NEW DELHI: Aam Aadmi Party MP Bhagwant Mann is staring at strict action for posting a Facebook video of Parliament’s interiors with Lok Sabha Speaker Sumitra Mahajan on Friday rejecting his apology and members of both Houses calling for his disqualification.

Mann’s act has seriously compromised Parliament’s security and given “a bird’s-eye view of the inner layout to anyone who wants to create terror”, former Delhi Police officer Ashok Chand, who was part of the team that investigated the December 13, 2001 terror attack on the House, told HT.

“I was coming to Parliament to raise an issue during zero hour. Anjaane mein maine video banayi. I wanted to show the selection process of zero hour notices. I apologise unconditionally. I will never do it again,” the Sangrur MP said in a letter to MahajanBut a furious Speaker told Mann “this is beyond apology” when he met her to apologise in person.

AAP member Bhagwant Mann is staring at the prospect of suspension from the Lok Sabha after his Parliament video derailed proceedings in both Houses, with MPs cutting across party lines to seek action against him.

The Lok Sabha was adjourned for the day around 12.15 pm after protests erupted over the video that exposes Parliament’s security checkpoints. The Rajya Sabha also wound up around 3 pm following frequent disruptions on the issue with ministers Nirmala Sitharaman and MA Naqvi describing the video act as a breach of security and noting that in the 2001 Parliament attack, the saving grace had been terrorists’ ignorance of the internal security protocol.

Mann, the comedian-politician from Punjab’s Sangrur, appeared crestfallen, as he failed to placate LS Speaker Sumitra Majahan with an unconditional apology. “This is too serious an error to be corrected by an apology. Thirteen persons died in the 2001 Parliament attack. The Parliament is still vulnerable. I will consult all leaders before deciding the course of action,” the Speaker said after Mann met her twice.

She also initiated the process of forming an ad hoc committee to probe the controversial 12-minute video that reveals entry to Parliament’s strategic areas. The suggestion about a standalone committee came this morning from BJD’s Bhartruhari Mahtab, who said Mann’s act wasn’t one of ethics or privilege and mandated separate consideration. “It’s not foolishness or ignorance. It’s serious. In the 2001 attack, the terrorists didn’t know where to enter,” Mahtab said.

Earlier, as the LS assembled, members of the ruling NDA sought action against Mann, who wasn’t allowed to speak by Mahajan. “I assure you. Some action will be taken,” the Speaker said after Congress’ Mallikarjun Kharge, Akali Dal’s Prem Singh Chandumajra, BJP’s RK Singh and Shiv Sena’s Anandrao Adsul termed Mann’s act as serious and sought punishment for him.

Former Home Secretary Singh was for MP’s suspension, while Chandumajra wanted to know since when Mann had been posting Parliament details online.

The Rajya Sabha witnessed similar scenes with Akali Dal’s Naresh Gujral, Congress’ Anand Sharma, Ambika Soni and Partap Bajwa, CPM’s Sitaram Yechury and JDU’s Sharad Yadav condemning Mann’s act and calling for action against him.

Frequent disruptions followed and when the House reassembled after lunch for private members’ business, Congress’ KVP Rao was unable to move the Bill for special status to Andhra Pradesh as minister Harsimrat Badal was on her feet raising the Mann issue.

The Congress later accused the BJP of using the video to stall Parliament and block the Andhra Bill besides deflecting attention from Dalit rage the BJP has been facing for its UP leader’s sexist slur against BSP chief Mayawati.

Mann for his part denied having done anything intentionally. “I had no intentions of revealing Parliament security details and didn’t know this was against the rules. I offered my unconditional apology to the LS Speaker and said I will never repeat this,” said a visibly shocked Mann, the first MP ever to be accused of compromising Parliament security.

Last week, Punjab Congress president Captain Amarinder Singh had also referred to Mann’s drinking habit.

In a damage-control on Friday, AAP Punjab affairs incharge Sanjay Singh tweeted a page from the Lok Sabha website saying that the site itself gave out security details. It has only been six days since AAP convener and Delhi chief minister Arvind Kejriwal visited the Golden Temple in Amritsar to atone for the manifesto blunders. On Friday, Mann tendered his unconditional apology in Parliament. The rookie party eyeing power in Punjab in 2017 is on an apology spree since the manifesto gaffe early this month. But this time, a ‘sorry’ may not suffice.

The AAP suspects a larger conspiracy in the unanimous protest by MPs against Mann. Sanjay Singh tweeted that the Bharatiya Janata Party and the Congress (bitter opponents otherwise) had joined hands to “remove Mann as MP”. “It was a BJP tactic to divert people’s attention from the atrocities on the Dalits,” he said. LOVES TROUBLEMann (43), formerly a standup comedian, is by far, Punjab’s most popular AAP leader. But he also attracts controversies the AAP can do without in a pollbound state.

A video of his “strange behavior” after a press conference in Chandigarh in June 2014 shows him breaking down and getting into the boot of his car, begging journalists with folded hands to let him go. He had called the press conference to highlight the plight of Punjabis stranded in Iraq. Many thought he was either drunk or under depression.

Last year, after he filed for divorce, he posted on Facebook that he was leaving his wife to serve Punjab. His wife, Inderjit Kaur, who stood by him through his tumultuous political journey, returned to Australia, where he had settled down before joining politics in 2011. Mann was accused of exploiting a personal issue for political gain.

His alleged drinking problem resurfaced in October, when he was forced to leave a ceremony to remember two Sikh protesters killed in police firing at Faridkot’s Bargari village. It was alleged that he was drunk. Mann got on Facebook to deny the charges. This year, a video of his mocking government school teachers was trolled on the social media. In it, he recalls a conversation with his father, a government teacher: “All you guys (government teachers) do is scold children, punish them, and come home. Why do you want increased pay?” CROWD PULLER

Despite his idiosyncrasies, the AAP cannot do without Mann. His wit and oratory skills are crowd pullers. In 2014, Mann won the Sangrur Lok Sabha seat by more than 2-lakh votes. In many public meetings, crowd has forced other speakers to get off stage to let him speak. Hours after the Parliament furore on Friday, he addressed a large gathering at Lalru, and the public response was, like always, unaffected by the controversy around him. COMEDY TO POLITICS

Mann, who comes from a Sangrur village, started his comedy career from college youth festivals, and like others in the trade, cut comedy albums. ‘Kulfi Garma Garm’ was his first hit. He became a household while competing in the ‘Great Indian Laughter Challenge’. Several television shows and a flourishing showman’s career later, he “gave it all up to work for Punjab”.

In 2011, he joined the People’s Party of Punjab (PPP) and lost the 2012 contest for the Lehragaga assembly seat. In March 2014, he switched to the AAP, and showed his “ambitious” side by now projecting himself as the AAP’s CM face.

PATIALA: When his Facebook video on how Parliament works has created a security issue, Sangrur MP Bhagwant Mann is now accused of coming to the House drunk. The complainant, his Aam Aadmi Party (AAP) colleague Harinder Singh Khalsa, has asked the speaker for a change of seat.

Khalsa, who represents Fatehgarh Sahib and has been suspended by the AAP, moved a written request to Lok Sabha speaker Sumitra Mahajan on Friday. “It is torturous to sit next to a drunk Mann,” he wrote. “I am a Sikh who comes to Parliament after performing prayer. It hurts my religious sentiments to smell liquor from the adjoining seat. I feel nauseating,” said Khalsa, who takes seat 495, while Mann occupies 496.

“I was forced to write to the speaker as last resort, after hoping Mann would kick his habit,” said the MP, who has raised the issue publicly before. Last week, Punjab Congress president Captain Amarinder Singh levelled the same allegation and, earlier, sacked AAP leader Yogendra Yadav had told the media that Mann would even attend the party meetings drunk.Mann accused Khalsa of defaming him. “Why was he was quiet for so long? Seeing me cornered today, he tried to settle a score related to his suspension from the party. I will lodge a counter-complaint and sue him. I am open to any inquiry,” he said. The speaker has started looking into the charges.All four AAP MPs are from Punjab. In August 2015, the party suspended Khalsa and his Patiala counterpart Dr Dharamvira Gandhi for going to a parallel rally of expelled leaders Yogendra Yadav and Prashant Bhushan in Amritsar. Clash between Cong, BJP workers leaves 10 injured in Ferozepur

FEROZEPUR: As many as 10 people, including four Congress workers, a gunman of a Congress MLA and police personnel, were injured in a clash during a protest on Friday by Congressmen against the denial of permission to local Congress MLA Parminder Singh Pinki, who wanted to start an ‘open gym’ at a park of the municipal committee here.

Congressmen had been protesting against the BJP over the issue for the past many days and had threatened to lock the office of the MC on Friday.

In the afternoon, a number of Congressmen, led by Pinki and Punjab Youth Congress chief Amarpreet Singh Lalli reached the gate of the MC. A large number of policemen, headed by DSP Vibhore Sharma, and BJP supporters were already inside the MC building.When Congressmen tried to scale the barricades to reach the gate of the MC office, BJP workers pelted Congressmen with stones and bricks. Then the Congressmen also retaliated.

The police used tear gas shells, chilly grenades and water cannons to disperse the mob, but during clash lasting about 15 minutes, ten people were injured.

Four policemen, who suffered head injuries, were admitted to the local civil hospital.

Unconfirmed reports said gunshots were also fired, but the police denied it.

Lalli termed the alleged highhandedness by BJP the murder of democracy and alleged that police sided with BJP workers.

“To promote healthy living among residents of the border town, we have installed open gymnasiums in various parks of Ferozepur and people have appreciated the step, so we wanted to set up an open gym here also, but the BJP opposed it,” rued Pinki.

“Pinki deliberately created the ruckus for cheap political mileage. We had presented the matter at the MC house meeting, but it denied permission. They had been on protest for so many days, none objected to them, but how could they lock down a government office,” said Grover.

Refuting charges of police siding with the BJP, Manminder Singh, SSP, said that had the police not taken in-time action, the protest would have resulted into loss of government property as well as human lives.

“We are looking into the incident and the guilty will be taken to task. None will be allowed to disturb law and order in the district,” said the SSP.

SAD-BJP look to corner AAP

AAP MP Bhagwant Mann has provided a handle to the ruling SAD-BJP coalition in Punjab by posting Parliament’s security details on social media.

“Big brother” in the coalition, the SAD, will sustain pressure on Mann in Parliament by centre-staging his act as one aimed with ulterior motive to help forces inimical to the country. Prem Singh Chandumajra, among others, has given privilege notice against him to Lok Sabha Speaker Sumitra Mahajan.

Union Food Processing Minister Harsimrat Kaur demanded a probe and strict action under penal laws against the AAP leader. Demanding his immediate suspension form the Lok Sabha, she said: “It is not merely a matter of privilege of Parliament. It relates to the security of the country.”

“Posting of Parliament’s security details (on social media) was intended to provide tips to anti-national elements. The issue must be investigated keeping in mind the attack on Parliament in 2001 which was undertaken following its recce by David Headley,” she said.

The SAD-BJP is facing strong challenge by AAP in Punjab where the Assembly elections are due early next year. The coalition is still smarting under the sudden resignation of cricketer-turned politician Navjot Sidhu from the Rajya Sabha.

Speculations of Sidhu possibly joining AAP was certainly not music to the SAD and the BJP. The BJP was also on the back foot due to the backlash following one of its leaders' derogatory remarks against Mayawati.

Lok Sabha member from Sangrur Bhagwant Mann may have thought he was pulling another prank while posting Parliament journey details online yesterday, but Lok Sabha security officials differ strongly with him.

According to top LS sources, the gravest and the most serious detail in Mann’s 11 minute 52 second video streamed live yesterday is the exposure of entry to Parliament from gate number one reserved for ministers and MPs.

A senior security official in Parliament told TNS today, “When Parliament was attacked on December 13, 2001, the terrorists did not know the entry points. Their target was the Rajya Sabha, but they failed to cause the damage they had come to cause. That was made possible because they were lost in breaking the security cordon and finding entry points to the Rajya Sabha. Bhagwant Mann’s video reveals to all the most critical entry point to Parliament of India — Gate number 1.”

Aam Aadmi Party (AAP) Parliamentarian Bhagwant Mann on Friday gave an unconditional apology for having filmed Parliament security procedure after Lok Speaker Sumitra Mahajan summoned him for an explanation.

Mann was reprimanded when he appeared before the Speaker at 11.10 am, sources in her office said.

Mahajan said she would consult political parties for an "appropriate action" against Mann.

Both Houses of Parliament hotly debated the controversy as Parliamentarians demanded action against Mann, a Lok Sabha member from Sangrur.

In his apology letter submitted to the Speaker, Mann said when he was coming to the House to attend Zero Hour, he had made the "mistake inadvertently" and did not know filming Parliament security was “was against the rules".

"I apologise unconditionally. I will not repeat it in future.”

 Mahajan however refused to accept the apology, instead saying it was a subject that concerned security of MPs and that Parliament House had already witnessed an attack on December 13, 2001, in which 13 people lost their lives. 

AAP defends Mann

The Aam Aadmi Party defended Mann saying his act did not amount to a breach of security and criticised the Bharatiya Janata Party of using the issue to divert attention from the attacks on Daits in Gujarat’s Una.

"Bhagwant Mann was only trying to show to the people how only 20 names were picked from a draw to ask questions (during the Zero Hour). Since representatives from all areas of the country have the right to ask questions in Parliament, this lucky draw system leaves many MPs without a chance to put forth their questions," AAP leader Ashutosh said.

"Parliament cannot be run by just lucky draw...BJP is trying to deflect attention from the issue of attacks on Dalits in Gujarat," he said.

Senior AAP leader Sanjay Singh also criticised BJP for targeting Mann.

"Adityanath, Sakshi Maharaj, Giriraj Singh are the biggest threat to country's security and these leaders will add glory to Parliament, while Bhagwant Mann will be booked under NSA? What justice is this? " Singh tweeted.

However, party sources said the controversy could have been avoided.

"It was an innocuous video and it was certainly avoidable. He has been told to be careful in future," a source said, adding the party is of the view that the video "did not compromise" the security of Parliament.      

In the nearly 12-minute video that he shared live on Facebook, Mann filmed his vehicle crossing security barricades and him entering Parliament on Thursday.

Meanwhile, a police complaint has been registered against the Parliamentarian.

The complainant, identified only as S Kumar, has demanded criminal action against the Parliamentarian. The complaint was lodged at the Parliament Street Police station. — Agencies

Akalis mobilising support on SYL

With the Supreme Court judgement on the presidential reference in the Punjab Termination of Agreements Act, 2004, expected to be announced any time now, the SAD is mobilizing support from the rural masses in a major way.

The issue has become the mainstay of all political discourse by CM Parkash Singh Badal who has been on a spree organising sangat darshans in the state. All ministers and leaders too have started exhorting the masses, especially in party meetings held in villages, to stand up against an adverse decision that would force the state to give up its share of water.

In such a scenario the SAD sees a huge political gain coming its way. The issue has been discussed amongst Akali leaders and even in the core committee meetings of the party, with the CM openly declaring that he is ready to make any sacrifice to ensure that the state does not lose its rights on the river waters.

Indications are that the party could resort to its old tactics of “morchas’ – something the party had successfully managed in the Punjabi Suba movement and in the 70s.

An internal survey shows that the SYL issue was still a very emotive issue. An unofficial survey by some central agencies has predicted that that though the Akali-BJP combine could get around 40 seats, an emotive issue like sharing of river waters brightens the ruling party’s prospects in the electoral ring.

SAD leaders and cadre have been actively engaged in ensuring that the panchayats too get mobilised on this issue.

The Punjab Sutlej Yamuna Link Canal (Rehabilitation and Re-vesting of Proprietary Rights) Bill, 2016, passed by the Punjab Vidhan Sabha in March this year, after the Supreme Court resumed hearings on the SYL issue.

Resolutions passed

• Official sources said85 per cent of 12,500 village panchayats in the state have passed resolutions addressed to the President seeking justice on this count. The resolutions say the state has full rights over its river waters and that grave injustice has been meted out to the state on this issue in the past.

Punjab Congress affairs incharge Asha Kumari said here today that the party would win at least 100 seats in the Assembly elections under the leadership of PPCC chief Capt Amarinder Singh.

“People are fed up with the ill-conceived moves of the SAD-BJP combine, while the Aam Aadmi Party leaders are so desperate to grab power that they are compromising principles laid down by their own party,” she said.

Asha Kumari, who paid obeisance at the Golden Temple, was accompanied by Leader of the Opposition Charanjit Singh Channi, MLA Raj Kumar Verka and local party leaders. She also visited Jallianwala Bagh, Durgiana Mandir and Ram Tirath.

Channi said the SAD-BJP rule had witnessed financial bankruptcy, a breakdown of law and order, a free flow of drugs, and rising unemployment and farmer suicides.

‘Dilliwali party has no presence in Punjab’ 

Hoshiarpur: Punjab Congress incharge Asha Kumari said here on Friday that the ‘Dilliwali party’ (Aam Aadmi Party) had no presence in the state. She was here to address a meeting of party workers of the district. When asked about PPCC chief Capt Amarinder Singh’s keenness to bring former BJP MP Navjot Singh Sidhu into the Congress fold, she said, “Captain Sahib has said that anyone is welcome to join the party, including Sidhu. The resignation of Navjot Sidhu as a Rajya Sabha MP and his reported joining another political party has left leaders divided, both in the Congress and AAP.

While the AAP leaders are speaking in different voices over the move to induct the cricketer-turned-politician in to the party, state Congress leaders have expressed reservations against his induction in the party.

In the wake of the expulsion of senior Congress leaders Bir Devinder and Jagmeet Singh Brar over their outbursts against the PPCC chief Capt Amarinder Singh, certain leaders feel that the party should rather woo other disgruntled leaders from other parties to boost its campaign.

On the contrary, another section of leaders joined the PPCC president in invoking the strong Congress connection of the Sidhu family to accept him in to the party. They maintain that party workers are in favour of inducting Sidhu.

PPCC vice-president, Lal Singh, who has closely associated with the late Bhagwant Singh Sidhu, father of the cricketer, went out of the way to remind the rebel BJP leaders of his traditional Congress ties.

“I was vice-president of Patiala district unit when Navjot’s father was the president. He was man of stature. His mother, Nirmal Bhagwant Kaur, twice fought elections from Dakala (Patiala) in 1972 and 1975”, said Lal Singh.

Another senior leader of Malwa said inducting Navjot was not an issue but his position in the party. “Since winnability, credibility and loyalty are going to be the criteria for ticket distribution, some of the sitting MLA’s could lose their seats with outsiders joining”, said another sitting MLA from Doaba.

AAP zonal coordinator quits

Aam Aadmi Party’s (AAP) Ferozepur zone coordinator Gurpreet Singh Sandhu and dozens of his supporters today resigned from the primary membership of the party.

Addressing a press conference, Sandhu alleged that the party had failed to formulate a policy for the welfare of Punjabis, particularly the farmers and the youth. “AAP’s state leaders and workers are blindly following the instructions of their bosses in Delhi,” he added.

“Party tickets are being sold at hefty rates by senior leaders,” Sandhu alleged.

Davinder Singh Sekhon and Hardeep Singh Doda, vice-president and joint secretary, respectively, of the farmers’ wing, Punjab, Kuldeep Kaur, zonal coordinator, women’s wing, and other office-bearers at the block level have also quit the party. The leaders said they would prefer to expose ‘corruption’ in the distribution of AAP tickets rather than joining another party.

Worry about Dalit security, not of House: Mann to BJP

The Dalits are being beaten up and their leaders abused,” he said.

In a morale boosting exercise for the party cadre, Preneet Kaur, zone in-charge of the Congress, today toured Talwandi Sabo and adjoining areas asking workers to connect with the common man to know about his expectations and give the feedback to the party high command before the manifesto is finalised.

Preneet Kaur was accompanied by fellow zone in-charge Sadhu Singh Dharmsot.

The MLA from Patiala said, “The general public needs to be made aware about the dubious stand of AAP convener Arvind Kejriwal on the Satluj-Yamuna Link (SYL) issue. He shows sympathy for Punjab in public when he visits the state but says the opposite when he is in Delhi.”

Many representatives from the Youth Congress, National Students Union of India (NSUI) and Mahila Congress attended the meeting.

Participants spoke about the alleged high-handedness of the ruling party, Shiromani Akali Dal, particularly against the Congress workers. Speakers gave examples from personal lives.

Speaking on the occasion, state vice-president of the Youth Congress, Khushbaaz Singh Jattana, said “The general behaviour of SAD is evident from the fact that its area MLA (Talwandi Sabo), Jeet Mohinder Singh Sidhu, is named in certain FIRs and yet he is moving around freely. Can Chief Minister Parkash Singh Badal explain why he is not even being arrested?”

Jattana said, “Sidhu was seen moving along with the Chief Minister and other top leaders. Allowing free movement with evident state protection gave a clear message that he is being shielded by the state government, which is very unfortunate. People are not fools. They are watching and they will respond when they cast their ballot.”

Preneet Kaur also went to Takht Damdama Sahib to pay obeisance.

Punjab Cabinet Minister for Rural Development and Panchayats Sikander Singh Maluka here today demanded strict action against AAP MP Bhagwant Mann for uploading a video of the Indian Parliament putting to peril the security of parliamentarians.

On the issue of suspension of Pargat Singh and Inderbir Singh Bolaria, Maluka said both were ousted as they were not ‘loyal Akalis’.

He claimed that the Akali Dal was unfazed by Navjot Sidhu returning to state politics. Maluka said with both AAP and the Congress extending him invites, he (Navjot) could join any party, but he was not welcomed by the Akali Dal.

He said Sidhu was an ‘opportunist’. He deserted the BJP as he was denied a cabinet rank.

Maluka, who was here to attend a function organised under the Punjab State Rural Livelihoods Mission, said Pargat Singh knew nothing about politics and should not have been given a ticket during the last Assembly elections. He said anyone claiming a party ticket should first serve the party for at least five years.

ਸੰਗਰੂਰ ਤੋਂ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੇ ਸੰਸਦ ਮੈਂਬਰ ਭਗਵੰਤ ਮਾਨ ਵੱਲੋਂ ਸੰਸਦ ਦੀ ਵੀਡੀਓ ਬਣਾਏ ਜਾਣ ’ਤੇ ਅੱਜ ਦੋਹਾਂ ਸਦਨਾਂ ਲੋਕ ਸਭਾ ਅਤੇ ਰਾਜ ਸਭਾ ’ਚ ਜ਼ੋਰਦਾਰ ਹੰਗਾਮਾ ਹੋਇਆ। ਹੁਕਮਰਾਨ ਗੱਠਜੋੜ ਐਨਡੀਏ ਦੇ ਜ਼ਿਆਦਾਤਰ ਸੰਸਦ ਮੈਂਬਰਾਂ, ਜਿਨ੍ਹਾਂ ’ਚ ਅਕਾਲੀ ਦਲ ਦੇ ਮੈਂਬਰ ਵੀ ਸ਼ਾਮਲ ਹਨ, ਨੇ ਭਗਵੰਤ ਮਾਨ ਖ਼ਿਲਾਫ਼ ਸਖ਼ਤ ਕਾਰਵਾਈ ਦੀ ਮੰਗ ਕਰਦਿਆਂ ਸੰਸਦ ਦੀ ਕਾਰਵਾਈ ਨੂੰ ਠੱਪ ਕਰ ਦਿੱਤਾ। ਲੋਕ ਸਭਾ ਸਪੀਕਰ ਸੁਮਿੱਤਰਾ ਮਹਾਜਨ, ਜਿਨ੍ਹਾਂ ਕੋਲੋਂ ਸ੍ਰੀ ਮਾਨ ਨੇ ਬਿਨਾ ਸ਼ਰਤ ਮੁਆਫ਼ੀ ਮੰਗ ਲਈ ਹੈ, ਨੇ ਵੀਡੀਓ ਬਣਾਉਣ ਦੀ ਘਟਨਾ ਨੂੰ ਗੰਭੀਰ ਮੁੱਦਾ ਕਰਾਰ ਦਿੰਦਿਆਂ ਵਿਰੋਧ ਕਰ ਰਹੇ ਮੈਂਬਰਾਂ ਨੂੰ ਭਰੋਸਾ ਦਿੱਤਾ ਕਿ ਉਨ੍ਹਾਂ ਖ਼ਿਲਾਫ਼ ਜ਼ਰੂਰ ਕੋਈ ਕਾਰਵਾਈ ਕੀਤੀ ਜਾਵੇਗੀ। ਦੋਹਾਂ ਸਦਨਾਂ ਦੀ ਕਾਰਵਾਈ ਸ਼ੁਰੂ ਹੁੰਦਿਆਂ ਸਾਰ ਅਕਾਲੀ ਦਲ, ਭਾਜਪਾ ਅਤੇ ਸ਼ਿਵ ਸੈਨਾ ਦੇ ਮੈਂਬਰਾਂ ਨੇ ਰੌਲਾ ਪਾਉਣਾ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤਾ ਕਿ ਭਗਵੰਤ ਮਾਨ ਨੇ ਸੰਸਦ ਦੇ ਰਾਹ ਅਤੇ ਉਸ ਦੇ ਸੁਰੱਖਿਆ ਪ੍ਰਬੰਧਾਂ ਦੀ ਵੀਡੀਓ ਬਣਾ ਕੇ ਉਸ ਨੂੰ ਸੋਸ਼ਲ ਮੀਡੀਆ ’ਤੇ ਅਪਲੋਡ ਕਰ ਕੇ ਸੰਸਦ ਦੀ ਸੁਰੱਖਿਆ ਨਾਲ ਖਿਲਵਾੜ ਕੀਤਾ ਹੈ। ਕਾਂਗਰਸ ਅਤੇ ਖੱਬੇ ਪੱਖੀ ਪਾਰਟੀਆਂ ਦੇ ਮੈਂਬਰਾਂ ਨੇ ਵੀ ‘ਆਪ’ ਆਗੂ ਖ਼ਿਲਾਫ਼ ਕਾਰਵਾਈ ਦੀ ਮੰਗ ਕੀਤੀ।
ਹੰਗਾਮਿਆਂ ਕਾਰਨ ਦੋਹਾਂ ਸਦਨਾਂ ਦੀ ਕਾਰਵਾਈ ਨੂੰ ਵਾਰ ਵਾਰ ਮੁਅੱਤਲ ਕਰਨਾ ਪੈ ਰਿਹਾ ਸੀ ਅਤੇ ਅਖੀਰ ’ਚ ਲੋਕ ਸਭਾ 12 ਵਜੇ ਤੋਂ ਕੁਝ ਦੇਰ ਬਾਅਦ ਅਤੇ ਰਾਜ ਸਭਾ ਨੂੰ ਦੁਪਹਿਰ 2:40 ਵਜੇ ’ਤੇ ਸੋਮਵਾਰ ਤਕ ਲਈ ਉਠਾ ਦਿੱਤਾ ਗਿਆ।
ਲੋਕ ਸਭਾ ਅੱਜ ਸਵੇਰੇ ਜਦੋਂ ਜੁੜੀ ਤਾਂ ਐਨਡੀਏ ਦੇ ਮੈਂਬਰਾਂ ਨੇ ਭਗਵੰਤ ਮਾਨ ਦੇ ਕਾਰੇ ਨੂੰ ਸੁਰੱਖਿਆ ’ਚ ਸੰਨ੍ਹ ਦਾ ਮਾਮਲਾ ਕਰਾਰ ਦਿੱਤਾ। ਭਾਜਪਾ ਦੇ ਕਿਰਤ ਸੋਮੱਈਆ ਨੇ ਉਸ ਨੂੰ ਅਯੋਗ ਠਹਿਰਾਉਣ ਦੀ ਮੰਗ ਕੀਤੀ ਜਦੋਂ ਕਿ ਉਸ ਦੇ ਪਾਰਟੀ ਸਾਥੀ ਆਰ ਕੇ ਸਿੰਘ (ਸਾਬਕਾ ਗ੍ਰਹਿ ਸਕੱਤਰ) ਨੇ ਕਿਹਾ ਕਿ ‘ਆਪ’ ਮੈਂਬਰ ਨੇ ਸੰਸਦ ਕੰਪਲੈਕਸ ਦੀ ਸੁਰੱਖਿਆ ’ਤੇ ਸਵਾਲੀਆ ਨਿਸ਼ਾਨ ਲਾ ਦਿੱਤੇ ਹਨ। ਉਨ੍ਹਾਂ ਸ੍ਰੀ ਮਾਨ ਖ਼ਿਲਾਫ਼ ਮਰਿਆਦਾ ਦੀ ਉਲੰਘਣਾ ਦਾ ਮਤਾ ਲਿਆਉਣ ਦੀ ਮੰਗ ਕੀਤੀ।
ਐਨਡੀਏ ਮੈਂਬਰ ਜਦੋਂ ਇਹ ਮੁੱਦਾ ਉਠਾ ਰਹੇ ਸਨ ਤਾਂ ਆਰਜੇਡੀ ਅਤੇ ਸਮਾਜਵਾਦੀ ਪਾਰਟੀ ਦੇ ਮੈਂਬਰ ਤਖ਼ਤੀਆਂ ਲੈ ਕੇ ਸਪੀਕਰ ਦੇ ਆਸਣ ਮੂਹਰੇ ਪਹੁੰਚ ਗਏ। ਉਹ ਤਰੱਕੀਆਂ ’ਚ ਰਾਖਵੇਂਕਰਨ ਸਬੰਧੀ ਬਿਲ ਨੂੰ ਪਾਸ ਕਰਨ ’ਚ ਹੋ ਰਹੀ ਦੇਰੀ ’ਤੇ ਆਪਣੀ ਨਾਰਾਜ਼ਗੀ ਜਤਾ ਰਹੇ ਸਨ। ਰੌਲੇ ਰੱਪੇ ਵਿਚਕਾਰ ਸਪੀਕਰ ਨੇ ਸਦਨ ਦੀ ਕਾਰਵਾਈ 12 ਵਜੇ ਤਕ ਲਈ ਮੁਲਤਵੀ ਕਰ ਦਿੱਤੀ। ਇਸ ਵਕਫ਼ੇ ਦੌਰਾਨ ਭਗਵੰਤ ਮਾਨ ਨੇ ਸਪੀਕਰ ਨਾਲ ਮੁਲਾਕਾਤ ਕਰ ਕੇ ਮੁਆਫ਼ੀ ਮੰਗੀ।
ਸਦਨ ਜਦੋਂ ਦੁਬਾਰਾ ਜੁੜਿਆ ਤਾਂ ਸਪੀਕਰ ਸੁਮਿੱਤਰਾ ਮਹਾਜਨ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਮਾਮਲਾ ਗੰਭੀਰ ਹੈ ਅਤੇ ਉਨ੍ਹਾਂ ਦੇ ਵਿਚਾਰ ਅਧੀਨ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ,‘‘ਕੋਈ ਨਾ ਕੋਈ ਕਾਰਵਾਈ ਕਰੇਂਗੇ।’’ ਨਾਲ ਹੀ ਕਿਹਾ ਕਿ ਸੰਸਦ ਦੀ ਸੁਰੱਖਿਆ ਲਈ 13 ਵਿਅਕਤੀਆਂ ਨੇ ਆਪਣੀਆਂ ਜਾਨਾਂ ਵਾਰ ਦਿੱਤੀਆਂ ਸਨ। ਉਨ੍ਹਾਂ ਦਾ ਇਸ਼ਾਰਾ 13 ਦਸੰਬਰ 2001 ਨੂੰ ਸੰਸਦ ’ਤੇ ਹੋਏ ਦਹਿਸ਼ਤੀ ਹਮਲੇ ਤੋਂ ਸੀ। ਸਦਨ ’ਚ ਜਦੋਂ ਹੰਗਾਮਾ ਜਾਰੀ ਰਿਹਾ ਤਾਂ ਉਨ੍ਹਾਂ ਲੋਕ ਸਭਾ ਦੀ ਕਾਰਵਾਈ ਦਿਨ ਭਰ ਲਈ ਉਠਾ ਦਿੱਤੀ।
ਉਪਰਲੇ ਸਦਨ ਰਾਜ ਸਭਾ ’ਚ ਵੀ ਭਾਜਪਾ ਮੈਂਬਰਾਂ ਨੇ ਹੰਗਾਮਾ ਕਰ ਕੇ ਕਾਰਵਾਈ ਦੁਪਹਿਰ ਤਕ ਲਈ ਮੁਲਤਵੀ ਕਰਵਾ ਦਿੱਤੀ। ਵਿਰੋਧੀ ਧਿਰ ਕਾਂਗਰਸ ਅਤੇ ਸੀਪੀਐਮ ਨੇ ਭਗਵੰਤ ਮਾਨ ਦੀ ਨੁਕਤਾਚੀਨੀ ਕਰਦਿਆਂ ਜਾਣਨਾ ਚਾਹਿਆ ਕਿ ਸਰਕਾਰ ਨੇ ਉਨ੍ਹਾਂ ਖ਼ਿਲਾਫ਼ ਕੀ ਕਾਰਵਾਈ ਆਰੰਭੀ ਹੈ। ਉਨ੍ਹਾਂ ਸਵਾਲ ਕੀਤਾ ਕਿ ਹੁਕਮਰਾਨ ਧਿਰ ਐਨਡੀਏ, ਜਿਸ ਨੂੰ ਲੋਕ ਸਭਾ ’ਚ ਪੂਰਨ ਬਹੁਮੱਤ ਹਾਸਲ ਹੈ,ਨੂੰ ਮਾਨ ਖ਼ਿਲਾਫ਼  ਕਾਰਵਾਈ ਕਰਨ ਤੋਂ ਕੌਣ ਰੋਕ ਰਿਹਾ ਹੈ। ਇਸੇ ਦੌਰਾਨ ਸੱਤਾਧਾਰੀ ਧਿਰ ਭਾਜਪਾ ਦੇ ਮੈਂਬਰ ਨਾਅਰੇਬਾਜ਼ੀ ਕਰਦੇ ਹੋਏ ਸਦਨ ਦੇ ਵਿਚਕਾਰ ਆ ਗਏ ਜਿਸ ਕਾਰਨ ਕਾਰਵਾਈ ਦੁਪਹਿਰ ਤਕ ਲਈ ਮੁਲਤਵੀ ਹੋ ਗਈ। ਵਿਰੋਧੀ ਧਿਰ ਦੇ ਮੈਂਬਰ ਇਹ ਆਖਦੇ ਸੁਣੇ ਗਏ ਕਿ ਹੁਕਮਰਾਨ ਧਿਰ ਨੂੰ ਸਦਨ ਦੀ ਕਾਰਵਾਈ ’ਚ ਅੜਿੱਕਾ ਡਾਹੁੰਦੇ ਇੰਜ ਕਦੇ ਹੀ ਦੇਖਿਆ ਹੈ।
ਅਕਾਲੀ ਦਲ ਦੇ ਨਰੇਸ਼ ਗੁਜਰਾਲ ਨੇ ਕਿਹਾ ਕਿ ‘ਆਪ’ ਸੰਸਦ ਮੈਂਬਰ ਦੇ ਵਤੀਰੇ ਖ਼ਿਲਾਫ਼ ਕਾਰਵਾਈ ਹੋਣੀ ਚਾਹੀਦੀ ਹੈ। ਹੰਗਾਮੇ ਦੌਰਾਨ ਕੇਂਦਰੀ ਮੰਤਰੀ ਅਤੇ ਬਠਿੰਡਾ ਤੋਂ ਸੰਸਦ ਮੈਂਬਰ ਹਰਸਿਮਰਤ ਕੌਰ ਬਾਦਲ ਨੇ ਵੀ ਇਸ ਮੁੱਦੇ ’ਤੇ ਬੋਲਣਾ ਚਾਹਿਆ। ਜਦੋਂ ਚੇਅਰਮੈਨ ਹਾਮਿਦ ਅਨਸਾਰੀ ਨੇ ਮੈਂਬਰਾਂ ਨੂੰ ਪ੍ਰਸ਼ਨ ਕਾਲ ਚਲਾਉਣ ’ਚ ਸਹਿਯੋਗ ਦੇਣ ਦੀ ਮੰਗ ਕੀਤੀ ਤਾਂ ਸ੍ਰੀਮਤੀ ਬਾਦਲ ਨੇ ਕਿਹਾ ਕਿ ਸੰਸਦ ਦੀ ਸੁਰੱਖਿਆ ਨਾਲੋਂ ਪ੍ਰਸ਼ਨ ਕਾਲ ਵੱਧ ਮਹੱਤਵਪੂਰਨ ਹੈ। ਕਾਂਗਰਸ ਮੈਂਬਰਾਂ ਨੇ ਤਜਵੀਜ਼ ਦਾ ਵਿਰੋਧ ਕੀਤਾ।

ਭਗਵੰਤ ਨੇ ਬਿਨਾਂ ਸ਼ਰਤ ਮੰਗੀ ਮੁਆਫ਼ੀ

ਚੰਡੀਗੜ੍ਹ (ਟ੍ਰਿਬਿਊਨ ਨਿਊਜ਼ ਸਰਵਿਸ): ਆਮ ਆਦਮੀ ਪਾਰਟੀ (ਆਪ) ਦੇ ਸੰਸਦ ਮੈਂਬਰ ਭਗਵੰਤ ਮਾਨ ਨੇ ਕਿਹਾ ਹੈ ਕਿ ਉਸ ਨੇ ਅਣਜਾਣਪੁਣੇ ਵਿੱਚ ਘਰ ਤੋਂ ਸੰਸਦ ਤਕ ਬਣਾਈ ਵੀਡੀਓ ਲਈ ਲੋਕ ਸਭਾ ਦੀ ਸਪੀਕਰ ਸੁਮਿੱਤਰਾ ਮਹਾਜਨ ਮੂਹਰੇ ਪੇਸ਼ ਹੋ ਕੇ ਜ਼ੁਬਾਨੀ ਅਤੇ ਲਿਖਤੀ ਤੌਰ ’ਤੇ ਬਿਨਾਂ ਸ਼ਰਤ ਮੁਆਫ਼ੀ ਮੰਗ ਲਈ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਵਿਰੋਧੀ ਧਿਰ ਨੂੰ ਹੁਣ ਸਿਆਸੀ ਮੁੱਦਾ ਬਣਾ ਕੇ ਤੂਲ ਨਹੀਂ ਦੇਣੀ ਚਾਹੀਦੀ। ਇਸ ਦੌਰਾਨ ‘ਆਪ’ ਨੇ ਭਗਵੰਤ ਮਾਨ ਦੀ ਹਮਾਇਤ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਉਹ ਤਾਂ ਸਿਰਫ਼ ਸਵਾਲ ਚੁਣੇ ਜਾਣ ਦੀ ਪ੍ਰਕਿਰਿਆ ਦਿਖਾਉਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕਰ ਰਹੇ ਸਨ ਜਿਸ ਨਾਲ ਸੁਰੱਖਿਆ ਘੇਰੇ ਦੀ ਕੋਈ ਜਾਣਕਾਰੀ ਲੀਕ ਨਹੀਂ ਹੋਈ। ਇਕ ਹੋਰ ‘ਆਪ’ ਆਗੂ ਨੇ ਕਿਹਾ ਕਿ ਅਜਿਹੇ ਵਿਵਾਦ ਤੋਂ ਬਚਿਆ ਜਾ ਸਕਦਾ ਸੀ ਅਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਭਵਿੱਖ ’ਚ ਚੌਕੰਨੇ ਰਹਿਣ ਲਈ ਆਖ ਦਿੱਤਾ ਗਿਆ ਹੈ।

ਮਾਨ ਦੇ ਨਾਲ ਬੈਠਣਾ ਤਸ਼ੱਦਦ ਤੋਂ ਘੱਟ ਨਹੀਂ: ਖ਼ਾਲਸਾ

ਨਵੀਂ ਦਿੱਲੀ: ਸੰਸਦ ਦੀ ਵੀਡੀਓ ਬਣਾ ਕੇ ਵਿਵਾਦਾਂ ’ਚ ਘਿਰਿਆ ਸੰਸਦ ਮੈਂਬਰ ਭਗਵੰਤ ਮਾਨ ਇਸ ਕਾਰੇ ਲਈ ਬਿਨਾਂ ਸ਼ਰਤ ਮੁਆਫ਼ੀ ਮੰਗ ਕੇ ਹਟਿਆ ਹੀ ਸੀ ਕਿ ਇਸ ਦੌਰਾਨ ‘ਸ਼ਰਾਬ’ ਪੀ ਕੇ ਸੰਸਦ ’ਚ ਆਉਣ ਦੇ ਨਵੇਂ ਖੁਲਾਸੇ ਨੇ ਉਸ ਦੀਆਂ ਮੁਸ਼ਕਲਾਂ ਵਧਾ ਦਿੱਤੀਆਂ ਹਨ। ਇਹ ਦੋਸ਼ ਹੋਰ ਕਿਸੇ ਨੇ ਨਹੀਂ ਬਲਕਿ ਮਾਨ ਦੀ ਆਪਣੀ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ’ਚੋਂ ਮੁਅੱਤਲ ਫਤਹਿਗੜ੍ਹ ਸਾਹਿਬ ਤੋਂ ਸੰਸਦ ਮੈਂਬਰ  ਹਰਿੰਦਰ ਸਿੰਘ ਖ਼ਾਲਸਾ ਨੇ ਲਾਏ ਹਨ। ਖ਼ਾਲਸਾ ਨੇ ਲੋਕਾ ਸਭਾ ਦੀ ਸਪੀਕਰ ਸੁਮਿਤਰਾ ਮਹਾਜਨ ਨੂੰ ਅੱਜ ਇਕ ਪੱਤਰ ਲਿਖ ਕੇ ਆਪਣੀ ਸੀਟ ਬਦਲੇ ਜਾਣ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ। ਖ਼ਾਲਸਾ ਨੇ ਕਿਹਾ ਕਿ ਉਸ ਦੀ ਨਾਲ ਦੀ ਸੀਟ ’ਤੇ ਬੈਠਦਾ ਭਗਵੰਤ ਮਾਨ ਅਕਸਰ ਸ਼ਰਾਬ ਪੀ ਕੇ ਆਉਂਦਾ ਹੈ ਜਿਸ ਕਰਕੇ ਉਸ ਦਾ ਉਥੇ ਬੈਠਣਾ ਮੁਹਾਲ ਹੋ ਜਾਂਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਮਾਨ ਨਾਲ ਬੈਠਣਾ ਕਿਸੇ ਤਸ਼ੱਦਦ ਤੋਂ ਘੱਟ ਨਹੀਂ ਹੈ।

ਸੌੜੀ ਸਿਆਸਤ ਖੇਡ ਰਿਹੈ ਖ਼ਾਲਸਾ: ਮਾਨ: ਭਗਵੰਤ ਮਾਨ ਨੇ ਕਿਹਾ ਖ਼ਾਲਸਾ ਸੌੜੀ ਸਿਆਸਤ ਖੇਡ ਰਿਹਾ ਹੈ। ਪਹਿਲਾਂ ਉਸ ਨੇ ਪਾਰਟੀ ਪ੍ਰਧਾਨ ਕੇਜਰੀਵਾਲ ਨੂੰ ਬਦਨਾਮ ਕੀਤਾ ਤੇ ਹੁਣ ਪਾਰਟੀ ਦੇ ਹੋਰਨਾਂ ਆਗੂਆਂ ਨੂੰ ਨਿਸ਼ਾਨਾ ਬਣਾ ਰਿਹਾ ਹੈ। ਉਹ ਕਿਸੇ ਸੰਸਦ ਮੈਂਬਰ ਨੂੰ ਬਿਨਾਂ ਸਬੂਤ ਦੇ ਬਦਨਾਮ ਨਹੀਂ ਕਰ ਸਕਦਾ।

ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ 2016-17 ਲਈ ਟਿਊਬਵੈੱਲ ਕੁਨੈਕਸ਼ਨਾਂ ਸਬੰਧੀ ਨਵੀਂ ਨੀਤੀ ਜਾਰੀ ਕੀਤੀ ਹੈ। ਪਾਵਰਕੌਮ ਦੇ ਰਾਖਵੇਂ ਕੋਟੇ ’ਚੋਂ ਵਿਧਾਇਕਾਂ ਅਤੇ ਹਲਕਾ ਇੰਚਾਰਜਾਂ ਦੀ ਸਿਫ਼ਾਰਸ਼  ਨਾਲ ਚਹੇਤਿਆਂ ਨੂੰ ਖੇਤੀ ਟਿਊਬਵੈੱਲਾਂ ਲਈ ਬਿਜਲੀ ਕੁਨੈਕਸ਼ਨ ਵੰਡਣ ਦੇ ਦੋਸ਼ਾਂ ਵਿੱਚ ਘਿਰੀ ਸਰਕਾਰ ਨੇ 25 ਹਜ਼ਾਰ ਹੋਰ ਕੁਨੈਕਸ਼ਨ ਚੇਅਰਮੈਨ ਕੋਟੇ ’ਚੋਂ ਦੇਣ ਦਾ ਫ਼ੈਸਲਾ ਕੀਤਾ ਹੈ। ਚੇਅਰਮੈਨ ਕੋਟੇ ਦੇ ਇਹ ਕੁਨੈਕਸ਼ਨ ਸਾਲ 2015-16 ਦੇ 25 ਹਜ਼ਾਰ ਕੁਨੈਕਸ਼ਨਾਂ ਤੋਂ ਵੱਖਰੇ ਹੋਣਗੇ। ਹੈਰਾਨੀ ਦੀ ਗੱਲ ਇਹ ਹੈ ਕਿ ਪਹਿਲਾਂ ਹੀ ਕਰਜ਼ੇ ਦੇ ਬੋਝ ਹੇਠ ਦੱਬੇ ਛੋਟੇ ਅਤੇ ਸੀਮਾਂਤ ਕਿਸਾਨਾਂ ਨੂੰ ਕੁਨੈਕਸ਼ਨ ਤਿੰਨ ਗੁਣਾ ਮਹਿੰਗੇ ਦਿੱਤੇ ਜਾ ਰਹੇ ਹਨ। ਚੇਅਰਮੈਨ ਕੋਟੇ ਵਾਲਿਆਂ ਨੂੰ ਵੀ ਕੁਨੈਕਸ਼ਨ ਮਹਿੰਗੇ ਭਾਅ ’ਚ ਹੀ ਮਿਲਣਗੇ। ਪੰਜਾਬ ਸਰਕਾਰ ਦੇ ਬਿਜਲੀ ਵਿਭਾਗ ਵੱਲੋਂ ਜਾਰੀ ਨੀਤੀ ਅਨੁਸਾਰ 2016-17 ਵਿੱਚ ਇੱਕ ਲੱਖ ਨਵੇਂ ਟਿਊਬਵੈੱਲ ਕੁਨੈਕਸ਼ਨ ਜਾਰੀ ਕੀਤੇ ਜਾਣਗੇ। ਇਨ੍ਹਾਂ ਕੁਨੈਕਸ਼ਨਾਂ ਵਿੱਚ 4500 ਰੁਪਏ ਪ੍ਰਤੀ ਹਾਰਸ ਪਾਵਰ ਦੇ ਖ਼ਰਚੇ ਨਾਲ ਜਨਰਲ ਸ਼੍ਰੇਣੀ ਦੇ 10 ਹਜ਼ਾਰ ਕੁਨੈਕਸ਼ਨ, ਇੱਕ ਤੋਂ ਪੰਜ ਏਕੜ ਤੱਕ ਦੀ ਮਾਲਕੀ ਵਾਲੇ ਕਿਸਾਨਾਂ ਲਈ 50 ਹਜ਼ਾਰ, ਤਰਜੀਹੀ ਸ਼੍ਰੇਣੀਆਂ ਲਈ 15 ਹਜ਼ਾਰ ਤੇ ਚੇਅਰਮੈਨ ਕੋਟੇ ਵਿੱਚ 25 ਹਜ਼ਾਰ ਕੁਨੈਕਸ਼ਨ ਸ਼ਾਮਲ ਹਨ। ਇਹ ਕੁਨੈਕਸ਼ਨ ਜਾਰੀ ਕਰਨ ਦੀ ਪ੍ਰਕਿਰਿਆ ਸਾਲ 2015-16 ਦੇ ਲੰਬਿਤ ਕੁਨੈਕਸ਼ਨ ਜਾਰੀ ਕਰਨ ਤੋਂ ਬਾਅਦ ਸ਼ੁਰੂ ਹੋਵੇਗੀ।ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਬੇਸ਼ੱਕ ਛੋਟੇ ਕਿਸਾਨਾਂ ਨੂੰ ਰਾਹਤ ਦੇਣ ਦੇ ਨਾਮ ’ਤੇ ਟਿਊਬਵੈੱਲ ਕੁਨੈਕਸ਼ਨ ਜਾਰੀ ਕਰਨ ਦਾ ਐਲਾਨ ਕੀਤਾ ਹੈ ਪਰ ਅਸਲ ਵਿੱਚ ਛੋਟੇ ਕਿਸਾਨ ਕੁਨੈਕਸ਼ਨ ਲੈਣ ਵਿੱਚ ਦਿਲਚਸਪੀ ਨਹੀਂ ਦਿਖਾ ਰਹੇ, ਕਿਉਂਕਿ ਇਹ ਕੁਨੈਕਸ਼ਨ ਤਿੰਨ ਗੁਣਾਂ ਮਹਿੰਗੇ ਹਨ। ਪਾਵਰਕੌਮ ਅਨੁਸਾਰ ਜੇਕਰ ਪੰਜ ਸੌ ਮੀਟਰ ਦੀ ਦੂਰੀ ਉੱਤੇ ਦਸ ਹਾਰਸ ਪਾਵਰ ਦੀ ਮੋਟਰ ਲਗਾਉਣੀ ਹੋਵੇ ਤਾਂ ਜਨਰਲ ਸ਼੍ਰੇਣੀ ਦੇ ਕਿਸਾਨ ਕੋਲ ਬੇਸ਼ੱਕ ਜਿੰਨੀ ਵੀ ਜ਼ਮੀਨ ਹੋਵੇ, ਉਸ ਨੂੰ 4500 ਰੁਪਏ ਪ੍ਰਤੀ ਹਾਰਸ ਪਾਵਰ ਦੇ ਹਿਸਾਬ ਨਾਲ 45 ਹਜ਼ਾਰ ਰੁਪਏ ਖ਼ਰਚ ਕਰਨੇ ਪੈਂਦੇ ਹਨ। 15 ਮਾਰਚ 2016 ਤੱਕ ਅਰਜ਼ੀ ਦੇਣ ਵਾਲੇ ਢਾਈ ਏਕੜ ਦੇ ਮਾਲਕਾਂ ਅਤੇ 31 ਮਾਰਚ 2016 ਤੱਕ ਅਰਜ਼ੀ ਦੇਣ ਵਾਲੇ ਪੰਜ ਏਕੜ ਜ਼ਮੀਨ ਦੇ ਮਾਲਕਾਂ ਨੂੰ ਇੰਨੀ ਹੀ ਦੂਰ ਕੁਨੈਕਸ਼ਨ ਲੈਣ ਲਈ ਲਗਪਗ ਡੇਢ ਲੱਖ ਰੁਪਏ ਦਾ ਖ਼ਰਚਾ ਕਰਨਾ ਪੈਂਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਨੂੰ ਲਾਈਨ, ਨਿੱਜੀ ਠੇਕੇਦਾਰ ਤੋਂ ਹੋਰ ਸਾਮਾਨ ਦਾ ਖ਼ਰਚ ਵੀ ਆਪਣੀ ਜੇਬ ਵਿੱਚੋਂ ਕਰਨਾ ਹੁੰਦਾ ਹੈ।ਚੇਅਰਮੈਨ ਕੋਟੇ ਵਾਲੇ ਪੰਜ ਏਕੜ ਤੱਕ ਦੇ ਮਾਲਕ ਕਿਸਾਨ ਬੇਸ਼ੱਕ ਹਲਕਾ ਇੰਚਾਰਜਾਂ ਅਤੇ ਵਿਧਾਇਕਾਂ ਦੇ ਚਹੇਤੇ ਮੰਨੇ ਜਾਂਦੇ ਹਨ ਪਰ ਇਨ੍ਹਾਂ ਦੀ ਜੇਬ ਸਭ ਤੋਂ ਜ਼ਿਆਦਾ ਖਾਲੀ ਕੀਤੀ ਜਾਂਦੀ ਹੈ। ਇਹ ਕੁਨੈਕਸ਼ਨ 1.70 ਲੱਖ ਰੁਪਏ ਵਿੱਚ ਮਿਲਦਾ ਹੈ, ਕਿਉਂਕਿ ਇਨ੍ਹਾਂ ਕੋਲੋਂ ਲੋੜੀਂਦੀ ਸਾਰੀ ਸਮੱਗਰੀ ਦੇ ਨਾਲ ਹੀ ਲਾਗਤ ਮੁੱਲ ਤੋਂ ਇਲਾਵਾ 2000 ਰੁਪਏ ਪ੍ਰਤੀ ਹਾਰਸ ਪਾਵਰ ਦੇ ਹਿਸਾਬ ਨਾਲ ਵਾਧੂ ਖ਼ਰਚ ਵਸੂਲਿਆ ਜਾਂਦਾ  ਹੈ। ਜੇਕਰ ਕਿਸਾਨਾਂ ਨੂੰ ਸਮੇਂ ਅਨੁਸਾਰ ਜਨਰਲ ਤਰੀਕੇ ਦੇ ਹੀ ਕੁਨੈਕਸ਼ਨ ਦਿੱਤੇ ਜਾਣ ਤਾਂ ਇਹ 45 ਹਜ਼ਾਰ ਰੁਪਏ ਵਿੱਚ ਹੀ ਪਵੇਗਾ।  ਧਰਤੀ ਹੇਠਲਾ ਪਾਣੀ ਡੂੰਘਾ ਚਲੇ ਜਾਣ ਕਰ ਕੇ ਸੂਬੇ ਦੇ ਬਹੁਤੇ ਬਲਾਕਾਂ ਵਿੱਚ ਦਸ ਹਾਰਸ ਪਾਵਰ ਤੋਂ ਘੱਟ ਦੀ ਮੋਟਰ ਹੁਣ ਕੰਮ ਕਰਨਾ ਹੀ ਬੰਦ ਕਰ  ਗਈ ਹੈ। ਪਾਵਰਕੌਮ ਦੇ  ਅੰਕੜਿਆਂ ਅਨੁਸਾਰ ਸੂਬੇ ਵਿੱਚ ਕੁੱਲ 14 ਲੱਖ ਟਿਊਬਵੈੱਲਾਂ ’ਚੋਂ 12.27 ਲੱਖ ਬਿਜਲੀ ਕੁਨੈਕਸ਼ਨ ਪਹਿਲਾਂ ਹੀ ਹਨ।  ਪਾਵਰਕੌਮ ਕੋਲ ਟਿਊਬਵੈੱਲ ਕੁਨੈਕਸ਼ਨ ਜਾਰੀ ਕਰਵਾਉਣ ਲਈ ਹੁਣ ਤੱਕ 2,31,995 ਅਰਜ਼ੀਆਂ ਬਕਾਇਆ ਪਈਆਂ ਹਨ।

ਕਾਂਗਰਸ ਦੀ ਪੰਜਾਬ ਮਾਮਲਿਆਂ ਬਾਰੇ ਇੰਚਾਰਜ ਆਸ਼ਾ ਕੁਮਾਰੀ ਨੇ ਅੱਜ ਦਾਅਵਾ ਕੀਤਾ ਹੈ ਕਿ 2017 ਦੀਆਂ ਵਿਧਾਨ ਸਭਾ ਚੋਣਾਂ ਵਿੱਚ ਕਾਂਗਰਸ ਨੂੰ ਬਹੁਮਤ ਪ੍ਰਾਪਤ ਹੋਵੇਗਾ ਅਤੇ ਪੰਜਾਬ ਵਿੱਚ ਕਾਂਗਰਸ ਦੀ ਸਰਕਾਰ ਬਣੇਗੀ। ਉਹ ਅੱਜ ਇਥੇ ਸ੍ਰੀ ਹਰਿਮੰਦਰ ਸਾਹਿਬ ਵਿਖੇ ਨਤਮਸਤਕ ਹੋਣ ਲਈ ਆਏ ਸਨ। ਉਨ੍ਹਾਂ ਨਾਲ ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਵਿੱਚ ਵਿਰੋਧੀ ਧਿਰ ਦੇ ਆਗੂ ਚਰਨਜੀਤ ਸਿੰਘ ਚੰਨੀ ਵੀ ਹਾਜ਼ਰ ਸਨ। ਮੱਥਾ ਟੇਕਣ ਮਗਰੋਂ ਮੀਡੀਆ ਨਾਲ ਗੱਲਬਾਤ ਦੌਰਾਨ ਉਨ੍ਹਾਂ ਦਾਅਵਾ ਕੀਤਾ ਕਿ ਸਮੁੱਚੀ ਕਾਂਗਰਸ ਇਕਜੁੱਟ ਹੋ ਕੇ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਦੀ ਅਗਵਾਈ ਹੇਠ ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਚੋਣਾਂ ਲੜੇਗੀ ਅਤੇ ਇਨ੍ਹਾਂ ਚੋਣਾਂ ਵਿੱਚ ਕਾਂਗਰਸ ਨੂੰ ਜਿੱਤ ਪ੍ਰਾਪਤ ਹੋਵੇਗੀ। ਉਨ੍ਹਾਂ ਆਖਿਆ ਕਿ ਪੰਜਾਬ ਦੇ ਲੋਕ ਕਾਂਗਰਸ ਨੂੰ ਸੱਤਾ ਵਿੱਚ ਲਿਆਉਣ ਦਾ ਮਨ ਬਣਾ ਚੁੱਕੇ ਹਨ। ਕਾਂਗਰਸ ਵੱਲੋਂ ਯੋਗ ਉਮੀਦਵਾਰਾਂ ਨੂੰ ਮੈਦਾਨ ਵਿੱਚ ਉਤਾਰਿਆ ਜਾਵੇਗਾ ਅਤੇ ਜਲਦੀ ਹੀ ਇਸ ਸਬੰਧੀ ਪ੍ਰਕਿਰਿਆ ਵੀ ਸ਼ੁਰੂ ਹੋ ਜਾਵੇਗੀ। ਇਸ ਮੌਕੇ ਵਿਧਾਨ ਸਭਾ ਵਿੱਚ ਵਿਰੋਧੀ ਧਿਰ ਦੇ ਚਰਨਜੀਤ ਸਿੰਘ ਚੰਨੀ ਨੇ ਦੋਸ਼ ਲਾਇਆ ਕਿ ਪੰਜਾਬ ਵਿੱਚ ਸੱਤਾ ਹਾਸਲ ਕਰਨ ਲਈ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਵੱਲੋਂ ‘ਆਪ’ ਸਥਾਪਤ ਕੀਤੇ ਸਿਧਾਂਤਾਂ ਨੂੰ ਹੀ ਮਲੀਆਮੇਟ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ। ਉਨ੍ਹਾਂ ਆਖਿਆ ਕਿ ਭਾਜਪਾ ਆਗੂ ਨਵਜੋਤ ਸਿੰਘ ਸਿੱਧੂ ਵੱਲੋਂ ਰਾਜ ਸਭਾ ਤੋਂ ਅਸਤੀਫ਼ਾ ਦਿੱਤੇ ਜਾਣ ਮਗਰੋਂ ‘ਆਪ’ ਵਿੱਚ ਭੁਚਾਲ ਵਾਲੀ ਸਥਿਤੀ ਹੈ। ‘ਆਪ’ ਆਗੂ ਸਿੱਧੂ ਦੀ ਪ੍ਰਸਤਾਵਿਤ ਆਮਦ ਤੋਂ ਡਰੇ ਹੋਏ ਹਨ ਅਤੇ ਉਸ ਦਾ ਵਿਰੋਧ ਕਰ ਰਹੇ ਹਨ, ਜਿਸ ਤੋਂ ਸਾਬਤ ਹੋ ਗਿਆ ਹੈ ਕਿ ਅਜਿਹੇ ਆਗੂ ਸਿਰਫ ਸੱਤਾ ਪ੍ਰਾਪਤ ਕਰਨਾ ਚਾਹੁੰਦੇ ਹਨ। ਸੱਤਾ ਪ੍ਰਾਪਤੀ ਵਾਸਤੇ ਦੂਸਰੇ ‘ਤੇ ਕਿਸੇ ਵੀ ਤਰ੍ਹਾਂ ਦੇ ਦੋਸ਼ ਲਾ ਸਕਦੇ ਹਨ। ਉਨ੍ਹਾਂ ਇਹ ਵੀ ਆਖਿਆ ਕਿ ‘ਆਪ’ ਅਜਿਹੇ ਆਗੂਆਂ ਦਾ ਇਕੱਠ ਹੈ, ਜੋ ਸਿਰਫ ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਦਾ ਅਹੁਦਾ ਸਾਂਭਣਾ ਚਾਹੁੰਦੇ ਹਨ। ਇਸ ਮੌਕੇ ਕੌਮੀ ਅਨੁਸੂਚਿਤ ਜਾਤੀ ਕਮਿਸ਼ਨ ਦੇ ਮੀਤ ਚੇਅਰਮੈਨ ਤੇ ਵਿਧਾਇਕ ਰਾਜ ਕੁਮਾਰ ਵੇਰਕਾ, ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਧਾਨ ਜੁਗਲ ਕਿਸ਼ੋਰ ਸ਼ਰਮਾ ਤੇ ਹੋਰ ਆਗੂ ਵੀ ਹਾਜ਼ਰ ਸਨ। ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਆਸ਼ਾ ਕੁਮਾਰੀ ਤੇ ਹੋਰਨਾਂ ਨੇ ਸ੍ਰੀ ਹਰਿਮੰਦਰ ਸਾਹਿਬ ਵਿਖੇ ਮੱਥਾ ਟੇਕਿਆ। ਮਗਰੋਂ ਉਹ ਜਲ੍ਹਿਆਂਵਾਲਾ ਬਾਗ ਵੀ ਗਏ, ਜਿਥੇ ਸ਼ਹੀਦਾਂ ਨੂੰ ਸ਼ਰਧਾਂਜਲੀ ਭੇਟ ਕੀਤੀ।
