵੀ ਦਿੱਤੀਆਂ ਗਈਆਂ ਹਨ, ਪਰ ਅਰਜ਼ੀਆਂ ਦਾ ਪ੍ਰਸ਼ਾਸਨ ਦੇ ਰਿਕਾਰਡ ਵਿੱਚ ਨਾਮੋ-ਨਿਸ਼ਾਨ ਨਹੀਂ ਹੈ।
ਬੁਲਾਰਿਆਂ ਨੇ ਸਰਕਾਰੀ ਅੰਕੜਿਆਂ ਨੂੰ ਰੱਦ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਪਿੰਡ ਖੋਖਰ ਕਲਾਂ ਦੇ 24 ਪਰਿਵਾਰਾਂ ’ਤੇ ਖ਼ੁਦਕੁਸ਼ੀਆਂ ਦਾ ਕਹਿਰ ਟੁੱਟਿਆ ਹੈ, ਪਰ ਇੰਨ੍ਹਾਂ ’ਚੋਂ ਅਜੇ ਤੱਕ ਇੱਕ ਵੀ ਪਰਿਵਾਰ ਨੂੰ ਮੁਆਵਜ਼ਾ ਨਹੀਂ ਦਿੱਤਾ ਗਿਆ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਜਿਹੜੀ ਸੂਚੀ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਸ਼ਾਸਨ ਵੱਲੋਂ ਦੋ ਸਾਲਾਂ ਦੌਰਾਨ ਖ਼ੁਦਕੁਸ਼ੀਆਂ ਕਰਨ ਵਾਲੇ ਕਿਸਾਨਾਂ-ਮਜ਼ਦੂਰਾਂ ਦੀ ਜਾਰੀ ਕੀਤੀ ਗਈ ਹੈ, ਉਸ ਮੁਤਾਬਕ ਜ਼ਿਲ੍ਹੇ ’ਚ ਸਿਰਫ਼ 266 ਖ਼ੁਦਕੁਸ਼ੀਆਂ ਦੀ ਪੜਤਾਲ ਬਹਾਨੇ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਸ਼ਾਸਨ ਨੇ ਸਿਰਫ 34 ਪਰਿਵਾਰਾਂ ਨੂੰ ਰਾਹਤ ਰਾਸ਼ੀ ਦੇ ਯੋਗ ਮੰਨਿਆ ਹੈ।
ਆਗੂਆਂ ਨੇ ਕਿਹਾ ਕਿ ਹਰੀ ਕ੍ਰਾਂਤੀ ਦੇ ਨਾਇਕ ਲਈ ਹੁਣ ਕੋਈ ਠੋਸ ਨੀਤੀ ਨਾ ਹੋਣ ਕਾਰਨ ਅਤੇ ਖੇਤੀ ਮਹਿਕਮੇ ਵਿੱਚ ਕਥਿਤ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਕਾਰਨ ਮਾਲਵਾ ਪੱਟੀ ’ਚ ਨਰਮੇ ਦੀ ਫ਼ਸਲ ਲਗਾਤਾਰ ਬਰਬਾਦ ਹੋ ਰਹੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਦਵਾਈਆਂ ਨਾਲ ਚਿੱਟੀ ਮੱਖੀ ਨਹੀਂ ਮਰਦੀ ਬੰਦੇ ਮਰ ਰਹੇ ਨੇ, ਕਿਸਾਨਾਂ ਦੀਆਂ ਜ਼ਮੀਨਾਂ, ਮਜ਼ਦੂਰਾਂ ਦੇ ਘਰਾਂ ਦੀਆਂ ਨਿਲਾਮੀਆਂ-ਕੁਰਕੀਆਂ ਹੋ ਰਹੀਆਂ ਹੈ। ਜਥੇਬੰਦੀਆਂ ਨੇ ਮੰਗ ਕੀਤੀ ਕਿ ਖ਼ੁਦਕੁਸ਼ੀ ਪੀੜਤ ਪਰਿਵਾਰਾਂ ਦੀਆਂ ਵਿਧਵਾਵਾਂ ਅਤੇ ਬਜ਼ੁਰਗਾਂ ਨੂੰ ਪਰਿਵਾਰ ਪਾਲਣ ਲਈ ਮਾਲੀ ਮਦਦ ਦਿੱਤੀ ਜਾਵੇ।
ਇਸ ਦੌਰਾਨ ਕਿਸਾਨ ਆਗੂ ਰੁਲਦੂ ਸਿੰਘ ਮਾਨਸਾ, ਰਾਜਵਿੰਦਰ ਰਾਣਾ, ਕਰਨੈਲ ਸਿੰਘ ਜਖੇਪਲ, ਬਿੱਕਰਜੀਤ ਸਿੰਘ ਸਾਧੂਵਾਲਾ, ਜਸਵੀਰ ਕੌਰ ਨੱਤ, ਭਗਵੰਤ ਸਿੰਘ ਸਮਾਓ, ਨਰਿੰਦਰ ਕੌਰ ਬੁਰਜ ਹਮੀਰਾ ਆਦਿ ਨੇ ਸੰਬੋਧਨ ਕੀਤਾ।

ਕਿਸਾਨ ਤੇ ਮਜ਼ਦੂਰ ਆਗੂਆਂ ਨੇ ਮਾਨਸਾ ਦੇ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਨੂੰ ਸਵਾਲ ਕੀਤਾ ਕਿ ਪਿੰਡ ਨੰਗਲ ਖ਼ੁਰਦ ਦੇ ਮਜ਼ਦੂਰ ਪਰਿਵਾਰ ਦੇ 3 ਜੀਆਂ ਨੇ ਖ਼ੁਦਕੁਸ਼ੀ ਕੀਤੀ ਸੀ ਤੇ ਪੰਚਾਇਤ ਦੀ ਹਾਜ਼ਰੀ ਵਿੱਚ ਲਾਸ਼ਾਂ ਨੂੰ ਲਾਹਿਆ ਗਿਆ ਸੀ। ਉਨ੍ਹਾਂ ਸਵਾਲ ਕੀਤਾ ਕਿ ਪਰਿਵਾਰ ਨੂੰ ਮੁਆਵਜ਼ਾ ਦੇਣ ਲਈ ਹੋਰ ਕਿਹੜੀ ਸ਼ਰਤ ਦੀ ਪੂਰਤੀ ਦੀ ਲੋਡ਼ ਸੀ। ਇਸ ਤੋਂ ਬਾਅਦ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਵਰਿੰਦਰ ਸ਼ਰਮਾ ਨੇ ਰੱਦ ਹੋਈਆਂ ਅਰਜ਼ੀਆਂ ਨੂੰ ਮੁੜ ਵਿਚਾਰਨ ਦੀ ਹਾਮੀ ਭਰੀ, ਜਿਸ ਤਹਿਤ ਮੁੱਖ ਖੇਤੀਬਾੜੀ ਅਫ਼ਸਰ ਨੂੰ ਪੁਨਰਵਿਚਾਰ ਲਈ ਅਰਜ਼ੀਆਂ ਭੇਜੀਆਂ ਜਾਣਗੀਆਂ।

ਪੰਜਾਬ ਦੇ ਪਾਣੀਆਂ ਦਾ ਮੁੱਦਾ ਇੱਕ ਵਾਰ ਫਿਰ ਭਖ ਗਿਆ ਹੈ। ਪੰਜਾਬ ਕਾਂਗਰਸ ਨੇ ਦੋਸ਼ ਲਾਇਆ ਹੈ ਕਿ ਮੁੱਖ ਮੰਤਰੀ ਪ੍ਰਕਾਸ਼ ਸਿੰਘ ਬਾਦਲ ਵੱਲੋਂ ਮੋਦੀ ਸਰਕਾਰ ਨਾਲ ਸਤਲੁਜ ਯਮੂਨਾ ਲਿੰਕ ਨਹਿਰ (ਐਸਵਾਈਐਲ) ਦੇ ਮੁੱਦੇ ਉਪਰ ਸਿਆਸੀ ਸੌਦੇਬਾਜ਼ੀ ਕਰ ਕੇ ਪੰਜਾਬ ਵਿੱਚ ਗੜਬੜ ਕਰਵਾਉਣ ਦਾ ਯਤਨ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ।
ਪੰਜਾਬ ਕਾਂਗਰਸ ਦੇ ਮੁੱਖ ਬੁਲਾਰੇ ਸੁਨੀਲ ਜਾਖੜ ਨੇ ਅੱਜ ਪਾਰਟੀ ਦੇ ਸੀਨੀਅਰ ਮੀਤ ਪ੍ਰਧਾਨ ਲਾਲ ਸਿੰਘ ਅਤੇ ਵਿਧਾਇਕ ਬਲਬੀਰ ਸਿੰਘ ਸਿੱਧੂ, ਤ੍ਰਿਪਤ ਰਾਜਿੰਦਰ ਸਿੰਘ ਬਾਜਵਾ ਅਤੇ ਸੁੱਖ ਸਰਕਾਰੀਆ ਸਮੇਤ ਪ੍ਰੈੱਸ ਕਾਨਫ਼ਰੰਸ ਦੌਰਾਨ ਮੁੱਖ ਮੰਤਰੀ ਸ੍ਰੀ ਬਾਦਲ ਨੂੰ ਐਸਵਾਈਐਲ ਦੇ ਮੁੱਦੇ ਉਪਰ ਨੋਟਿਸ ਦਿੰਦਿਆਂ ਕਿਹਾ ਕਿ ਜੇ ਪਾਣੀਆਂ ਦੇ ਮਾਮਲੇ ਵਿੱਚ ਪੰਜਾਬ ਦੇ ਉਲਟ ਫ਼ੈਸਲਾ ਹੋਇਆ ਤਾਂ ਇਸ ਲਈ ਸਿੱਧੇ ਤੌਰ ’ਤੇ ਅਕਾਲੀ ਦਲ-ਭਾਜਪਾ ਸਰਕਾਰ ਜ਼ਿੰਮੇਵਾਰ ਹੋਵੇਗੀ। ਉਨ੍ਹਾਂ ਦੋਸ਼ ਲਾਇਆ ਕਿ ਸ੍ਰੀ ਬਾਦਲ ਪੰਜਾਬ ਵਿੱਚ ਵੱਡੇ-ਵੱਡੇ ਬੋਰਡ ਲਵਾ ਕੇ ਅਤੇ ਪੰਜਾਬੀਆਂ ਨੂੰ ਕੁਰਬਾਨੀਆਂ ਦੇਣ ਲਈ ਤਿਆਰ ਰਹਿਣ ਦੇ ਬਿਆਨ ਦੇ ਕੇ ਇਕ ਵਾਰ ਫਿਰ ਪੰਜਾਬ ਦੇ ਹਾਲਾਤ ਖ਼ਰਾਬ ਕਰਨ ਦੇ ਰਾਹ ਪੈ ਗਏ ਹਨ।  ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਰਾਸ਼ਟਰਪਤੀ ਨੇ ਪਾਣੀਆਂ ਦੇ ਮੁੱਦੇ ਉਪਰ ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਵਿੱਚ ਪਾਸ ਹੋਏ ਪੰਜਾਬ ਟਰਮੀਨੇਸ਼ਨ ਆਫ਼ ਐਗਰੀਮੈਂਟਸ ਐਕਟ-2004 ਸਬੰਧੀ ਸੁਪਰੀਮ ਕੋਰਟ ਕੋਲੋਂ ਰਾਏ ਮੰਗੀ ਹੈ ਅਤੇ ਰਾਸ਼ਟਰਪਤੀ ਅਤੇ ਕੇਂਦਰ ਸਰਕਾਰ ਲਈ ਸੁਪਰੀਮ ਕੋਰਟ ਦੀ ਰਾਏ ਮੰਨਣੀ ਲਾਜ਼ਮੀ ਨਹੀਂ ਹੈ। ਇਸ ਲਈ ਸ੍ਰੀ ਬਾਦਲ ਨੂੰ ਸਮਾਂ ਖ਼ਰਾਬ ਕੀਤੇ ਬਿਨਾਂ ਪੰਜਾਬ ਦੀਆਂ ਸਮੂਹ ਸਿਆਸੀ ਪਾਰਟੀਆਂ ਦੇ ਸਾਂਝੇ ਵਫ਼ਦ ਨਾਲ ਇਸ ਮੁੱਦੇ ਉਪਰ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨਰਿੰਦਰ ਮੋਦੀ ਨੂੰ ਮਿਲਣਾ ਚਾਹੀਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਪੇਸ਼ਕਸ਼ ਕੀਤੀ ਕਿ ਇਸ ਵਫ਼ਦ ਵਿੱਚ ਪੰਜਾਬ ਕਾਂਗਰਸ ਦੇ ਪ੍ਰਧਾਨ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਵੀ ਸ਼ਾਮਲ ਹੋਣਗੇ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸ੍ਰੀ ਬਾਦਲ ਨੇ ਖ਼ੁਦ 1 ਮਾਰਚ 2016 ਦੀ ਮੰਤਰੀ ਮੰਡਲ ਦੀ ਮੀਟਿੰਗ ਤੋਂ ਬਾਅਦ ਐਲਾਨ ਕੀਤਾ ਸੀ ਕਿ ਉਹ ਪਾਣੀਆਂ ਦੇ ਮੁੱਦੇ ਉਪਰ ਤੁਰੰਤ ਸ੍ਰੀ ਮੋਦੀ ਨੂੰ ਮਿਲਣਗੇ।
ਉਨ੍ਹਾਂ ਦੋਸ਼ ਲਾਇਆ ਕਿ ਇਸ ਤੋਂ ਬਾਅਦ ਸ੍ਰੀ ਬਾਦਲ ਨੇ ਆਪਣਾ ਸਟੈਂਡ ਬਦਲ ਕੇ ਇਹ ਕਹਿਣਾ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤਾ ਹੈ ਕਿ ਮਾਮਲਾ ਸੁਪਰੀਮ ਕੋਰਟ ਵਿੱਚ ਹੋਣ ਕਾਰਨ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੂੰ ਮਿਲਣਾ ਵਾਜਬ ਨਹੀਂ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸ੍ਰੀ ਬਾਦਲ ਦੇ ਬਦਲਦੇ ਸਟੈਂਡਾਂ ਤੋਂ ਸੰਕੇਤ ਮਿਲਦੇ ਹਨ ਕਿ ਜਾਂ ਤਾਂ ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਕੇਂਦਰ ਦੀ ਸਰਕਾਰ ਨਾਲ ਪੰਜਾਬੀਆਂ ਦੀ ਕੀਮਤ ’ਤੇ ਕੋਈ ਸਿਆਸੀ ਸਮਝੌਤਾ ਕਰ ਲਿਆ ਹੈ ਜਾਂ ਫਿਰ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਦਫ਼ਤਰ ਵੱਲੋਂ ਮਿਲੀ ‘ਘੁਰਕੀ’ ਤੋਂ ਬਾਅਦ ਸ੍ਰੀ ਬਾਦਲ ਕਿਸੇ ਸਿਆਸੀ ਦਬਾਅ ਵਿੱਚ ਆ ਗਏ ਹਨ।
ਸ੍ਰੀ ਜਾਖੜ ਨੇ ਐਲਾਨ ਕੀਤਾ ਕਿ ਜੇ ਪੰਜਾਬ ਦੇ ਹੱਕਾਂ ਵਿਰੁੱਧ ਫ਼ੈਸਲਾ ਹੋਇਆ ਤਾਂ ਉਹ ਐਸਵਾਈਐਲ ਦਾ ਕੰਮ ਰੋਕਣ ਲਈ ਮਰਨ ਵਰਤ ਸ਼ੁਰੂ ਕਰ ਦੇਣਗੇ। ਉਨ੍ਹਾਂ ਨੇ ਸ੍ਰੀ ਬਾਦਲ ਨੂੰ ਚੁਣੌਤੀ ਦਿੱਤੀ ਕਿ ਉਹ ਇਸ ਮੁੱਦੇ ’ਤੇ ਆਪਣੇ ਪੁੱਤਰ ਸੁਖਬੀਰ ਬਾਦਲ ਨੂੰ ਵੀ ਮਰਨ ਵਰਤ ’ਤੇ ਬਿਠਾਉਣ ਦੀ ਹਿੰਮਤ ਦਿਖਾਉਣ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਅਜਿਹੇ ਲੋਕਾਂ ਨੇ ਪਹਿਲਾਂ ਵੀ ਨੌਜਵਾਨ ਉਕਸਾ ਕੇ ਮਰਵਾਏ ਸਨ ਅਤੇ ਆਪਣੇ ਬੱਚੇ ਪੜ੍ਹਨ ਲਈ ਵਿਦੇਸ਼ ਭੇਜ ਦਿੱਤੇ ਸਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਜੇ ਸ੍ਰੀ ਬਾਦਲ ਪੰਜਾਬ ਟਰਮੀਨੇਸ਼ਨ ਆਫ਼ ਐਗਰੀਮੈਂਟਸ ਐਕਟ ਦੀ ਧਾਰਾ 5 ਖ਼ਤਮ ਕਰਨ ਦਾ ਮੁੱਦਾ ਵਿਧਾਨ ਸਭਾ ਵਿੱਚ ਲਿਆਉਣਗੇ ਤਾਂ ਕਾਂਗਰਸ ਇਸ ਦਾ ਸਮਰਥਨ ਕਰੇਗੀ।

ਦੋ ਸਾਲ ਪਹਿਲਾਂ ਹੋਈਆਂ ਲੋਕ ਸਭਾ ਚੋਣਾਂ ਸਮੇਂ ਪੰਜਾਬ ਦੇ ਧਾਰਮਿਕ ਅਤੇ ਮਿਹਨਤਕਸ਼ ਬਿਰਤੀ ਵਾਲੇ ਲੋਕਾਂ ਨੇ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ-ਭਾਜਪਾ ਦੀ ਰਾਜ ਅੰਦਰ ਸਰਕਾਰ ਅਤੇ ਸੱਤਾ ਸ਼ਕਤੀ ਦੇ ਨਾਲ ਨਾਲ ਕਾਂਗਰਸ, ਬਹੁਜਨ ਸਮਾਜ ਪਾਰਟੀ, ਖੱਬੇ ਪੱਖੀ ਪਾਰਟੀਆਂ ਅਤੇ ਸਿੱਖ ਰੈਡੀਕਲ ਰਾਜਨੀਤਕ ਗਰੁੱਪਾਂ ਦੀ ਅਗਵਾਈ ਨੂੰ ਨਕਾਰ ਦਿੱਤਾ ਸੀ। ਪੰਜਾਬੀਆਂ ਨੇ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੀ ਲਹਿਰ ਖੜ੍ਹੀ ਕੀਤੀ ਜਿਸ ਦਾ ਸੂਬੇ ਵਿੱਚ ਨਾ ਕੋਈ ਰਾਜਨੀਤਕ ਆਗੂ ਸੀ ਅਤੇ ਨਾ ਹੀ ਵਿਚਾਰਧਾਰਾ, ਜਥੇਬੰਦੀ ਅਤੇ ਪਾਰਟੀ ਕਾਡਰ ਸੀ। ਸੂਬੇ ਦੇ ਲੋਕਾਂ ਨੇ ਇਸ ਪਾਰਟੀ ਦੇ ਚਾਰ ਉਮੀਦਵਾਰ ਜਿਤਾ ਕੇ ਉਸ ਦੀ ਅਤੇ ਉਸ ਦੇ ਕਨਵੀਨਰ ਅਰਵਿੰਦ ਕੇਜਰੀਵਾਲ ਦੀ ਲਾਜ ਰੱਖ ਲਈ। ਇਸ ਪਾਰਟੀ ਨੇ ਪੂਰੇ ਦੇਸ਼ ਅੰਦਰ 434 ਉਮੀਦਵਾਰ ਖੜ੍ਹੇ ਕੀਤੇ ਸਨ ਜਿਨ੍ਹਾਂ ਵਿੱਚੋਂ ਸਿਰਫ਼ ਪੰਜਾਬ ਅੰਦਰ ਪੰਜਾਬੀਆਂ ਨੇ ਇਸ ਦੇ ਚਾਰ ਉਮੀਦਵਾਰ ਜਿਤਾਏ। ਬਾਕੀ ਸਭ, ਸਮੇਤ ਕੇਜਰੀਵਾਲ, ਹਾਰ ਗਏ ਅਤੇ ਇਨ੍ਹਾਂ ਵਿੱਚੋਂ ਵਧੇਰਿਆਂ ਦੀਆਂ ਜ਼ਮਾਨਤਾਂ ਜ਼ਬਤ ਹੋ ਗਈਆਂ।
ਪੰਜਾਬੀਆਂ ਨੇ ਤਾਂ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਲਈ ਇੱਕ ਤਾਕਤਵਰ ਜਨਤਕ ਲਹਿਰ ਦੀ ਸਿਰਜਣਾ ਕੀਤੀ ਸੀ ਅਤੇ ਸੱਤਾਧਾਰੀ ਅਕਾਲੀ-ਭਾਜਪਾ ਅਤੇ ਸਥਾਪਿਤ ਕਾਂਗਰਸ ਦੇ ਤਾਕਤਵਰ ਸੰਗਠਨ ਨੂੰ ਵਖਤ ਪਾ ਦਿੱਤਾ ਸੀ, ਹੁਣ ਇਸ ਪਾਰਟੀ ਦੇ ਗ਼ੈਰ-ਪੰਜਾਬੀ ਅਤੇ ਕੱਚ-ਘਰੜ ਆਗੂਆਂ ਨੇ ਆਪਣੇ ਤੁਗ਼ਲਕੀ ਅਤੇ ਅਹਿਮਕਾਨਾ ਕਾਰਿਆਂ ਅਤੇ ਫ਼ੈਸਲਿਆਂ ਰਾਹੀਂ ਖ਼ੁਦ ਆਪਣੇ ਵਿਰੁੱਧ ਹੀ ਲਹਿਰ ਖੜ੍ਹੀ ਕਰ ਲਈ ਹੈ। ਅਕਾਲੀ-ਭਾਜਪਾ ਗੱਠਜੋੜ ਜਾਂ ਕਾਂਗਰਸ ਦੇ ਜਿਹੜੇ ਆਗੂ ਇਸ ਨਵੀਂ ਪਾਰਟੀ ਦੀ ਰਾਜਨੀਤਕ ਪਰਿਵਰਤਨਸ਼ੀਲ ਲਹਿਰ ਤੋਂ ਚਿੰਤਿਤ ਨਜ਼ਰ ਆ ਰਹੇ ਸਨ, ਅੱਜ ਉਨ੍ਹਾਂ ਨੇ ਇਸ ਵਿਰੁੱਧ ਹਮਲਾਵਰ ਰੁਖ਼ ਅਪਣਾ ਲਿਆ ਹੈ। ਦਰਅਸਲ ਇਸ ਪਾਰਟੀ ਦੇ ਬਾਹਰੀ ਗ਼ੈਰ-ਪੰਜਾਬੀ ਅਤੇ ਅੰਦਰੂਨੀ ਰਾਜਨੀਤੀ ਪੱਖੋਂ ਦਿਸ਼ਾਹੀਣ ਆਗੂ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਨੂੰ ਨੁਕਸਾਨ ਪਹੁੰਚਾਉਣ ਦੇ ਰਾਹ ਪੈ ਗਏ ਹਨ। ਇਨ੍ਹਾਂ ਕੌਮੀ ਆਗੂਆਂ ਨੂੰ ਹਰਿੰਦਰ ਸਿੰਘ ਖ਼ਾਲਸਾ ਅਤੇ ਧਰਮਵੀਰ ਗਾਂਧੀ ਨੂੰ ਪਾਰਟੀ ਵਿੱਚੋਂ ਬਾਹਰ ਕੱਢਣ ਦਾ ਕੋਈ ਹੱਕ ਨਹੀਂ ਸੀ ਕਿਉਂਕਿ ਉਹ ਦੋਵੇਂ ਪਰਿਵਰਤਨਸ਼ੀਲ ਪ੍ਰਗਤੀਸ਼ੀਲ ਲਹਿਰ ਦੇ ਹਰਕਾਰੇ ਪੰਜਾਬੀਆਂ ਦੇ ਨੁਮਾਇੰਦੇ ਹਨ। ਇਵੇਂ ਡਾਕਟਰ ਦਲਜੀਤ ਸਿੰਘ ਤੇ ਜੱਸੀ ਜਸਰਾਜ ਆਦਿ ਵਰਗੇ ਆਗੂਆਂ ਨੂੰ ਪਾਰਟੀ ਤੋਂ ਲਾਂਭੇ ਕਰਨ ਦਾ ਕੋਈ ਹੱਕ ਨਹੀਂ ਸੀ। ਪਾਰਟੀ ਆਗੂਆਂ ਨੇ ਪ੍ਰਸਿੱਧ ਸਿੱਖ ਵਕੀਲ ਹਰਵਿੰਦਰ ਸਿੰਘ ਫੂਲਕਾ, ਜਿਸ ਨੇ ਜੀਵਨ ਦਾ ਵੱਡਾ ਹਿੱਸਾ ਦਿੱਲੀ ਅਤੇ ਹੋਰ ਥਾਵਾਂ ’ਤੇ ਨਵੰਬਰ 1984 ਸਿੱਖ ਕਤਲੇਆਮ ਪੀੜਤ ਸਿੱਖ ਪਰਿਵਾਰਾਂ ਨੂੰ ਇਨਸਾਫ਼ ਦਿਵਾਉਣ ਲਈ ਲੇਖੇ ਲਗਾ ਦਿੱਤਾ, ਨੂੰ ਪਾਰਟੀ ਅੰਦਰ ਨੀਵਾਂ ਵਿਖਾਉਣ ਅਤੇ ਯੋਗ ਜ਼ਿੰਮੇਵਾਰ ਅਗਵਾਈ ਨਾ ਸੌਂਪਣ ਜਿਹੇ ਤੁਗ਼ਲਕੀ ਫ਼ੈਸਲਿਆਂ ਰਾਹੀਂ ਪੰਜਾਬੀਆਂ ਅਤੇ ਸਿੱਖਾਂ ਦੇ ਸਨਮਾਨ ਨੂੰ ਵੱਡੀ ਠੇਸ ਪਹੁੰਚਾਈ ਹੈ।
ਦੇਸ਼ ਅਤੇ ਪੰਜਾਬ ਵਿੱਚ ਲੋਕਾਂ ਨੂੰ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਰਹਿਤ ਜਵਾਬਦੇਹ ਅਤੇ ਪਾਰਦਰਸ਼ੀ ਸਰਕਾਰ ਅਤੇ ਸ਼ਾਸਨ ਦੇਣ ਦੇ ਦਾਅਵੇ ਕਰਨ ਵਾਲੇ ਕੇਜਰੀਵਾਲ ਨੇ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਦੇ ਦੋਸ਼ਾਂ ਵਿੱਚ ਕਥਿਤ ਤੌਰ ’ਤੇ ਆਈ.ਏ.ਐਸ. ਅਧਿਕਾਰੀ ਰਾਜਿੰਦਰ ਕੁਮਾਰ ਨੂੰ ਆਪਣਾ ਪ੍ਰਮੁੱਖ ਸਕੱਤਰ ਨਿਯੁਕਤ ਕਰ ਰੱਖਿਆ ਸੀ। ਇਸ ਗੱਲ ਨੇ ਉਨ੍ਹਾਂ ਦੀ ਲੀਡਰਸ਼ਿਪ ’ਤੇ ਪ੍ਰਸ਼ਨਚਿੰਨ੍ਹ ਲਗਾ ਦਿੱਤਾ ਹੈ। ਉਨ੍ਹਾਂ ਵੱਲੋਂ ਆਪਣੀ ਸਰਕਾਰ ਵਿੱਚ ਭ੍ਰਿਸ਼ਟ ਅਤੇ ਜਾਅਲੀ ਡਿਗਰੀਆਂ ਵਾਲੇ ਲੋਕ ਮੰਤਰੀ ਬਣਾਏ ਗਏ। ਪੰਜਾਬ ਅੰਦਰ ਪੂਰੀ ਰਾਜਨੀਤਕ, ਸੰਗਠਨਾਤਮਿਕ ਅਤੇ ਸੰਘਰਸ਼ਮਈ ਪ੍ਰੋਗਰਾਮ ਉਲੀਕਣ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਗ਼ੈਰ-ਪੰਜਾਬੀ ਅਤੇ ਡਿਕਟੇਟਰਾਨਾ ਬੋਲੀ ਬੋਲਣ ਵਾਲੇ ਸੰਜੈ ਸਿੰਘ ਅਤੇ ਦੁਰਗੇਸ਼ ਪਾਠਕ ਨੂੰ ਸੌਂਪ ਰੱਖੀ ਹੈ। ਉਹ ਪੰਜਾਬੀ ਆਗੂਆਂ, ਇੱਥੋਂ ਤਕ ਕਿ ਪੰਜਾਬ ਦੇ ਕਨਵੀਨਰ ਸੁੱਚਾ ਸਿੰਘ ਛੋਟੇਪੁਰ ਨੂੰ ਵੀ ਟਿੱਚ ਸਮਝਦੇ ਹਨ। ਇਸ ਪਾਰਟੀ ਦੀ ਚੰਡੀਗੜ੍ਹ ਰੈਲੀ ਬੁਰੀ ਤਰ੍ਹਾਂ ਠੁੱਸ ਰਹੀਂ ਇਸ ਤੋਂ ਵੀ ਇਸ ਨੇ ਇਸ ਦੀ ਮਕਬੂਲੀਅਤ ਵਿੱਚ ਆ ਰਹੀ ਕਮੀ ਭਾਂਪਣ ਦੀ ਜ਼ਹਿਮਤ ਨਹੀਂ ਕੀਤੀ।
ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਪੰਜਾਬ ਅੰਦਰ ਵੱਖ ਵੱਖ ਰਾਜਨੀਤਕ ਪਾਰਟੀਆਂ ਦੇ ਭਗੌੜਿਆਂ ਦਾ ਜਮਘਟ ਬਣਦੀ ਜਾ ਰਹੀ ਹੈ। ਖ਼ੁਦ ਕਨਵੀਨਰ ਸੁੱਚਾ ਸਿੰਘ ਛੋਟੇਪੁਰ ਸੱਤਾ ਲਾਲਸਾ ਹਿੱਤ ਕਈ ਰਾਜਨੀਤਕ ਪਾਰਟੀਆਂ ਅਤੇ ਗਰੁੱਪ ਬਦਲ ਚੁੱਕੇ ਹਨ। ਪਾਰਟੀ ਵਿੱਚ ਰੰਗ-ਕਰਮੀਆਂ, ਕਲਾਕਾਰਾਂ ਅਤੇ ਕਾਮੇਡੀਅਨਾਂ ਦਾ ਬੋਲ-ਬਾਲਾ ਇਸ ਦੇ ਅਕਸ ਛਬੀ ਨੂੰ ਠੇਸ ਪਹੁੰਚਾ ਰਿਹਾ ਹੈ। ਪਿਛਲੇ ਦਿਨੀਂ ਇੱਕ ਅਧਿਆਪਕ ਦਾ ਕਾਮੇਡੀਅਨ ਪੁੱਤਰ ਅਤੇ ਸੰਸਦ ਮੈਂਬਰ ਭਗਵੰਤ ਮਾਨ ਅਤੇ ਇੱਕ ਨਵਾਂ ਉਡਾਰੀ ਮਾਰ ਕੇ ਪਾਰਟੀ ਵਿੱਚ ਆਇਆ ਕਾਮੇਡੀਅਨ ਗੁਰਪ੍ਰੀਤ ਘੁੱਗੀ, ਪੰਜਾਬ ਵਿੱਚ ਅਜੇ ਸੱਤਾ ਵਿੱਚ ਆਏ ਨਹੀਂ ਪਰ ਅਧਿਆਪਕ ਵਰਗ ਦੀ ਆਲੋਚਨਾ ਕਰਨ ਅਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਸਬਕ ਸਿਖਾਉਣ ਦੀ ਗੱਲਾਂ ਕਰਨ ਕਰਕੇ ਪਾਰਟੀ ਦੀ ਵੱਡੀ ਬਦਨਾਮੀ ਦਾ ਕਾਰਨ ਬਣੇ। ਬਾਅਦ ਵਿੱਚ ਮੁਆਫ਼ੀ ਮੰਗਣ ਅਤੇ ਸਪਸ਼ਟੀਕਰਨ ਦੀ ਕਵਾਇਦ ਪਾਰਟੀ ਦੇ ਵੱਡੇ ਰਾਜਨੀਤਕ ਨੁਕਸਾਨ ਦੀ ਪੂਰਤੀ ਨਾ ਕਰ ਸਕੀ।
ਪੰਜਾਬ ਅੰਦਰ ਜਿਉਂ ਜਿਉਂ 2017 ਵਿੱਚ ਹੋਣ ਵਾਲੀਆਂ ਵਿਧਾਨ ਸਭਾ ਚੋਣਾਂ ਨੇੜੇ ਆ ਰਹੀਆਂ ਹਨ ਤਿਉਂ ਤਿਉਂ ਰਾਜਨੀਤਕ ਮੈਦਾਨ ਭਖ ਰਿਹਾ ਹੈ। ਇਸ ਦੇ ਨਾਲ ਹੀ ਪੰਜਾਬ ਦੇ ਸ਼ਾਂਤ ਪਾਣੀਆਂ ਨੂੰ ਅੱਗ ਲਾਉਣ ਅਤੇ ਰਾਜ ਅੰਦਰ ਭਾਈਚਾਰਕ ਸਾਂਝ ਅਤੇ ਧਾਰਮਿਕ ਸਹਿਣਸ਼ੀਲਤਾ ਦਾ ਮਾਹੌਲ ਭੰਗ ਕਰਨ ਲਈ ਪੰਜਾਬ ਵਿਰੋਧੀ ਤਾਕਤਾਂ ਵੀ ਸਰਗਰਮ ਹੋ ਗਈਆਂ ਹਨ। ਬਰਗਾੜੀ ਅਤੇ ਜਵਾਹਰ ਸਿੰਘ ਵਾਲਾ ਸ਼੍ਰੀ ਗੁਰੂ ਗ੍ਰੰਥ ਸਾਹਿਬ ਬੇਅਦਬੀ ਕਾਂਡ ਅਜੇ ਸਿੱਖ ਸੰਗਤਾਂ ਅਤੇ ਪੰਜਾਬੀਆਂ ਦੇ ਮਨਾਂ ਵਿੱਚ ਤਾਜ਼ੇ ਹਨ ਕਿ ਲੁਧਿਆਣਾ ਵਿਖੇ ਗੀਤਾ ਬੇਅਦਬੀ ਬਾਅਦ ਮੁਸਲਿਮ ਭਾਈਚਾਰੇ ਦੇ ਗੜ੍ਹ ਮਾਲੇਰਕੋਟਲਾ ਵਿਖੇ 24 ਜੂਨ 2016 ਨੂੰ ਕੁਰਾਨ ਸ਼ਰੀਫ਼ ਦੀ ਬੇਅਦਬੀ ਘਟਨਾ ਨੇ ਪੰਜਾਬ ਦੀ ਅਫ਼ਿਰਕੂ ਸ਼ਾਂਤੀ ਵਲੂੰਧਰ ਕੇ ਰੱਖ ਦਿੱਤੀ। ਇਸ ਘਟਨਾ ਨਾਲ ਦਿੱਲੀ ਦੇ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਵਿਧਾਇਕ ਨਰੇਸ਼ ਯਾਦਵ ਦਾ ਨਾਮ ਆਉਣ ਕਰਕੇ ਪਾਰਟੀ ਦੇ ਅਕਸ ਨੂੰ ਵੱਡਾ ਧੱਕਾ ਲਗਾ ਹੈ। ਇਸ ਘਟਨਾ ਅਤੇ ਯੂਥ ਮੈਨੀਫੈਸਟੋ ਦੇ ਟਾਈਟਲ ਦੀ ਇਤਰਾਜ਼ਯੋਗ ਫੋਟੋ ਨੇ ਪੰਜਾਬ ਅੰਦਰ ਕੇਜਰੀਵਾਲ ਦਾ ਤਿੰਨ ਰੋਜ਼ਾ ਦੌਰਾ ਕਿਰਕਰਾ ਕਰਕੇ ਰੱਖ ਦਿੱਤਾ। ਹਰ ਥਾਂ ਉਸ ਨੂੰ ਰਾਜਨੀਤਕ ਅਤੇ ਜਨਤਕ ਵਿਰੋਧ ਦਾ ਸਾਹਮਣਾ ਕਰਨਾ ਪਿਆ।
ਪੰਜਾਬ ਲਈ ਚੋਣ ਮੈਨੀਫੈਸਟੋ ਤਿਆਰ ਕਰਨ ਦਾ ਕਾਰਨ ਬੁਧੀਜੀਵੀ ਪੰਜਾਬੀ ਆਗੂਆਂ ਨੂੰ ਸੌਂਪਣਾ ਚਾਹੀਦਾ ਸੀ। ਅਸ਼ੀਸ਼ ਖੇਤਾਨ ਵਰਗਾ ਆਗੂ ਪੰਜਾਬ, ਪੰਜਾਬੀ ਨੌਜਵਾਨਾਂ, ਕਿਸਾਨਾਂ, ਮਜ਼ਦੂਰਾਂ, ਪੇਂਡੂਆਂ, ਸ਼ਹਿਰੀਆਂ ਅਤੇ ਮੁਲਾਜ਼ਮਾਂ ਆਦਿ ਦੇ ਮਸਲੇ ਕੀ ਜਾਣੇ? ਇਹ ਲੋਕ ਪੰਜਾਬੀਆਂ ਨੂੰ ਲੋਕ ਲੁਭਾਊ ਨਾਅਰਿਆਂ ਵਿੱਚ ਲਪੇਟਣ ਲਈ 10 ਮੈਨੀਫੈਸਟੋ ਤਿਆਰ ਕਰ ਰਹੇ ਹਨ ਪਰ ਇਨ੍ਹਾਂ ਦੀ ਰਾਜਨੀਤਕ ਸੋਚ ਦਾ ਦੀਵਾਲਾ ਪਹਿਲੇ ਯੂਥ ਮੈਨੀਫੈਸਟੋ ਵਿੱਚ ਹੀ ਨਿਕਲ ਗਿਆ ਹੈ। ਕੇਜਰੀਵਾਲ ਨੇ ਇਹ ਇਤਰਾਜ਼ਯੋਗ ਮੈਨੀਫੈਸਟੋ ਬਿਨਾਂ ਦੇਖੇ ਪਰਖੇ ਹੀ ਅੰਮ੍ਰਿਤਸਰ ਤੋਂ ਜਾਰੀ ਕਰ ਦਿੱਤਾ। ਅਸ਼ੀਸ਼ ਖੇਤਾਨ ਨੇ ਇਸ ਦੀ ਪਵਿੱਤਰਤਾ ਦੀ ਤੁਲਨਾ ਗੀਤਾ, ਕੁਰਾਨ ਅਤੇ ਸ਼੍ਰੀ ਗੁਰੂ ਗ੍ਰੰਥ ਸਾਹਿਬ ਨਾਲ ਕਰਕੇ ਸਿੱਖਾਂ ਅਤੇ ਦੂਜੇ ਧਰਮਾਂ ਦੇ ਪੰਜਾਬੀਆਂ ਦੀਆਂ ਧਾਰਮਿਕ ਭਾਵਨਾਵਾਂ ਨੂੰ ਤਾਰ-ਤਾਰ ਕਰਕੇ ਰੱਖ ਦਿੱਤਾ। ਸ਼੍ਰੋਮਣੀ ਗੁਰਦੁਆਰਾ ਪ੍ਰਬੰਧਕ ਕਮੇਟੀ, ਜਥੇਦਾਰ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ, ਦਮਦਮੀ ਟਕਸਾਲ ਤੇ ਹੋਰ ਅਨੇਕ ਸਿੱਖ ਜਥੇਬੰਦੀਆਂ ਸਮੇਤ ਭਾਜਪਾ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਅਤੇ ਕਾਂਗਰਸ ਪਾਰਟੀ ਨੇ ਇਸ ਦਾ ਸਖ਼ਤ ਨੋਟਿਸ ਲਿਆ। ਸਿੱਟੇ ਵਜੋਂ ਸਾਰੇ ਪਾਰਟੀ ਨੇਤਾਵਾਂ ਨੂੰ ਮੁਆਫ਼ੀ ਮੰਗਣ ਲਈ ਮਜਬੂਰ ਹੋਣਾ ਪਿਆ ਹੈ। ਇਸ ਸਾਰੇ ਘਟਨਾਕ੍ਰਮ ਨੇ ‘ਆਪ’ ਦੇ ਅਕਸ ਨੂੰ ਭਾਰੀ ਢਾਅ ਲਾਈ ਹੈ।
ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਨੇ ਜਿਵੇਂ ਰਾਜਨੀਤਕ ਤੌਰ ’ਤੇ ਗ਼ਲਤੀ ਦਰ ਗ਼ਲਤੀ ਕੀਤੀ ਹੈ ਇਵੇਂ ਪੰਜਾਬ ਦੇ ਅਮੀਰ ਸੱਭਿਆਚਾਰ ਅਤੇ ਧਾਰਮਿਕ ਵਿਰਸੇ ਤੋਂ ਕੋਰੇ ਇਸ ਦੇ ਆਗੂਆਂ ਨੇ ਆਪਣੇ ਰਾਜਨੀਤਕ ਭਵਿੱਖ ਦੇ ਪੈਂਰੀ ਆਪ ਕੁਹਾੜਾ ਮਾਰ ਲਿਆ ਹੈ। ਨਿਰਸੰਦੇਹ ਪੰਜਾਬੀ ਨਸ਼ਿਆਂ ਅਤੇ ਬੇਰੁਜ਼ਗਾਰੀ ਜਿਹੀਆਂ ਸਮੱਸਿਆਵਾਂ ਦੇ ਨਾਲ ਨਾਲ ਮੌਜੂਦਾ ਰਾਜ ਪ੍ਰਬੰਧ ਅਤੇ ਰਵਾਇਤੀ ਸਿਆਸੀ ਪਾਰਟੀਆਂ ਦੀਆਂ ਨੀਤੀਆਂ ਅਤੇ ਕਾਰਗੁਜ਼ਾਰੀ ਤੋਂ ਬੇਹੱਦ ਦੁਖੀ ਹਨ ਅਤੇ ਕਿਸੇ ਹੋਰ ਚੰਗੇ-ਸੁਚੱਜੇ ਬਦਲ ਦੀ ਰਾਹ ਦੇਖ ਰਹੇ ਹਨ। ਇਸ ਸਥਿਤੀ ਵਿੱਚ ਉਨ੍ਹਾਂ ਨੂੰ ‘ਆਮ ਆਦਮੀ ਪਾਰਟੀ’ ਤੋਂ ਕੁਝ ਆਸ ਬੱਝੀ ਸੀ ਪਰ ਇਸ ਦੇ ਆਗੂਆਂ ਦੀ ਕਾਰਗੁਜ਼ਾਰੀ ਅਤੇ ਨੀਤੀਆਂ ਨੇ ਪੰਜਾਬੀਆਂ ਨੂੰ ਨਿਰਾਸ਼ ਹੀ ਕੀਤਾ।

After manifesto controversy, AAP divided on playing religion, dera cards in state

CHANDIGARH: The manifesto gaffe has led to dissident voices in the Punjab unit of the Aam Aadmi Party. At a recent meeting of the party’s campaign committee, some senior Punjab leaders expressed their disillusionment for being forced to cut a sorry figure over the party using a picture of Golden Temple with its poll symbol “broom” on the youth manifesto released by AAP national convener and Delhi CM Arvind Kejriwal on July 3 at Amritsar.

Senior party leaders also told AAP’s in-charge in Punjab Sanjay Singh, who chaired the July 12 meeting, that the party should avoid playing the “religion and caste card” in the state. “The manifesto fiasco has validated the claims of Shiromani Akali Dal (SAD) leaders and Congress chief Captain Amarinder Singh that the AAP in Punjab is being run by outsiders who have no idea about state’s ethos or culture. While the points to be included in the youth manifesto were discussed at a meeting, no senior leader was taken into confidence on the cover of the manifesto. Relegating senior Punjab leaders to the back benches and keeping the Delhi team in the forefront could prove counter-productive,” a senior leader present at the meeting said on the condition of anonymity.

It was also said that the visits of Kejriwal to “deras” has dented the party’s secular credentials. “Kejriwal had lured youth and other sections with the promise of fighting corruption. But his visits to the deras and babas have not gone down well with Punjabi NRIs who had helped the AAP storm Punjab in the 2014 Lok Sabha elections. We cannot alienate one to please another,” said the AAP leader.

During his March visit, the Delhi CM had tried to woo Dalit votes by visiting Dera Sachkhand Ballan which has following among the Ravidassia community and dera of Baba Pargat Nath of the Valmiki community. In May, he had met Ranjit Singh Dhadrianwale in Patiala after an attack on his convoy had claimed the life of his close associate.

Sanjay Singh, however, denied any rift in the party after the recent setbacks. “It was a general meeting of the campaign committee and everyone had put forth their views. Our structure is of a national party and leaders from all states are going across the country, be it Punjab, Goa or Gujarat. It does not mean we are undermining the local state leadership. It is Sukhbir Badal (SAD president) and state Congress chief Captain Amarinder Singh who are saying Delhi leaders are running the Punjab show, not our Punjab leaders and workers. Is Captain running the show in Punjab Congress or Sonia and Rahul Gandhi (Congress president and vice-president)?” Sanjay Singh questions.On Kejriwal’s visits to “deras”, he said the AAP respects all religions and there was nothing wrong in visiting institutions of faith. “Unlike the SAD-BJP, we don’t use religion to fuel tension or divide and rule,” he added.

When questioned if this claim does not get dented by the alleged involvement of AAP legislator Naresh Yadav in Quran sacrilege, Singh said: “Yadav has nothing to do with it and he will come out clean. The main accused is a habitual offender with a Rashtriya Swayamsevak Sangh (RSS) background. Will RSS act on behest of an AAP MLA?” he asked.

Punjab AAP convener Sucha Singh Chhotepur said it was decided at the meeting not to give in to provocations of the SAD-BJP and the Congress. “All leaders said any statement should be issued after due consultations. Like any national party, the AAP too has central leaders. But Kejriwal has himself said the Punjab leaders know the state issues better as it takes time for someone to get to know a new place better,” Chhotepur said.

On the back foot after playing the religion card, Kejriwal may be forced to rethink his “religion and caste politics” in Punjab as murmurs of discontent within the party grow louder. In his attempt to not allow any Punjab leader to overshadow him, many believe he has cut most to size be it Chhotepur, HS Phoolka, MP Bhagwant Mann or Sukhpal Khaira. But as the state inches closer to elections, he may be forced to cede more space to state leaders. As far as SAD-BJP’s bid to target it is concerned, the view within the party is more or less unanimous — the more Akalis come after them, the more public sympathy they gain.

CM face: Punjab next, says Capt

CHANDIGARH: The announcement of three-time Delhi chief minister Sheila Dikshit as the Congress chief ministerial candidate in Uttar Pradesh led to both hope and despair in the party circles in Punjab, depending on which side of the fence they are.

Awaiting a similar announcement for Punjab Congress president Captain Amarinder Singh, his detractors within the party dubbed it as a snub to the former CM, while Amarinder himself said Punjab could be next after UP. Though party strategist Prashant Kishor is learnt to be keen on the early announcement of Amarinder’s name as the CM candidate, Congress vice-president Rahul Gandhi has steered clear of it during his last two Punjab visits in April and June. According to Amarinder, the party is first focusing on UP, which he said, is five times larger than Punjab.

“First Raj Babbar was named as state party president, followed by Sanjay Singh as head of the campaign committee, and now Sheila Dikshit. After UP, they will take up Punjab. We are pitted against regional parties and to deal with their onslaught, we have to announce a CM candidate. If we don’t, we can’t compete with them. So an announcement of the CM face for Punjab will be made in due course of time,” he said.

However, many in the party believe that unlike UP, where the Congress has to revive itself, in Punjab it is a force to reckon with. “We are the main opposition party in Punjab, with a vote share of 40.9% in the 2012 state elections, which was more than the Akali-BJP combined. The Congress has to be seen shaking up UP in a big way to come back into its mainstream politics after being relegated to the fourth slot. In Punjab, it has to just put its house in order,” a senior party leader said.

But there are others who feel the Congress is wanting to keep all warring factions at bay by delaying the announcement. “All senior party leaders in Punjab eyeing the CM’s chair are now working together. The suspense on the CM face will keep the party united. This momentum could be derailed if Amarinder’s name is announced,” party insiders said.

But the Congress, which is building Brand Amarinder like never before through Kishor’s ‘Coffee with Captain’ and ‘Halke Vich Captain’ programmes, cannot deny Amarinder the announcement any longer after naming Dikshit. “Rahul just wants to show Amarinder who is the boss. Amarinder, too, had flexed his muscles recently by revealing in a television interview that he had plans to quit the Congress. But they both know it will have to be done in due course of time, or the entire campaign to corner the AAP (Aam Aadmi Party) on its CM face or projecting Amarinder’s government as better than the SAD-BJP’s will fall flat,” said a source.

Cong protests against Valtoha in Bhikhiwind

ARN TARAN: Led by singer-turned-politicians and Congress leader Hans Raj Hans, hundreds of Congress workers staged a protest on Thursday against chief parliamentary secretary (CPS) Virsa Singh Valtoha at Bhikhiwind, 20 km from here, for his controversial remark on Dr BR Ambedkar.

Bhikhiwind is a small town which falls under Khemkaran assembly segment from where Valtoha is an MLA. After carrying out a march on the road at around 12 pm, the Congress workers burnt effigy of the SAD leader seeking unconditional apology from CM Parkash Singh Badal and removal of Valtoha from the post.Speaking to HT on the sidelines of the protest, Hans said Dr Ambedkar counted among world famous personalities like Mahatma Gandhi and Jawahar Lal Nehru and his contribution for the country is unprecedented.

“He drafted the constitution not only for dalits, but for the country. What Valtoha spoke about Dr Ambedkar revealed the thinking of Akalis for dalits. Due to this kind of thinking, I quit the party few months ago,” he added.

Pertinently, he said dalits would play key role in Punjab assembly elections of 2017 and support would be decisive as their population is increasing day by day as compare to other communities. “Only that political party would win the elections which will bring the dalit concerns on its core agenda. Congress has already struggling for interests of dalits, so the community stands with it”, Hans said.

On being asked whether the Congress will register a case against the CPS Hans said Punjab Pardesh Congress Committee (PPCC) president Captain Amarinder Singh and party high command will decide over it.

Former cabinet minister Gurchet Singh Bhullar said Valtoha’s remark against the Ambedkar is unbearable. If Badal does not take any action against him, the dalit community will punish him during the elections, he said

If Valtoha is not sacked by the government as CPS, we will mobilise the people against him, said Sukhpal Singh Bhullar, district president of Congress.

Punjab govt flayed for indifferent attitude towards state roadways

JALANDHAR: Lambasting the state government for their indifferent attitude towards the Punjab Roadways, the joint action committee of Roadways employees has threatened to launch a stir if their demands are not met.Addressing to a press conference here on Wednesday, convener of the action committee Surinder Singh said that no government has tried to add new buses to the Roadways fleet for long even after being allotted a separate budget for the same form time to time. “The fleet has decreased to only 800 from a jumbo fleet of 2,407 buses in 1985,” he said.

He said that the present state government has also arranged a budget of `42.75 crore for buying 225 new buses. But it has never been released.

“The Union government also provided buses to the states for the convenience of general public. But the state government had declined the Centre’s offer, which shows that the state government was not intere3sted in the development of the state transport,” he said.

The committee also demanded that the government should restrain from amending service rules of 2003 in the promotion of mechanical engineers, traffic manager and works manger. They also demanded the rollback of the decision regarding operation of mini buses on rural routes.
